1 Scope

This document is only applicable to type testing of newly manufactured multi-energy and/or multi-rate static energy meters (hereinafter referred to as "meters"). Note 1.For other general requirements of instruments, such as electrical, mechanical, safety, identification, reliability, etc., see IEC 62052 (all parts) or IEC 62059 (all parts). For the accuracy requirements of instruments and the special requirements for instruments of each accuracy class, see the relevant parts of IEC 62053 (all parts). This document applies to the following electrical energy measuring equipment. ---Measure and control the electric energy in the power grid with AC voltage of 1000V or DC voltage of 1500V and below; Note 2.For AC energy meters, the above voltage is the line-to-neutral voltage derived from the nominal voltage, see Table 7 in GB/T 17215.231-2021. NOTE 3 For instruments designed for use with low power instrument transformers [LPIT, see IEC 61869 (all parts)], only the measuring element is considered to be low power. If the rated voltage of the LPIT exceeds 1000 V AC or 1500 V DC, the combination of the measuring unit and the LPIT is not a low voltage device. equipment. --- All functional units, including additional modules, are enclosed in one housing or form a separate housing except for the indicator display; ---Use the integrated indicator display; --- Use a separate indicator display, or do not use an indicator display; --- Installed on the specified matching socket or rack; ---Optionally provide other functions besides energy measurement. Meters designed for use with LPITs are tested only when the meter is used with its LPIT as a direct access meter. Only when this document and the relevant parts of IEC 62053 (all parts) are followed. Note 4.Modern electric energy meters usually include additional functions, such as voltage amplitude, current amplitude, power, frequency, power factor and other measurement functions; power quality parameter measurement measurement functions; load control functions; transmission, timing, testing, settlement, and recording functions; data communication interfaces and related data security functions. In addition to the requirements, the relevant standards for these functions apply. However, these functional requirements are not within the scope of this document. Note 5.Product requirements for power measurement and monitoring devices, as well as measurement function requirements such as voltage amplitude, current amplitude, power, frequency, etc., have been However, devices that comply with GB/T 18216.12-2025 cannot be used as billing meters unless they also comply with Standards related to accuracy classes in IEC 62052-11.2020 and IEC 62053 (all parts). Note 6.Product requirements for power quality monitoring equipment are already covered in GB/T 39853.1-2021.Requirements for power quality measurement technology (functions) are already covered in GB/T 39853.1-2021.
