Engineering"

Eleven standards for construction of railway engineering are approved to be issued
through examination and shall be put in force since January 1, 2004, including. "Standard for
Constructional Quality Acceptance of Railway Concrete and Masonry Engineering" (TB
10424-2003), "Standard for Constructional Quality Acceptance of Railway Track
Engineering" (TB-10413-2003), "Standard for Constructional Quality Acceptance of Railway
Subgrade Engineering" (TB 10414-2003), "Standard for Constructional Quality Acceptance
of Railway Bridge and Culvert Engineering" (TB 10415-2003), "Standard for Constructional
Quality Acceptance of Railway Tunnel Engineering" (TB 10417-2003), "Standard for
Constructional Quality Acceptance of Railway Transportation Communication Engineering"
(TB 10418-2003), "Standard for Constructional Quality Acceptance of Railway Signal
Engineering" (TB 10419-2003), "Standard for Constructional Quality Acceptance of Railway
Electric Power Engineering" (TB 10420-2003), "Standard for Constructional Quality
Acceptance of Railway Electric Traction Feeding Engineering" (TB 10421-2003), "Standard
for Constructional Quality Acceptance of Railway Water Supply and Sewerage Engineering"

and Yard Engineering" (TB 10423-2003). Then, the original "Standard for Quality Inspection
and Assessment of Railway Track Engineering" (TB 10413-98), "Standard for Quality
Inspection and Assessment of Railway Subgrade Engineering" (TB 10414-98), "Standard for
Quality Inspection and Assessment of Railway Bridge and Culvert Engineering" (TB
10415-98), "Standard for Quality Inspection and Assessment of Railway Tunnel Engineering"
(TB 10417-98), "Standard for Quality Inspection and Assessment of Railway Communication
Engineering" (TB 10418-2000), "Standard for Quality Inspection and Assessment of Railway
Signal Engineering" (TB10419-2000), "Standard for Quality Inspection and Assessment of
Railway Electric Power Engineering" (TB 10420-2000), "Standard for Quality Inspection and
Assessment of Railway Electric Traction Engineering" (TB 10421-2000), "Standard for
Quality Inspection and Assessment of Railway Water & Wastewater Engineering" (TB
10422-98) and "Standards for Quality Inspection and Assessment of Railway Station and Yard
Construction" (TB 10423-98) shall be abolished simultaneously.
The above standards are explained by the Ministry of Railways-Department of
Construction and Administration and are published and distributed by China Railway
Publishing House and the Institute of Technical Standards for Railway Engineering.

Foreword
This standard was revised based on the "Standard for Quality Inspection and Assessment
of Railway Bridge and Culvert Engineering" (TB 10415-98) according to the requirements of
"Notice on Printing the Specifications, Rating, Standard Design and Compilation Plan for
Railway Engineering in 2001" (TJSH[2001] No. 72) issued by the Ministry of Railways.
During the development process of this standard, the guiding ideology of "adjusting the
position, separating inspection and assessment, enriching contents, strict procedure,
reinforcing inspection, and defining obligations" was earnestly implemented, in-depth
investigations and researches were carried out, the practical experiences on the constructional
quality of railway bridge and culvert engineering in China were summarized, and the opinions
of the parties concerned were solicited broadly. This standard specifies the construction
requirements of railway bridge and culvert engineering, quality guarantee measures,
acceptance check method, acceptance checkout procedure and quality standard, makes clear
the obligations of all the construction parties in the construction quality control and defines
the procedures and methods of the site acceptance and construction quality inspection of
materials, embodies the scientificalness and operability and highlights the control of
examination of bid on the constructional quality of railway bridge and culvert engineering.
This standard shall be applied jointly with the "Standard for Constructional Quality
Acceptance of Railway Concrete and Masonry Engineering" (TB 10424-2003).
This standard comprises 21 chapter and its broad contents cover. General Provisions,
Terms, Basic Provisions, Foundation Treatment, Open-cut Foundation, Pile Foundation, Sunk
Well Foundation, Pier, Steel Concrete and Prestressed Concrete Simple-supported Girder,
Prestressed Concrete Continuous Girder (Rigid Frame), Bridge Fabrication Machine Erected
Prestressed Concrete Girder, Steel Truss Girder, Composite girder, Prestressed Concrete
Stayed Cable Bridge, Slant Legged Rigid Frame, Arch Bridge, Bearing, Open Floor and
Bridge Ancillary Facilities, Culverts, Waterproof Layer and Settlement Joint, and Evaluation
on Quality of Appearance of Unit Bridge and Culvert Engineering.
The revision contents cover.
1. The application scope of the standard was amended, and the design running speed of
passenger train was increased from 140 km/h up to 160 km/h.
2. The acceptable method and procedure and the quality standard of the constructional
quality of engineering were perfected; the assessment one good grade was cancelled.
3. The requirements on the quality inspection of structure solid were added.
4. The contents in such aspects as replacement foundation, heavy tamping, strong
ramming, compaction pile, sand pile, gravel pile, dry jet mixing pile, auger injected pile,
climbing shuttering, composite girder, bridge fabrication machine, and horizontal erection of
stayed cable bridge by swing method were supplemented.
5. The contents in such aspects as spile, steel plate girder, on-site manufactured stay
cable, and anchorage device were cancelled.
Provisions in boldfaces in this standard are compulsory provisions and must be enforced
strictly.
