3.1
Marine main function oriented zone
According to the environmental carrying capacity, development intensity and development potential of marine resources, from the perspective of scientific development, overall consideration of marine resources and environmental conditions,
The degree of development and utilization of the sea area, the level of marine economic development, the economic strength and urbanization pattern of the land area, the marine scientific and technological innovation capability, and the national
The sea areas defined by different dominant functions, such as the strategic choice of homes.
Note. According to the division of development methods, the main marine functions are divided into four categories. optimized development areas, key development areas, restricted development areas and prohibited development areas.
3.2
Development
High-intensity concentrated development and utilization of marine natural resources and space resources.
3.3
Marine optimized development zone
The utilization of sea areas is high, or the urbanization of adjacent land areas and the development of marine industries have great pressure on the marine ecological environment, and the marine economic structure urgently needs adjustment
In order to reorganize, the development and utilization of the oceans urgently need to be optimized, and ocean resources and environmental problems are prominent in sea areas.
3.4
Marinesignifieddevelopmentzone
The environmental carrying capacity of marine resources is good, the potential for marine development is high, and the advantages of marine geographical conditions are outstanding, which is suitable for high-intensity centralized development and utilization.
