Introduction
In oil reservoir areas, chemical parks and hazardous chemical related operating units, hazardous chemical storage tanks are a major source of danger.
It may lead to fire and explosion, resulting in heavy casualties and economic losses, and the risk is extremely high.
The necessary means of storage tank overflow risk, in order to protect the life and property safety of the people, the full life cycle functional safety of the storage tank overflow prevention system should be realized.
Guarantee is important.
This document is aimed at safety management, risk assessment, safety requirement assignment, design, safety
Safety-related requirements and technical methods are put forward for installation, commissioning, evaluation, acceptance, maintenance and decommissioning activities, so as to provide safety-related requirements and technical methods for the entire life cycle of the storage tank overflow prevention system.
The participants at the stage provide work basis to improve the risk management and control ability and intrinsic safety level of my country's hazardous chemical storage links.
The purpose of this document is to guide and standardize the protection of fixed petroleum and other hazardous chemicals liquid storage tanks in petroleum and hazardous chemicals related fields.
Full-lifecycle functional safety activities for overflow systems.
Explosion-hazardous chemical storage tank overflow prevention system
Functional Safety Requirements
1 Scope
This document specifies the functional safety requirements for the installation of tank overflow prevention systems for hazardous chemical storage tanks.
This document is applicable to above-ground fixed atmospheric pressure storage tanks for petroleum and other hazardous chemicals above 5m3.5m3 and below fixed
Liquid atmospheric storage tanks can be implemented by reference.
This document does not apply to LPG/LNG tanks, dedicated buffer tanks, engine fuel tanks, heating tanks, scavengers only from wheeled
Tanks for tank cars (such as tank cars or railroad tank cars).

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1
alarm
Audible and/or visual indications to operators of equipment failures, process deviations, or other abnormal conditions requiring prompt response.
3.2
alert alert
When the operator's pre-defined operating conditions have reached a certain value, using sound and/or light to prompt the operator.
NOTE. The purpose of the alert is to remind the user/operator that an investigation or other corresponding action needs to be performed.
3.3
atmospheric tank
A storage tank with a design pressure of less than 0.1MPa, built on the ground, and storage of non-artificial refrigeration, non-toxic petroleum, chemical and other liquid media.
3.4
Pay attention to the level of concern; LOC
The owner or operator sets the appropriate warning level, alarm level and automatic overfill prevention function of the tank by calculating the medium level of the tank.
