1 Scope of application
This standard specifies the content requirements, format requirements, and environmental data set documentation templates for the Environmental Data Set documentation.
This standard applies to the description of environmental data sets in the processing, use and remittance of environmental data sets.

The following terms and definitions apply to this standard.

4.3 Data set identification
The dataset identification should include the following.
A) Data set name. Abbreviations describe the title of the contents of the environment dataset, including the spatial coverage of the dataset,

4.4.2 Data content

4.4.2.1 Chinese name
The Chinese name of the data element is the reference to the single or multiple Chinese words that give the data element, and is the only one that should be used
Environmental protection business has a name or environmental protection industry idiom to facilitate the use of data elements.
Data element Chinese name generally use a word, requires accurate words, can accurately convey the meaning to be expressed.
4.4.2.2 alias
The name of the data element other than the Chinese name. When the same data element in different business Chinese name is different, you can use aliases
Unify the name. Alias should also be used as far as possible using environmental protection business name or industry idiom.
4.4.2.3 Identifier
The identifier is the unique identifier of the data element, consisting of the first segment (four Arabic numerals) and the last segment (six Arabic numerals)

4.4.2.4 Short name
The short name is the abbreviated name of the Chinese name of the data element.
The short name of the data element follows the following naming convention.
A) the use of the data element of the Chinese name of the phonetic alphabet abbreviated;
B) When it is not possible to avoid duplication of short names, the first Chinese characters of the Chinese characters shall be used.

The data element definition should follow the following rules.
A) Each definition must be distinguished from any other data element definition in the dataset specification document to ensure uniqueness;
B) the interpretation of the meaning of the data element to be accurate, to avoid the definition of ambiguity;
C) that the data elements must be used to accurately define the use of the phrase, the use of complete, grammatical correct sentences;
D) the full name should be used in the definition, if necessary, only use the general understanding of the acronym, acronym first appeared

4.4.2.6 Data format
