1 Scope
This document provides guidance and suggestions for the establishment of a plant quarantine and anti-epidemic system for entry and exit container stations (hereinafter referred to as stations), and gives

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
Containerdepot
The place used for container exchange in the logistics chain.

4 System composition
In order to effectively prevent and control foreign pests and live quarantine pests from spreading with containers, the stations should establish entry and exit container farms.

5 Work site and infrastructure
5.1 Work site and functional division
The depot should have an area equivalent to its business volume to meet the needs of inbound and outbound container storage and loading and unloading, and it can meet the requirements of plant inspection.
Epidemic prevention requirements. According to the needs of the district management, it can be divided into the container to be inspected area, container loading and unloading area, container cleaning area, and unqualified

5.2 Infrastructure
Infrastructure should include but not limited to the following.
a) The ground of the station is hardened, and the design of the drainage system meets the requirements of plant quarantine and epidemic prevention.
b) The inspection site has an inspection platform that can meet on-site operations, which can park more than 2 container trucks at the same time, and can carry forklifts

c) The inspection site is equipped with container loading and unloading equipment and dedicated power supply.
d) The inspection site has supporting facilities to assist the inspection. Equipped with necessary phytosanitary tools and equipment, such as knives, magnifiers, brushes,

e) Anti-epidemic facilities are provided in the container loading and unloading and processing areas to prevent secondary pollution or the escape of harmful organisms.
f) Install video surveillance facilities in key areas such as container loading and unloading, inspection, processing, storage, etc., to meet the relevant network system of customs supervision

6 Quarantine treatment facilities and equipment
6.1 Cleaning the equipment
The station should have basic container cleaning equipment to meet the requirements of cleaning, vacuuming, water washing, steam cleaning, etc.
The need to remove plant quarantine pollutants; and have facilities with sewage collection, filtration, treatment and other functions.
6.2 Quarantine treatment facilities
It is very necessary for the station to have a qualified and qualified quarantine processing unit within the customs jurisdiction where the station is located. At the same time, the quarantine office

7 Management System
7.1 Station management system
The station management system includes inspection sites and container storage and safe operation systems in each operation area, container safe loading operating procedures, and site inspections.
Station security system, etc., and comply with the following content.
---Establish a container storage and safe operation system that complies with the provisions of Chapter 5 of GB/T 35551-2017.
---Establish container safe loading operating procedures in accordance with Chapter 9 of CTUCODE.
---The establishment of a station safety guarantee system includes but is not limited to the following.
● The power switch function is normal, the power line is not aging, and the power line is not pulled in violation of regulations.
● Equipped with fire extinguishing equipment, and ensure that the fire extinguishing equipment is in a normal state for 24 hours. Do not store goods and miscellaneous goods in the fire-fighting facilities
To prevent affecting the use of fire-fighting equipment.
● Promote safe driving in the port area and urge drivers to drive safely.
● Implement job responsibilities and consciously implement the entry and exit system strictly according to the requirements of security work.
● Properly handle various emergencies and report to relevant leaders in a timely manner.
7.2 Container Inspection Management System
The container inspection management system includes a container inspection system, a cleaning system, and a system to prevent the escape and spread of harmful organisms, and comply with the following
content.
---Establish a container inspection system, including but not limited to the following.
● Establish cleaning and visual inspection requirements in accordance with 8.2.2, 8.2.3, and 8.2.4 in CTUCODE to ensure the inside and outside of the container
Completely clean, free of soil (soil), animals and plants and their residues, animal carcasses, and harmful organisms;
● Comprehensive storage yard should be equipped with at least one IICL case inspector.
---Establish a container cleaning system, including but not limited to the following.
● The container enters the station and is inspected by the IICL inspector. If it is necessary to continue cleaning, it will be cleaned according to the procedure and stacked;
● Develop specific cleaning procedures and cleaning in accordance with Chapter 3, Chapter 4, and Chapter 5 of the IICL General Guidelines for Container Cleaning
standard;
● Please refer to Appendix A for the clean technology principles for the potential different quarantine risks of containers.
7.3 Container Traceability Management System
The container traceability management system includes but is not limited to the following.
---Establish a container delivery system that meets the requirements of 6.1 and 6.2 of GB/T 11601-2000.
---Container handover receipt documents or container equipment handover orders should be used in accordance with Chapter 6 and Chapter 7 of GB/T 16561-1996
The requirements are implemented.
---After discovering a plant epidemic, check the records, trace the root cause of the epidemic, take corrective measures, and report the situation to the customs in a timely manner.
7.4 Major container epidemic report and emergency response system
The major container epidemic report and emergency response system include but are not limited to the following.
---Detection of live quarantine pests, timely conduct on-site isolation work, and promptly report the situation to the customs.
--- Station staff cooperate with customs staff to sample and submit for inspection of containers with or suspected epidemics.
---Before the laboratory issues the results, the batch of containers shall be sealed and isolated and parked in designated places to prevent the spread of the epidemic.
If a quarantine pest is found in the inspection and identification, the pest control treatment shall be implemented.
--- Centrally store the cleaned up soil, plant residues and harmful organisms and other related wastes, and supervise their destruction.
---In normal times, strengthen the prevention, response and emergency training of major epidemics entering and exiting the country, and implement emergency drills to strengthen emergency response capabilities.
7.5 Disposal system for unqualified phytosanitary containers
The system for handling unqualified phytosanitary containers includes but is not limited to the following.
---The inspection found that the container was carrying soil, plant residues and harmful organisms inside and outside, and the container was judged to be unqualified for quarantine.
--- Take samples on site and send them to a laboratory with relevant qualifications for testing and identification. If live quarantine pests are found in testing and identification, the removal will be carried out.
After the harm treatment, the treatment effect needs to be evaluated. The quarantine treatment is judged to be qualified if it meets the requirements of the pest elimination treatment; if the requirements are not met,
Continue to carry out the treatment of pests until the requirements are met; if there is no effective method of treatment of pests, it shall be prohibited from entering or leaving the country.
7.6 Monitoring and control system for alien pests and live quarantine pests
The station monitoring and prevention system includes but is not limited to the following.
--- Equipped with necessary broad-spectrum and specific trapping equipment, and cooperate with local customs to carry out epidemic surveillance.
---Set up a dedicated storage place for plant quarantine and anti-epidemic drugs and medical equipment in the office area.
---Set up a phytosanitary and anti-epidemic account record book, see Appendix B for the format.
---According to the requirements of the local customs, the necessary pesticide equipment for pest prevention and epidemic prevention shall be configured. Typical plant quarantine and anti-epidemic monitoring equipment and chemical cleaning

--- Take measures to prevent the spread of harmful organisms. It is recommended to equip incineration equipment to incinerate the pollutants removed from the container.
7.7 Other related systems
Establish a customs inspection site management system, and the customs inspection site management system shall be formulated in accordance with the requirements of the local customs.
8 Operation of Pest Monitoring and Control System
It is necessary for the station to be equipped with trapping equipment and agents according to the types of high-risk pests that are easily carried by imported goods and transportation vehicles.
The customs shall carry out the monitoring of foreign pests and quarantine pests, and should follow the provisions of Chapter 6, Chapter 8, and GB/T 27618-2011.
Chapter 9 and SN/T 3175-2012 in Chapter 6, Chapter 8, and Chapter 9 shall be carried out.
9 Staffing
It is necessary for the station to be equipped with plant quarantine and anti-quarantine personnel suitable for the main business of import and export. Epidemiologists are familiar with the inspection and quarantine of inbound and outbound containers
