1 Scope
This document specifies the basic requirements, numbering rules and numbering
application for consumer product recall numbering.
This document applies to the identification and management of consumer product recall
activities.
This document does not apply to food, drugs, cosmetics, medical devices, medical
consumables, tobacco products, motor vehicles, special equipment, fireworks, aircraft,
ships and other products.

version corresponding to that date is applicable to this document; for undated references,

3 Terms and definitions
The following terms and definitions are applicable to this document.
3.1
Consumer product
Products that consumers need to buy and use for their daily consumption.
Note: Including but not limited to products designed or produced for personal use,
including its components, parts, accessories, instructions and packaging.

3.2
Recall
For defective consumer products, manufacturers eliminate defects or reduce safety risks
by supplementing or amending warning signs, repairing, replacing, returning and other
remedial measures.

Code
A character or a group of characters that represent a specific thing or concept.
Note: These characters can be Arabic numerals, Latin letters or other symbols that are
easy for humans and machines to recognize and process.

3.4
Consumer product recall numbering
A set of standardized codes using a mixture of alphanumeric characters to identify
consumer product recalls.
3.5
Characteristic block code
A code composed of code segments that represent the basic elements of attributes or
conceptual characteristics of things in a certain order.
Note: Each code segment cannot be used separately.

4 Basic requirements
4.1 Uniqueness
Each consumer product recall activity shall only have one consumer product recall
numbering, and a consumer product recall numbering only uniquely represents a
consumer product recall activity.
4.2 Stability
Recall affected by investigation: The competent department believes that the
consumer product is defective after a defect investigation, and the manufacturer
has no objection and implements a recall.
Ordered recall: The manufacturer shall, but does not recall the confirmed
defective product, and the competent department makes the act of requesting
the manufacturer to implement the recall.
c) Consumer product type, where the category code of the code structure specified
in GB/T 36431 is adopted; it is represented by a two-digit Arabic numeral. The
code is compiled according to Appendix A.
d) Acceptance unit, including national market supervision and management
departments and provincial market supervision and management departments,
which are represented by a two-digit Arabic numeral. This document uses the
administrative division codes specified in GB/T 2260 and GB/T 39554.1 to
indicate the area under the jurisdiction of the acceptance unit, and expands a code
of "Other 99", which is compiled in accordance with Appendix B.
e) Year identification, representing the year in which the recall information is
released, which is represented by a 4-digit Arabic numeral.
Example 1: 2017 represents the recall information released in 2017 of the Gregorian
calendar.
f) Sequence number, which is given in the chronological order of the annual recall
information release, and represented by a 4-digit Arabic numeral (0 001 ~ 9 999).
Example 2: For the second consumer product recall activity released in 2017 of the
Gregorian calendar, where the recall type is voluntary recall, the consumer
product type is household appliances and electrical accessories, and the
acceptance unit is Beijing Municipal Administration for Market
Regulation, the consumer product recall numbering is: CR V 02 11 2017
0002.
6 Numbering application
6.1 Recall management
6.1.1 The consumer product recall numbering shall be compiled uniformly by the
national competent authority.
6.1.2 The consumer product recall numbering shall be marked in the published recall
information.
