This standard is developed for the purpose of implementing the Law of the People's Republic of
China on Environmental Protection, reducing the impact of furniture to human health and the
environment during the production, usage and disposal process, reducing the use of harmful
substances and improving the recycling of furniture material.
This standard makes full-range revision over the Technical Requirement for the Certification of
Environmental Labeling Products-Furniture (HBC 22-2004).
This standard is an instructional standard and is applicable to the certification of environmental
labeling products in China.
This standard is put forward by the Department of Science, Technology and Standards of Ministry
of Environmental Protection.
The organization in charge of the development of this standard is the Environment and
Development Center of Ministry of Environmental Protection.
This standard was approved by Ministry of Environmental Protection on November 22, 2006.
This standard shall be put into effect as of February 1, 2007 and shall replace the HBC 22-2004
standard upon its effective date.
This standard shall be interpreted by Ministry of Environmental Protection.

Technical Requirement for Environmental Labeling Products
Furniture
1. Application Scope
This standard specifies the basic requirements, technical contents and examination method for
environmental labeling product of furniture.
This standard is applicable to indoor furniture and accessory parts, including removable and
portable furniture and accessory parts or those fastened to the wall, products for room furnishing
and interior doors.
2. Standard Quotation Documents
The articles contained in the following standards constitute the articles of this standard through
quotation. All the revision list followed (excluding the contents of correction) or the revised
version of the quotation documents with specific date is inapplicable to this standard. However, all
parties of any agreements concluded based on this standard are encouraged to make if the latest

3. Basic Requirements
3.1 The quality of the products shall meet the requirements of GB/T 3324-1995 and GB/T
3325-1995, etc.
3.2 The pollution discharge of enterprises producing the products must meet the requirements of
state or local pollution discharge standards.
4. Technical Contents
4.1 The enterprises engaged in the production of furniture must provide the following documents
and explanations.
——type and weight of materials of the furniture;
——type and weight of timber, plastic and surface coating (paint) on metals;
——type and weight of adhesives used in furniture.
All the provided data must be in the units of gram (g), and the percentage of the weight of
different materials to that of the furniture should also be provided and must be the average value
of at least 3 sets of products.
4.2 Requirements on Furniture and Accessory Parts
4.2.1 Requirements on timber
Pesticide. no timber going through the treatment of fungistat should be used, and none of the
pesticides listed in IA and IB class of the Recommended Classification of Pesticides by Hazard
and Guidelines to Classification 2000-2002 by the World Health Organization should be used for
treatment of timbers.
Should timber take up over 10% of the total mass of the furniture, the timber used in the product
should not come from natural forests under protection nor precious tree species (except for the
timber with the certification of FSC-Forest Sustainable Certification). Such parts as knots and
handles are not within the restriction scope.
4.2.2 Requirements on wood based panel
Wood based panels must meet relevant requirements stipulated in Technical Certification
Requirement for Environmental Labeling Products--Wood Based Panels & Finishing Products
(HBC 17-2003).
4.2.3 Requirements on metal
(1) Contents. the content of metal used in furniture should be within 80% of the total mass.
(2) Being able to be recycled. over 90% of the metal should be able to be recycled.
4.2.4 Requirements on plastic
(1) Contents. the content of plastic used in furniture should be within 40% of the total mass.
(2) Material. no chloric-plastic should be used in the furniture, and no lead, chromium, cadmium,
mercury or any of their compound, halogenated organic compound or phthalic acid ester should be
added in the plastic.
(3) Being able to be recycled. all the plastic part over 50g in weight should be marked with signs
of “recyclable”, and no other material (such as timber or metal) as hindrance of the recycling of
the plastic should be added.
4.2.5 Requirements on stuffing
(1) No chlorophenol-typed (dichlorophenol, trichlorophenol, tetrachlorophenol and PCP)
antiseptics should be used during the transportation and storage process of natural fiber.
(2) The release volume of formaldehyde of stuffing of mattress for infant (under the age of 2)
should not exceed 30 mg/kg, while the release volume of formaldehyde of stuffing of other
mattress should not exceed 100 mg/kg.
(3) No halogenated fire retardant should be used in the stuffing.
(4) No organic chlorine bleacher should be used in the production process of the stuffing.
(5) Dyestuff can only be used to differentiate stuffing material of varied density within the same
scope (such as hard foam or soft foam).
(6) No azo dyestuff that can be decomposed into carcinogenic aromatic amine, carcinogenic
dyestuff or dyestuff containing lead, stannum, cadmium, hexadvalent chromium or mercury nor
their compounds can be used.
(7) Over 90% of the waste generated during the production process of the stuffing must be
recycled for reuse.
(8) Only CO2 can be used if vesicant containing polyurethane is needed.
4.2.6 Requirements on textile
(1) All the textile part of the furniture must meet the requirements stipulated in Technical
Requirement for Environmental Labeling Products--Ecotypic Textile (HJ/T 307-2006) if the
textile make up over 1% of the total mass of the furniture.
(2) Regarding the wearing resistance of textile used in seat, the material for domestic use must be
of at least 20,000 revolutions, and the material for business use must be of at least 40,000
revolutions.
(3) The color fastness of textile used in seat must meet the following requirements (excluding
unbleached or undyed natural fiber).
Waterproof. ≥ grade 4
Dry wearproof. ≥ grade 5
Wet wearproof. ≥ grade 3
Light fastness. ≥ grade 5
(4) The anti-pilling tendency of textile used in seat should be over or equal to grade 4.
(5) The water shrinkage rate of washable cloth made of natural fiber should be within 0.5%.
(6) The textile part of the furniture must be washable, and the explanation on washing must be
included in users’ manual for usage and maintenance.
4.2.7 Requirements on glass
The glass used in furniture must be easy to replace.
4.2.8 Requirements on surface treatment of the material
(1) The water based woodenware paint used for wood material must meet the requirements
stipulated in Technical Requirement for Environmental Labeling Products-Water Based Coatings
(HJ/T 201-2005).
(2) None of the dye, adhesive or additives containing the substances of halogenated organic
compound, phthalic acid ester, azo compounds that can be decomposed into carcinogenic aromatic
amine, lead, stannum, cadmium, hexadvalent chromium or mercury nor their compounds should
be added in the product.
(3) Solvent coating should meet the requirements of Table 1.
