Foreword

To implement the “Environment Protection Law of the People's Republic of China” and “Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution Caused by Solid Wastes”, to effectively utilize and save resources, and to reduce the impact of plastic packaging products on environment and human health, this Standard is formulated. This Standard puts forward the environmental protection requirements for the raw materials and the production process of plastic packaging products, product’s degradation performance, bio-carbon content, printing and labelling, etc. This Standard revises the “Technical requirement for environmental labelling products - Packaging products (HJ/T 209-2005)”. The main changes are as follows. - Adjust the Standard’s name and its scope of application; - Add the requirements for the raw material and production process; - Adjust the requirements for the degradation index of the degradation products; - Delete the requirements for the easy-to-recycle packaging; - Add the requirements for the biological substrate content of the non-degradable products; - Add the requirements for the residues of the heavy metals, polybrominated biphenyls, polybrominated diphenyl ethers and solvent in products; - Add the requirements for the vinyl chloride and styrene monomer in products; - Adjust the requirements for the product’s labelling. This Standard was organized-formulated by the Department of Science, Technology and Standards of the Ministry of Environmental Protection of the PRC. The main drafting organizations of this Standard. Environment Development Centre of Ministry of Environmental Protection, The Plastic Packaging Committee of China Packaging Federation, Beijing Cultural Development Centre of Green Business AND Guangdong Chaozhou Quality & Measuring Supervision Testing Institution. This Standard was approved by the Ministry of Environmental Protection of the PRC on December 11, 2017. This Standard shall be implemented as of March 1, 2018.
