This standard replaces GB/T 21661-2008 "Plastic Shopping Bag". Compared with GB/T 21661-2008, the main technical changes are as follows.

1 Scope
This standard specifies the terms and definitions, classification, requirements, test methods, inspection rules, packaging, packaging signs, transportation, and storage of plastic shopping bags.
This standard applies to films produced with traditional plastic resin as the main raw material, and non-degradable bags made by heat sealing or bonding processes.
For plastic shopping bags, this standard also applies to non-degradable shopping bags made of plastic and other materials (hereinafter referred to as plastic shopping bags).
This standard does not apply to plastic bags that are only used for packaging and not for carrying purposes, such as plastic roll-on bags (also called tear-off bags or point-break bags).
This standard does not apply to starch-based plastic shopping bags and biodegradable plastic shopping bags.
