This Specification may be taken as a reference in the implementation of special national supervision and spot check, and local supervision and spot check organized by above-county-level local quality and technical supervision departments under special circumstances. The scope of product supervision and spot check includes electric pressure cooker products for household purposes and similar purposes. The content of this Specification includes product classification, terms and definitions, enterprise product production scale division, inspection basis, sampling, inspection requirements, determination principles, objection handling and supplementary provisions. 2 Product Classification 2.1 Product Classification and Code Please refer to Table 1 for product classification and code. Table 1 -- Product Classification and Code Product Classification Grade-1 Classification Grade-2 Classification Grade-3 Classification Classification Code 2 201 201.15 Classification Name Electronic Appliances Household Appliances Electric Pressure Cooker 2.2 Product Category Electric pressure cooker products include various product categories, such as electronically controlled electric pressure cooker and mechanically controlled electric pressure cooker, etc. NOTE: electric pressure cooker products defined in this Specification include pressure rice cooker products (rice cooker products which contain certain pressure during the rice-cooking process). 3 Terms and Definitions Terms and definitions that are not listed out in this Specification are the same as relevant reference standards. From enterprise’s finished product warehouses, finished product stacking areas and products to be sold in the market, randomly take samples of products with a product quality inspection certificate or recently produced products which are demonstrated to be qualified in other forms (excluding special circumstances). During the sampling from enterprise’s finished product warehouses and finished product stacking areas, the inventory base of the same batch of products shall be not less than 20 sets. During market sampling, the sampling base is merely requested to satisfy the sampling quantity. Take samples from products of representative specifications and models from each enterprise. Take 3 sets from each category of products as the samples: 2 of them shall be taken as samples for inspection; 1 of them shall be taken as a reserved sample. The reserved sample shall be stored at an inspection-undertaking organization. Generally speaking, random number may be generated through certain methods, such as random number table, dice and poker, etc. 6.3 Sample Handling In the inspection of samples and reserved samples, samples shall be respectively sealed up and submitted to relevant departments of appointed inspection institutions. If product packaging or instruction indicates special requirements for storage or transportation, samples shall be handled in accordance with the requirements. 6.4 Sampling List Sampling list shall be filled out in accordance with relevant stipulations; relevant information of products and enterprises being inspected shall be recorded. Meanwhile, the total sales volume of electric pressure cooker products produced by the enterprise being inspected in the previous year shall be recorded. Information like sample technical parameters which are needed in product inspection shall be provided by the enterprise being inspected. Such information shall be obtained on the scene of the spot check and be verified by the enterprise. 7 Inspection Requirements 7.1 Inspection Items and Disqualification Classification Please refer to Table 3 for the inspection items and the importance degree classification. than the compulsory standard requirements of the inspection items in this Specification, determine in accordance with the compulsory standard requirements. When the explicitly instructed quality requirements of the inspected product are lower than or contain the recommended standard requirements of the inspection items in this Specification, determine in accordance with the explicitly instructed quality requirements of the inspected product. When the explicitly instructed quality requirements of the inspected product are deficient in the compulsory standard requirements of the inspection items in this Specification, determine in accordance with the compulsory standard requirements. When the explicitly instructed quality requirements of the inspected product are deficient in the recommended standard requirements of the inspection items in this Specification, the items shall not be involved in the determination. However, this shall be indicated in the remarks in the inspection report. 8 Determination Principles After the inspection, products which are qualified in all the inspection items shall be determined as qualified in the spot check. Products which fail in any one or one more inspection items shall be determined as disqualified in the spot check and shall be deemed as severe disqualification. 9 Objection Handling The objection handling of products which are determined as disqualified shall comply with the following modes: 9.1 Examine relevant evidences of the disqualified items, which can be proved by records (paper records, electronic records or image records), or other quality data associated with the disqualified items as inspection basis. 9.2 Quality technical supervision departments or appointed inspection institutions which need to conduct re-inspection and are qualified to handle enterprise’s objection shall organize re-inspection of the reserved samples or extracted spare samples in accordance with the previous supervision and inspection plan. In addition, an inspection report shall be issued. The conclusion of this re-inspection shall be the final conclusion. 10 Supplementary Provisions This Specification replaces CCGF 206.15-2010. ......
