1 Scope
This document stipulates the circumstances of suspected motor vehicles, the items and methods of inspection of suspected motor vehicles, the conditions for confirming suspected motor vehicles, and the
Investigation procedures and requirements.
This document is applicable to the investigation of suspected motor vehicles by the traffic management department of the public security organs when handling motor vehicle business.

4 Suspected Motor Vehicle Situation
4.1 If the uniqueness of a vehicle is suspected of the following, an investigation of the suspected motor vehicle should be conducted.
a) The parts on which the vehicle identification number is engraved have traces of grinding, patching, gasketing, chiseling, repainting, rusting, unevenness, or engraving.
There are signs of partial or complete replacement of the vehicle body component where the vehicle identification number is engraved;
b) The engraved vehicle identification number is different from the vehicle identification number imprint or electronic data of the vehicle identification number kept in the motor vehicle file.
The information, character font, size, spacing characteristics, engraving process and background characteristics of the engraving area are obviously inconsistent;
c) Vehicle identification number and the vehicle factory certificate, import certificate, driving license, registration certificate or motor vehicle file record
inconsistent;
d) The content, composition and engraving characteristics of the vehicle identification code do not comply with the requirements of GB 7258, GB 16735 and other technical standards;
e) The vehicle identification number marked on the same vehicle is inconsistent;
f) The vehicle identification code engraved shall be the same as the manufacturer, brand and model, and the Announcement of Road Motor Vehicle Manufacturers and Products (hereinafter referred to as the “Announcement”).
