Foreword

According to the requirements of Document Jian Biao [2008] NO.102 issued by MHURD - “About Printing Notice of ‘Drafting and Revision Plan (First Batch) of Engineering Construction Standard Specifications in 2008", the standard drafting group revised this standard through extensive investigation and study; earnestly summing up and accumulating the experiences in actual practices; referring to the relevant domestic and foreign standards; and on the basis of soliciting opinions extensively. Main revised technical contents in this standard are as follows. classification system of town and country land use has been added; classification system of urban development land use has been adjusted; control standards for planning development land have been adjusted, including three areas - planning standard of urban development land per capita, planning standard of single-category urban development land per capita and planning composition of urban development land; and the relevant provisions have been added and modified. The provisions printed in bold in this standard are compulsory and must be enforced strictly. Ministry of Housing and Urban-Rural Development is in charge of the administration of this standard and the explanation of the compulsory provisions; China Academy of Urban Planning & Design is responsible for the explanation of specific technical contents. 1 General Provisions

1.0.1 According to "Urban and Rural Planning Law of the People's Republic of China", this standard is drafted to coordinate the urban and rural development; and the utilization of land resources intensively, economically, scientifically and reasonably. 1.0.2 This standard is applicable to establishment, land-use statistics and land-use management of urban comprehensive planning and controlling-detailed-planning. The town where the county government is located at and other having-condition-towns may reference to this standard for implementation. 1.0.3 Development of urban comprehensive planning and controlling detailed planning shall meet the requirements of this standard and relevant current national standards.

2 Terms

2.0.1 Town and country land It refers to all the land within the scope of the urban city, including development land and non-development land. The development land includes the town and country (Translator. urban and rural) residential land, land for regional transportation facilities, land for regional public services, land for special use, mining land and other development lands etc. Non-development land includes water area, agricultural and forestry land, and other 3.2.2. Terms of various lands within urban development land are detailed in Table 2.0.3 Population Population is divided into existing population and planning population. Population shall be calculated according to residential population. The residential population refers to the sum of quantity of registered permanent residents and quantity of temporary residential population who have resided for more than half a year, unit in 10,000 people. 2.0.6 Residential land per capita It refers to. [the value of] urban residential land area divided by quantity of residential population within the urban development land, unit in m2/person. 2.0.7 Administration and public services land per capita It refers to. [the value of] urban administration and public services land area divided by quantity of residential population within the urban development land, unit in m2/person. 2.0.10 Park land per capita It refers to. [the value of] urban park land area divided by quantity of residential population within the urban development land, unit in m2/person. 2.0.11 Composition of urban development land It refers to. the ratio of single-category land areas for residential, administration and public services, industrial and manufacturing, road, street and transportation, green space and square etc. divided by urban development land area, unit in %. 2.0.12 Climate zone Based on “Standard of Climatic Regionalization for Architecture” (GB 50178-93), it refers to the 7 Class-One-Zones which are divided according to.

3 Land Use Classes

3.1 General Requirements 3.1.1 Land use classes include 2 parts - town and country land and urban development land. They shall be divided according to main nature of land use. 3.1.3 Where this classification is used, wholly or partially classes of this classification may be adopted according to different requirements of work nature, content and depth. 3.2 Town and Country Land Use Classes 3.2.1 Town and country land is divided into 2 main classes, 9 classes and 14 subclasses. 3.3 Urban Development Land Use Classes 3.3.1 Urban development land is divided into 8 main classes, 35 classes and 43 subclasses. 3.3.2 Classification and code of urban development land shall meet those specified in Table 3.3.2.

4 Planning Standards of Development Land

4.1 General Requirements 4.1.1 Land area shall be calculated according to planar projection. Each plot of land shall be only calculated once and shall not be repeated. 4.1.4 Calculation scope of urban development land and calculation scope of population must be consistent with each other. Population shall be calculated according to residential population. 4.1.5 Urban comprehensive planning shall summarize the land-use, according to the format of Appendix A - attached tables. 4.1.6 Planning standards of development land shall cover standard of urban development land per capita, standard of single-category urban development land per capita and composition of urban development land. 4.2 Standard of Urban Development Land per Capita 4.3 Standard of Single-category Urban Development Land per Capita 4.3.1 Planning indicator of residential land per capita shall meet those specified in Table 4.3.1. 4.3.2 Planning area of administration and public services land per capita shall not be smaller than 5.5 m2 /person. 4.3.3 Planning area of road, street and transportation land per capita shall not be smaller than 12.0 m2 /person. 4.3.4 Planning area of green space and square per capita shall not be smaller than 10.0 m2 /person, of which area of park land per capita shall not be smaller than 8.0m2 /person. 4.4 Composition of Urban Development Land 4.4.2 For those industrial mining cities, tourist cities and other cities with exceptional circumstances, the composition of urban development land may be determined according to specific practical circumstances.
