1 Scope of application
This standard specifies the working procedures and general requirements for the acceptance check of completed environmental protection facilities for iron and steel industry construction projects, and proposes start-up acceptance,
Technical requirements for acceptance self-inspection, preparation of acceptance monitoring plan, implementation of acceptance monitoring and inspection, and preparation of acceptance monitoring report (table).
This standard is applicable to the acceptance of completed environmental protection facilities for steel industry construction projects, but not to coking, ferroalloy, iron ore mining and dressing,
Foundry industry construction projects.
The acceptance work of the completed environmental protection facilities for the self-provided thermal power generating units (plants) in the iron and steel industry construction projects shall be carried out in accordance with HJ/T 255.
The acceptance work of completed environmental protection facilities for projects with ecological impacts such as dams and mines shall be carried out in accordance with HJ/T 394.
Other contents not stipulated in this standard shall be in accordance with the Pollution Impact Category of the Technical Guidelines for Environmental Protection Acceptance of Construction Projects (Ministry of Ecology and Environment)

3 Terms and Definitions
The following terms and definitions apply to this standard.
3.1
Iron and steel works iron and steel works

6 Acceptance self-check
6.1 Purpose of self-examination
Self-inspection of the implementation of environmental protection procedures, the completion of projects and environmental protection facilities, and the environmental impact report (table) and its

6.3 Self-examination results
Or the environmental impact report (form) has not been approved, and the environmental impact report (form) and the approval decision of the approval department have not been approved.
Environmental protection facilities, those who should have obtained but have not obtained a pollutant discharge permit or registered pollutant discharge, shall go through relevant procedures or be rectified before continuing to operate.

7 Prepare the acceptance monitoring plan
7.1 Compilation principle of acceptance monitoring plan
Iron and steel industry enterprises should determine the content of project acceptance monitoring based on the results of self-checking and acceptance, and formulate an acceptance monitoring plan.
For a project with a simple content, the content of the acceptance monitoring plan can be appropriately simplified, but it should include acceptance execution standards, monitoring points, monitoring factors, monitoring
frequency, etc.
7.2 Contents and requirements of acceptance monitoring plan
7.2.1 Contents of acceptance monitoring plan
The content of the acceptance monitoring plan generally includes the project overview, acceptance basis, project construction, environmental protection facilities, acceptance implementation standards,

7.2.2 Acceptance Execution Criteria
Acceptance and implementation standards include pollutant discharge standards and ecological environment quality standards.
The relevant requirements of the annex to the Technical Guidelines for Pollution Impacts” shall be implemented.
Air pollutant emissions from steel industry construction projects and their production facilities are mainly governed by GB 28662, GB 28663, GB 28664, GB
28665, GB 14554 for odor pollutant discharge, GB 37822 for fugitive emission and control of volatile organic compounds, water pollutant discharge
GB 13456 is mainly implemented for discharge, GB 12348 is implemented for environmental noise at the factory boundary, and GB 5085.7, GB 5085.7 and GB are applicable to the identification, utilization and disposal of solid waste.

7.2.3 Contents of acceptance monitoring
7.2.3.1 Effect monitoring of commissioning and operation of environmental protection facilities
a) Pollutant emission monitoring
1) Monitoring of organized waste gas emissions, and monitoring of unorganized waste gas emissions at the factory boundary and in the factory area.
2) Pollutant discharge monitoring of workshop or production facility waste water discharge outlet, general waste water discharge outlet, rainwater discharge outlet (when there is flowing water),
Wastewater monitoring with reuse or indirect discharge requirements in the environmental impact report (form) and its approval decision by the approval department.
3) Monitoring of environmental noise at the factory boundary.
The construction and operation of other environmental protection facilities involved shall be further inspected on site.
8.2 Requirements for working condition records
The actual working conditions during monitoring and the key parameters that determine or affect the working conditions are truthfully recorded, and the truthful recording can reflect the operation of environmental protection facilities

a) Record the amount of raw and auxiliary materials and product output during the monitoring period of each major production unit.

8.3 Monitoring data collation
Organize monitoring data in accordance with relevant evaluation standards and technical specifications, and pay special attention to the following when analyzing.
a) According to the evaluation standard, some air pollutants should be converted into the benchmark emission concentration of the benchmark oxygen content according to the measured concentration before reaching the standard.
If there is no need for conversion, the measured concentration will be used for evaluation.
b) The exhaust gas emission rate assessment shall be calculated using the measured concentration.
c) The exhaust gas monitoring data should list the standard exhaust gas flow rate, oxygen content (when conversion is required), measured concentration, and converted concentration (when conversion is required).
d) The waste gas pollutants are calculated based on the single effective evaluation data for the efficiency of treatment facilities, and the efficiency of treatment facilities is calculated according to the amount of pollutants imported and exported.
