This document specifies the start-up and acceptance preparation, system and equipment inspection, start-up and acceptance test, trial operation and evaluation, and handover of electrochemical energy storage power stations. This document applies to the start-up and acceptance of newly built, rebuilt and expanded electrochemical energy storage power stations connected to the grid at voltage levels of 10 kV (6 kV) and above.2 Normative references

For the purpose of this document, the terms and definitions defined in DL/T 2528 apply.4 General requirements
4.1 The electrochemical energy storage power station shall establish a start-up and acceptance committee (hereinafter referred to as the “Start-up Committee”) to uniformly manage the start-up and acceptance work. The responsibilities and contents of the Start-up Committee are shown in Annex A. 4.2 The start-up and acceptance work of an electrochemical energy storage power station shall be carried out after the installation of various equipment, subsystem commissioning and joint commissioning are completed, and after the inspection and acceptance of supporting facilities such as civil engineering, electrical, and fire protection. 4.3 The start-up and acceptance of electrochemical energy storage power stations shall be carried out according to the following procedures.5 Start-up and acceptance preparation
5.1 Before the start-up and acceptance of electrochemical energy storage power stations, the following conditions shall be met. a) Sign a grid-connection dispatching agreement, a power purchase and sales contract, and a power supply and use contract with the power grid enterprise. b) Complete the installation and quality acceptance of the equipment, and obtain the quality inspection report issued by the quality inspection agency. c) Complete the grid-connected line subsystem and joint commissioning in accordance with the provisions of GB/T 42737-2023, and meet the operating conditions. d) Complete the communication joint commissioning and relay protection setting value setting and verification with the power grid dispatching agency, to meet the requirements of dispatching automation, relay protection, safety automatic devices and dispatching communications. e) Complete the commissioning and acceptance of special facilities such as fire protection, environmental protection, soil and water conservation, flood control, and labor safety. f) The operating duty personnel have completed the training and obtained the corresponding qualification certificates and are qualified for the job. g) Prepare relevant operating procedures, safety procedures, safety management systems, and emergency plans. The preparation of emergency plans complies with the provisions of GB/T 42312. 5.2 The Start-up Committee shall organize the review of the following start-up and acceptance materials of electrochemical energy storage power stations. a) Project design summary report, project construction management summary report, project construction summary report, project construction supervision summary report, project commissioning summary report, project trial operation production preparation report; the main contents of each report are shown in Annex B; b) Equipment type test report, factory-exit test report, installation and quality acceptance report, quality inspection report, etc.; c) Commissioning report, test records, etc.; the commissioning content and results comply with the provisions of GB/T 42737-2023; d) Power monitoring system safety protection acceptance report; the safety protection complies with the provisions of DL/T 2192; e) Fire protection system acceptance report; the fire protection system complies with the provisions of GB 51048; f) Operating procedures and management systems, and qualification certificates of operating duty personnel.6 System and equipment inspection
6.1 Grid-connected line inspection Check that the grid-connected line has been installed and passed the unit project acceptance. 6.2 Substation electrical equipment inspection Check that the electrical equipment such as circuit breaker, high-voltage busbar, transformer, isolating knife switch, reactive power compensation device in the substation have been installed and passed the unit project acceptance. 6.3 Distribution cabinet equipment inspection Check that the distribution cabinet has been installed and passed the unit project acceptance. 6.4 Cable line, bridge and wire duct inspection Check that the cable line, bridge and wire duct have been installed and passed the unit project acceptance. 6.5 Battery pack inspection Check that the battery pack has been installed and passed the unit project acceptance; subsystem commissioning has been completed. 6.6 Converter inspection Check that the converter has been installed and passed the unit project acceptance; subsystem commissioning has been completed. 6.7 Battery management and power station monitoring system inspection Check that the battery management system (BMS) and power station monitoring system subsystem commissioning have been completed.7 Start-up and acceptance test
7.1 Grid-connected line impact test The grid-connected line rated voltage impact test shall be carried out no less than 3 times, and the test results shall meet the requirements of GB 50150.For electrochemical energy storage power stations with multiple lines connected to the grid, line impact tests shall be carried out one by one. 7.2 Electrical primary equipment impact test The electrical primary equipment rated voltage impact test should be carried out in the order of incoming circuit breaker, busbar, transformer, and station transformer. The number of impact tests on newly commissioned transformers shall be no less than 5 times, and the test results shall meet the requirements of GB 50150. 7.3 Start-up and shutdown test The start-up and shutdown test shall complete the normal operation of start-up and shutdown, and the response time shall meet the requirements of GB/T 36547. 7.4 Emergency shutdown test The emergency shutdown test shall use simulated protection action and operator triggering to verify the emergency shutdown action. The emergency shutdown test shall be carried out once under the conditions of rated charging power and rated discharging power respectively. After the emergency shutdown is triggered, each equipment and system shall switch to the predetermined state according to the predetermined procedure without abnormal situation. 7.5 Charge and discharge test 7.6 Charge and discharge conversion test 7.6.1 The steps of charge and discharge conversion test are as follows. a) set the energy storage station to hot standby state; b) send a command to charge at rated power Pn to the energy storage station; when the power of the energy storage station reaches 90 % of the rated power, run for at least 1 min; c) send a command to discharge at rated power Pn to the energy storage station; record the time from switching from 90 % rated power charging state to 90 % rated power discharging state, and stop discharging; d) send a command to charge at rated power Pn to the energy storage station; when the power of the energy storage station reaches 100 % rated power, stop charging; e) send a command to discharge at rated power Pn to the energy storage station; when the power of the energy storage station reaches 90 % rated power, run for at least 1 min; f) send a command to charge at rated power Pn to the energy storage station; record the time from switching from 90 % rated power discharging state to 90 % rated power charging state; g) repeat steps b) to f) twice and record the maximum value of the three test results. 7.6.2 The charge and discharge conversion time shall meet the requirements of GB/T 36558.8 Trial operation and evaluation
8.1 For electrochemical energy storage power stations participating in peak load regulation, the trial operation shall complete at least one load peak and valley cycle regulation. 8.2 For electrochemical energy storage power stations participating in voltage control, the trial operation shall complete at least one adjustment of the positive and negative deviations of the grid-connected point voltage. 8.3 For electrochemical energy storage power stations participating in tracking plan curve, the trial operation shall complete at least 24 h of continuous tracking curve operation. 8.4 Electrochemical energy storage power stations that participate in power system frequency regulation, emergency power support, smooth power output, voltage sag support or backup power supply shall apply to the grid dispatching department to carry out trial operation in the corresponding mode. 8.5 Electrochemical energy storage power stations shall carry out 3 charge and discharge cycles at rated power, and the continuous grid-connected trial operation time shall be no less than 72 h. 8.6 During the trial operation, the trial operation shall be restarted if one of the following situations occurs. a) the electrochemical energy storage power station has a fault that causes the power conversion system (PCS) to shut down; b) the energy storage battery has a primary or secondary protection action or a fire protection system alarm.9 Handover
9.1 After the start-up and acceptance test and trial operation of the electrochemical energy storage power station are completed, the project owner shall promptly submit an application for production handover acceptance to the production and operation unit, carry out the project production handover acceptance, perform the handover procedures, and sign the “Handover Document for Production Handover of XX Electrochemical Energy Storage Power Station”. The framework content of handover document for production handover is shown in Annex D. 9.2 The handover of electrochemical energy storage power stations shall meet the following conditions. a) the equipment has been accepted by the production and operation unit; b) the start-up and acceptance test and trial operation have been passed, all performance indicators have met the design requirements, and the equipment is in good condition; c) auxiliary facilities such as security, HVAC, lighting, communication, and flood control are complete; d) system documents such as operating procedures, operating instructions, safety management system, equipment ledgers are complete and approved, and the operation and maintenance personnel have obtained the qualifications to take up their posts; e) spare parts and tools are complete, and production preparation work is completed. 9.3 The following materials shall be submitted at least for the production handover acceptance of electrochemical energy storage power stations. a) construction drawing design documents, project design change materials, completion drawings, and project design summary reports provided by the design unit; b) construction process record documents, unit project quality assessment materials, construction quality inspection documents, and project construction management summary reports provided by the construction unit; c) test records, subsystem commissioning reports, joint commissioning reports, and project commissioning summary reports provided by the commissioning unit; d) project supervision materials, quality defect filing forms, and project construction supervision summary reports provided by the supervision unit; e) project construction summary reports provided by the project owner, grid- connection dispatching agreements, power purchase and sales contracts, and power supply and use contracts signed with the power grid enterprise; f) project trial operation production preparation reports, operating procedures and management systems, and operation duty personnel qualification certificates provided by the production unit; g) all reports and materials during the commissioning acceptance process provided by the Start-up Committee; h) start-up and acceptance plans, project summary reports, and start-up and acceptance certificates provided by the Start-up Committee; i) equipment type test reports, factory-exit test reports, installation and quality acceptance report, quality inspection reports, equipment use instructions, factory- exit certificates, and related technical agreements provided by each equipment manufacturer; j) other documents and materials provided by relevant units. ......Source: Above contents are excerpted from the full-copy PDF -- translated/reviewed by: www.ChineseStandard.net / Wayne Zheng et al.
