In order to implement the "Law of the People's Republic of China on Environmental Protection", "Law of the People's Republic of China on Prevention and Control of Atmospheric Pollution", "Law of the People's Republic of China on Prevention and Control of Water Pollution" and other laws and regulations and "General Office of the State Council on Printing and Distributing the Implementation Plan for Controlling Pollution Discharge Permit System (Guo Ban Fa [2016] No. 81), improve the technical support system of sewage discharge permit, and guide and regulate the application and issuance of the sewage discharge permit for cobalt smelting and sewerage units and formulate this standard.
This standard specifies the basic situation of application and issuance of emission permits for cobalt smelting and discharging units, the determination of allowable emission limits, the method of accounting for actual emissions, the method of compliance determination, and the self-monitoring, environmental management accounting and discharge permit implementation report And other environmental management requirements, proposed cobalt smelting industry pollution control feasible technical requirements.
When the issuing authority issues a sewage disposal permit, it shall not issue a permit for sewage discharge to units or production plants of cobalt smelting that are specified by the laws and regulations to prohibit the construction area from being eliminated or banned explicitly by the state and local governments.

3 Terms and definitions
The following terms and definitions apply to this standard.
