1 Scope

This standard specifies the overall requirements for the recycling of waste textiles, pre-treatment, recycling and environmental protection requirements. This standard applies to the recycling of waste textiles.

3 Terms and definitions

The following terms and definitions defined in GB/T 20861 apply to this document. 3.1 Textilewaste Textile materials and their products discarded during production and use. Note. Waste textiles include waste textiles and old textiles. 3.2 Pre-consumertextilewaste Textile materials and their products are wastes generated during the production process (such as spinning, spinning, weaving, printing and dyeing, cutting, etc.). 3.3 Post-consumertextilewaste Obsolete textile products. Note. Old textiles include obsolete clothing, household textiles, industrial textiles and other textile products. 3.4 Recycling The process of processing waste textiles into raw materials or products that meet the corresponding standards. 3.5 Physicalmechanicaltechnology The process of using mechanical methods to cut, tear, and loosen waste textiles to obtain fibers; or directly compress waste fabrics The process of directly using as raw materials such as rags or mops after single processing. 3.6 Physicalfused technology For thermoplastic waste textiles, the process of reprocessing is carried out by heating and melting. 3.7 Chemical recycling technology Under certain chemical process conditions, the process of depolymerizing, removing impurities, re-polymerizing, or decomposing waste textiles into new raw materials. 3.8 Physical-chemical processphysicalandchemicalrecyclingtechnology The process of blending and modifying thermoplastic waste textiles by heating and melting under the action of different functional additives. 3.9 Comprehensive utilization rate The sum of the quality of the part that can be reused or recycled (excluding the energy recovery part) and the quality of the recycled waste textiles Ratio.

4 General requirements

4.1 Waste textile recycling enterprises shall establish, implement and maintain respectively in accordance with GB/T 19001, GB/T 24001 and GB/T 28001 Quality management system, environmental management system and occupational health and safety management system. 4.2 Waste textile recycling enterprises should adopt energy-saving, environmentally friendly, high-value recycling technology and equipment. 4.3 The recycling products of waste textiles shall meet the relevant product standards. 4.4 Waste textile recycling enterprises should establish a comprehensive recycling system to achieve full utilization of waste textiles. 4.5 Waste textile recycling enterprises should set up pollution prevention facilities and be equipped with corresponding dust and noise prevention equipment to reduce secondary pollution. 4.6 Enterprises that recycle waste textiles should have complete fire-fighting facilities and establish a sound fire-fighting safety responsibility management system. 4.7 Enterprises that recycle waste textiles should be equipped with health protection measures for employees, carry out pre-job technical and safety training, and continue to improve L Improve the quality and level of recycling. 4.8 Enterprises that recycle waste textiles should establish a statistical ledger with a retention period of not less than 5 years.

5 Pretreatment

5.1 General According to the back-end recycling process, companies can choose to adopt the following different pre-treatment processes. 5.2 Dismantling and shattering 5.2.1 Use manual or automated equipment to remove non-textiles from waste textiles (such as zippers, buttons, decorations, plastic parts, and metal parts). Etc.), it is advisable to recycle the removed non-textiles separately. 5.2.2 According to the demand for renewable raw materials, it can be disassembled according to the type, material, color and other categories of waste textiles. 5.2.3 High-efficiency and energy-saving dismantling and crushing technology and equipment should be adopted. 5.2.4 The process of dismantling and crushing should have safety protection measures, and dust collection and noise reduction should meet the requirements of relevant standards. 5.3 Cleaning 5.3.1 Do not use toxic and harmful cleaning agents that are strictly prohibited by the state, and reduce the use of cleaning agents by optimizing technical processes. 5.3.2 Water-saving cleaning technology should be adopted. 5.3.3 Cleaning wastewater should be collected uniformly, classified or treated collectively, and enterprises should improve the efficiency of water recycling. 5.4 Disinfection Enterprises should adopt appropriate disinfection methods according to actual conditions in accordance with the requirements of the "Disinfection Technical Specifications". 5.5 Drying Enterprises should adopt high-efficiency energy-saving drying equipment, and encourage the use of new and renewable energy and waste heat utilization.

6 Recycling

6.1 Physical mechanical process 6.1.1 The sanitary indicators of recycled products should meet the requirements of GB/T 32479, and the recycled staple fiber should meet the requirements of FZ/T 07002. 6.1.2 High-efficiency and energy-saving equipment and advanced and applicable technical processes should be adopted. 6.1.3 It is advisable to carry out high-value recycling and meet the requirements of cleaner production. 6.1.4 The comprehensive utilization rate calculated in accordance with Appendix A is ≥75%. 6.2 Physical melting process 6.2.1 The processed products shall meet the requirements of relevant product standards. 6.2.2 Advanced environmental protection equipment should be used to reduce volatile organic compounds (VOCs) emissions. 6.2.3 The comprehensive utilization rate calculated in accordance with Appendix A is ≥95%. 6.3 Chemical regeneration process 6.3.1 The processed products shall meet the requirements of relevant product standards. 6.3.2 It is advisable to adopt advanced and applicable technical routes to improve the quality and conversion efficiency of recycled products. 6.3.3 Technical optimization should be adopted to reduce the use of reagents, reduce pollutant emissions, and reduce process energy consumption. 6.3.4 The comprehensive utilization rate calculated in accordance with Appendix A is ≥70%. 6.4 Physical-chemical process 6.4.1 The processed products shall meet the requirements of relevant product standards. 6.4.2 Low-toxic and harmless modifiers should be used. 6.4.3 Those involving 6.2 and 6.3 related processes shall meet their requirements.

7 Environmental protection

7.1 Enterprise wastewater discharge shall comply with national and local water pollutant discharge standards and total volume control requirements. 7.2 Enterprises should collect and treat volatile organic compounds (VOCs) generated in the process of recycling, and enterprise exhaust gas emissions should comply with national and local standards. Requirements of relevant air pollutant emission standards. 7.3 The noise at the boundary of the enterprise shall meet the requirements of GB 12348. 7.4 The solid waste generated in the recycling process shall be implemented in accordance with GB 18599.
