1 Scope
This standard specifies the entry of plant propagation material quarantine procedures.
This standard applies to plant propagation material entry quarantine.

3 Terms and Definitions
The following terms and definitions apply to this standard.
3.1
Plant propagation material is a plant seeds, seedlings and other general reproductive material, including the cultivation of wild plants for propagation or the whole plant
Those parts, such as plants, seedlings (including plantlets), fruits, seeds, rootstock, scion, cuttings, leaves, buds, roots, tubers, bulbs, corms, flowers
Powder, cell culture materials (including transgenic plants) and the like.
3.2
Official permission is designed to kill, inactivation or removal of pests, or rendering infertile or loss of viability of the program.
4 based quarantine
4.1 China and trade between States government signed bilateral phytosanitary agreements, agreements or memoranda.
4.2 regulations on phytosanitary requirements, including.
--- "People's Republic of China Entry and Exit Animal and Plant Quarantine Law" and its implementing regulations;
--- "Plant propagation material entry quarantine management approach" (State Inspection and Quarantine Decree No. 10 of 1999);
--- "Entry quarantine nursery plant propagation materials management approach" (State Inspection and Quarantine Order No. 11 of 1999);
--- "Entry quarantine growing media management approach" (State Inspection and Quarantine Order No. 13 of 1999);
--- "People's Republic of China entry plant quarantine pest list" (Ministry of Agriculture Bulletin No. 862).
