In order to standardize my country’s marine dumping area selection and monitoring procedures, the State Oceanic Administration issued and implemented the "Marine Dumping Area Selection and Planning and
Monitoring Guide, as a technical normative document for the selection, monitoring and management of marine dumping areas, to scientifically and rationalize the marine dumping of waste
And provide a basis for standardized management.
For more than 10 years, international conventions concerning marine dumping management, my country’s marine laws and regulations, and related technical standards and analysis methods
Major changes have taken place in laws and regulations. The "Guidelines for Selection and Monitoring of Ocean Dumping Areas" are no longer suitable for the current technology and management of ocean dumping areas selection

1 scope
This standard specifies the general provisions for the selection of marine dumping areas, the classification and evaluation procedures of dredged materials, social surveys, marine field surveys, and disposal
Dumping test at sea, mathematical simulation calculation and feasibility evaluation.
This standard applies to the internal sea, territorial sea, contiguous zone, exclusive economic zone, continental shelf of the People's Republic of China and the jurisdiction of the People's Republic of China
The selection of marine dumping areas for dredged materials, inert inorganic geological materials and other wastes in other sea areas; for natural organic matter, sewers
The selection of marine dumping areas for silt and other wastes can also be used as a reference.
This standard does not apply to marine materials such as ships, platforms, marine man-made structures, fish wastes or other industrial fish processing materials.
