1 Scope
This standard specifies the safety requirements and test methods for the import and export of toys in the filling material.
This standard applies to the following design or intended for children under the age of 14 and play a variety of toys containing filler.
--- Plush and cloth toys;
--- Soft-filled toys;
--- Liquid-filled toys.
This standard does not apply to the following materials or components.
--- Does not meet the regulatory requirements or special conditions of toys for children to use the filler material to the object and use;
--- Ultimate goal is not to make use of the play model, a recreational or leisure craft products in the filling material;
--- Not for children under 14 years of age and design collections of filler material;
--- Holiday decorations filler material;

3 Terms and Definitions
