--- Added a chapter "Scope" to comply with the provisions of my country's standardization document drafting (see Chapter 1);
--- Added a chapter on "Normative references" to comply with the provisions on drafting standardization documents in my country (see Chapter 2).
The technical differences between this document and IEC 60050-161.2021 and their reasons are as follows.

Electromagnetic compatibility
1 Scope
This document defines electromagnetic compatibility in terms of basic concepts, disturbance waveforms, interference control, measurement, equipment classification, receivers and transmitters, power control
Terms and definitions for control and power supply network impedance, voltage variation and flicker, and risk assessment.
This document is applicable to the preparation of various standards and other technical documents related to electromagnetic compatibility.

3 Terms and definitions
3.1 Basic Concepts
3.1.1
The sum of all electromagnetic phenomena present in a given location.
NOTE. In general, the electromagnetic environment is time-dependent and its description may require statistical methods.
3.1.2
Electromagnetic noise
A time-varying electromagnetic phenomenon that apparently does not convey information but may be superimposed or combined with useful information.
3.1.3
Unwanted signal; undesired signal
Signals that may impair reception of wanted signals.

Interfering signal
A signal that impairs the reception of a wanted signal.
3.1.5
Electromagnetic phenomena that may cause degradation of the performance of devices, equipment or systems or have adverse effects on living or non-living things.
Note 1 to entry. Electromagnetic disturbances may be electromagnetic noise (3.1.2), unwanted signals (3.1.3), or changes in the propagation medium itself.
Note 2 to entry. The terms “electromagnetic disturbance (3.1.5)” and “electromagnetic interference (3.1.6)” mean “cause” and “consequence” respectively and should not be used interchangeably.

Degradation of performance (3.1.19) of equipment, transmission channels or systems caused by electromagnetic disturbance (3.1.5)
3.1.7
The equipment or system can work normally in its electromagnetic environment (3.1.1) and does not cause unacceptable electromagnetic disturbance to anything in the environment.
