1 Scope
This document describes the data collection and calculation methods of the arid climate risk index, and specifies the requirements for the classification of arid climate risk levels.
This document applies to dry climate risk assessments and services.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1
Drought Drought
Persistent water shortages due to imbalances in water revenue and expenditure or supply and demand.
Note. Usually divided into four categories. meteorological drought, hydrological drought, agricultural drought and socioeconomic drought.
3.2
In a certain period of time, due to the imbalance of evapotranspiration and precipitation, the water expenditure is greater than the water income, resulting in the shortage of surface water.

According to the formation principle of meteorological drought (3.2), a comprehensive index composed of precipitation, evapotranspiration and other elements is constructed.
Note. It is used to monitor or evaluate the degree of surface water shortage caused by abnormal weather and climate in a certain area for a certain period of time.

drought intensity
Characterize the degree of meteorological drought (3.2) conditions.
Note. It is divided into four grades. mild drought, moderate drought, severe drought and extreme drought.
3.5
The sum of the absolute values of the meteorological drought index (3.3) with the drought intensity (3.4) reaching the grade of mild drought and above in a certain period of time.

It reflects the degree of the average drought intensity (3.4) and the duration of drought in a certain period of time.
