5.2 Permissible emission limits
5.2.1 General principles
Permissible emission limits include pollutant-permitted emission concentrations and allowable emissions.
5.2.2 Permitted discharge concentration
5.2.2.1 Exhaust gas
Permit emission concentration of pollutant discharge units according to GB 13271, GB 30770 to determine the pollutant discharge concentration of the hourly mean concentration. Where there is a requirement for local emission standards, it shall be determined according to local emission standards.
The key control areas for prevention and control of air pollution shall be implemented in accordance with the requirements of the "Notice Concerning the Implementation of Special Emission Limits for Air Pollutants" and the "Reply on Relevant Issues Concerning the Implementation of Special Air Emissions Limits". Other geographical scope and time for carrying out special emission limits of air pollutants shall be prescribed by the competent department of environmental protection under the State Council or the people's government at the provincial level.
If multiple facilities that implement different allowable emission concentrations emit flue gas in a mixed manner and the selected monitoring location monitors only the concentration of atmospheric pollutants in the mixed flue gas, the most stringent allowable emission concentration of each of the limit values should be implemented.
5.2.2.2 Wastewater
Permissible discharge concentrations of water pollutants from mercury smelting and discharging units are determined according to GB 30770, and the permissible emission concentration is the daily average concentration (pH is any monitoring value). Where there is a requirement for local emission standards, it shall be determined according to local emission standards.
- 8 -
If the discharge unit discharges two or more types of industrial wastewater at the same wastewater discharge port, and each type of wastewater performs the same type of pollutant
Of the emission standards are not the same, you should implement the most stringent emission allowance concentration limits.
5.2.3 Permitted emissions
5.2.3.1 General provisions
Permitted emissions include annual allowable emissions by the pollutant discharge unit, annual allowable emissions by major vent and allowable emissions by special period. among them,
The annual allowable emission is the maximum amount of pollutant that pollutant discharge units can allow for 12 consecutive months. Annual allowable emissions also apply to assessment
Actual year of actual emissions. The competent department of environmental protection that has the right of verification may, in accordance with the provisions of environmental management, refine the calculation of allowable emissions
cycle. Domestic sewage discharged into urban centralized sewage treatment facilities alone does not need to apply for permissible discharge.
Permissible emissions from flue gas pollution are particulate matter, sulfur dioxide, nitrogen oxides, mercury and its compounds, lead and its compounds.
Wastewater discharge permits pollution factors for chemical oxygen demand, ammonia nitrogen, total mercury, total cadmium, total lead, total arsenic.
In the "13th Five-Year" Ecological Environment Protection Plan "and other documents required by the total phosphorus, total nitrogen total control area mercury smelter single
Bit, but also should apply separately for the total phosphorus and total nitrogen annual allowable emissions. Local environmental protection department otherwise stipulated from its provisions.
5.2.3.2 Permissible emissions accounting method
5.2.3.2.1 Exhaust gas
According to the emission standard concentration limits, the unit of product base displacement, production capacity to determine air pollutants allowable emissions.
a) Annual allowable emissions
The annual allowable emission equals the annual allowable emissions of the main vent, calculated as follows.
i Permit i Main vent E E
(1)
In the formula. Ei Permission is the annual allowable emission of air pollutant i, t/a;
The main discharge of Ei is the annual allowable discharge of the main discharge of atmospheric pollutants by air pollutant unit, t/a.
b) Annual allowable emissions of major outlets
The annual allowable emissions of major outlets are calculated using the following formula.
-9 10 ij
i Main discharge port
ECQR
(2)
Where. Ei is the annual allowable discharge of the ith air pollutant at the main outlet, t/a;
Ci is the allowable emission concentration limit of the ith kind of air pollutant, mg/m³;
R is the annual output of major products, t/a;
Qj is the jth main vent unit product baseline displacement, m³/t product, see Table 2 values.
