Guidelines for equipment supervision and manufacture of pumped storage units
1 Scope
This standard specifies the manufacturing supervision content, manufacturing process and work requirements of the pumped storage unit equipment during the manufacturing process.
This standard is applicable to the third-party supervision and manufacture of pumps, turbines, generator motors, main inlet and outlet valves and other equipment of pumped storage units.

3 Terms and definitions
The following terms and definitions apply to this standard.
3.1
Manufacturing supervision
The manufacturing supervision unit is entrusted by the manufacturing supervision client, and in accordance with the equipment supply contract, in accordance with relevant laws, regulations, and standards, implement the equipment manufacturing process

3.2
Supervision client client
The user or the legal agent acting as the buyer of the equipment supply contract on behalf of the user, and Party A who signs the manufacturing supervision service contract.
3.3
Supervision entity

3.4
General supervision engineer

Supervision engineer
Under the leadership of the chief manufacturing engineer, responsible for the implementation of a certain profession or aspect of supervision work, a profession with the qualification to sign the corresponding supervision documents

4 General rules
4.1 Manufacturing supervision work shall cover equipment production, in-plant assembly, inspection, testing, packaging, inspection before shipment, and manufacturing defects after the equipment arrives on site
Supervise the quality and progress of the process of returning to the factory, witness the compliance of the equipment manufacturing process with the contract, and urge the manufacturing unit to eliminate the equipment manufacturing defects

4.2 Equipment manufacturing supervision should adopt the mode of in-plant manufacturing supervision. For individual equipment and subcontracted components, roving inspections can be carried out with the consent of the manufacturing supervision client

4.3 The manufacturing supervision unit and the manufacturing unit should not have direct affiliation or other interests.

4.5 Requirements for manufacturing supervisors
4.5.1 The chief manufacturing engineer shall be a registered equipment supervision engineer and have more than 10 years of relevant professional work experience.
4.5.2 The supervision engineer shall have more than 5 years of relevant professional work experience.
4.5.3 Refer to GB/T 26429 for the corresponding qualification requirements of other supervision personnel.
5 Responsibilities of related parties
5.1 Responsibilities of the manufacturing supervision client
5.1.1 The manufacturing supervision client shall select a manufacturing supervision unit with corresponding scale, ability and performance to implement the supervision work.
5.1.2 Provide equipment supply contract documents, design documents, meeting minutes and other relevant materials to the manufacturing supervision unit.
5.1.3 Respond promptly to the liaison letter issued by the manufacturing unit and the manufacturing supervision unit, such as the witness notice and the quality problem handling opinion.
5.1.4 Timely notify the manufacturing supervision unit to participate in the design liaison meeting.
5.1.5 Participate in the inspection and witness of equipment manufacturing quality according to the equipment manufacturing progress.
5.1.6 Supervise and inspect the production supervision work of the manufacturing supervision unit.
5.2 Responsibilities of the manufacturing supervision unit
5.2.1 Take responsibility for the manufacturing quality of the manufacturing supervision equipment.
5.2.2 Participate in the design liaison meeting, equipment technical presentation and equipment quality analysis meeting as required by the manufacturing supervision client, organize or participate in equipment manufacturing

5.2.3 Review the contents of the equipment supply contract and related materials provided by the manufacturing supervision client, and check whether it is compatible with the current national or industry regulations and regulations.

5.2.4 Review the production schedule and factory inspection and test plan of the manufacturing unit, and review the manufacturing process and technical standards of the equipment.
5.2.5 According to the authorization of the manufacturing supervision client, the contract payment for the manufacturing supervision equipment shall be reviewed and visaed.
5.2.6 Supervisors shall comply with the safety, occupational health and environmental management regulations of the manufacturing unit.
5.3 Responsibilities of the manufacturing unit
5.3.1 The manufacturing unit shall perform the manufacturing supervision clauses and contents in the equipment supply contract, and cooperate with the manufacturing supervision unit to carry out the supervision work.
5.3.2 The production quality management system of the manufacturing unit shall meet the requirements of GB/T 19001.
5.3.3 Provide production schedule, raw material/component procurement plan, inspection and test plan, and main process plan as required by the manufacturing supervision unit
And the adjustments and changes of the above plans.
5.3.4 Provide the drawings, process documents, test plans, and factory inspection and test plans required by the manufacturing supervision engineer to the manufacturing supervision engineer, and provide timely subcontracting

5.3.5 Before the production of materials, the manufacturing unit shall submit to the manufacturing supervision unit a list of suppliers of main raw materials and components, quality certification documents,

6 Supervision work process and method
6.1 Supervision work process
a) Sign a manufacturing supervision service contract.
b) Establish a manufacturing supervision organization.
c) Preparation of equipment supervision plan.
d) Compilation of implementation rules for manufacturing supervision.
e) Supervision of the manufacturing process.
f) Packing and shipping inspection.
g) Prepare manufacturing supervision summary report, archive and hand over supervision documents.
6.2 Supervision work methods
6.2.1 The supervision of manufacturing can be carried out by means of document witnessing, on-site witnessing (including witnessing of work stoppage pending inspection), and issuance of documents/instructions.
6.2.2 Document witness includes the review of quality documents, technical documents, production records and other materials in the equipment manufacturing process.
The documents that meet the requirements will be signed and the main requirements are as follows.
a) Review the operation of the quality management system of the manufacturing unit and give corresponding evaluations. If comments are made, the manufacturer should be asked to clarify

c) Carry out extended manufacturing supervision in key raw materials, important outsourcing and outsourcing parts manufacturing locations, and the scope and content of the manufacturing supervision

6.2.4 The manufacturing supervision unit may issue documents such as meeting minutes, work contact sheets, manufacturing supervision notices, work start orders, work stop orders, and work resumption orders.

7 Requirements for manufacturing supervision
7.1 The manufacturing supervision unit shall establish a manufacturing supervision organization that meets the needs of the project, prepare an equipment manufacturing supervision plan, and report to the manufacturing supervision client for approval.
7.2 The manufacturing supervision client shall promptly issue a written supervision notice to the manufacturing unit, and coordinate the manufacturing unit to provide the necessary working conditions for the manufacturing supervision unit.
7.3 The manufacturing supervision unit shall prepare detailed rules for the implementation of equipment manufacturing supervision and report to the manufacturing supervision client for record.
7.4 Review the qualification certificates of special operators, key process operators and main inspection and test personnel of the manufacturing unit.
7.5 Check whether the inspection and test equipment of the manufacturer meets the requirements.
7.6 Check the environment of the assembly site and test site of the manufacturing unit.
7.7 Review the appraisal and test report of the new technology, new process, new material and new equipment that the manufacturing unit intends to adopt for the contract equipment, and sign
The opinions shall be submitted to the principal of manufacturing supervision.
7.8 Track the design modification and manufacturing improvement of contract equipment.
7.9 Follow up and witness the physical and chemical inspection of main raw materials, castings and forgings, and the screening inspection of components.
7.10 Check the material certificates of raw materials, purchased parts, outsourced parts, accessory parts, components, standard parts, and rough castings and forgings provided by the manufacturing unit

7.11 Participate in the trial assembly, general assembly, and factory test inspections of the manufacturing unit, and sign opinions on the assembly and test results.
7.12 Check the protection, maintenance, storage, packaging and delivery of the contract equipment before leaving the factory, and check the protection adopted by the manufacturer for the equipment

7.13 The manufacturing supervision engineer shall be responsible for the witness implementation of the equipment manufacturing quality witness project and fill in the equipment quality witness form. The manufacturing supervision client (if

Table A.1~Table A.3 are set in the record, and the manufacturing supervision client and the manufacturing unit can negotiate to increase, decrease or change the manufacturing supervision department of the equipment according to the specific situation.

7.17 In addition to implementing quality witnesses during the equipment manufacturing process, the manufacturing supervision engineer should also track the manufacturing process of the manufacturing supervision equipment by means of daily inspections.

7.18 The manufacturing supervision engineer supervises the inspection work of the equipment manufacturing process according to the production schedule of the manufacturing unit and the requirements of the corresponding standards and specifications.

7.19 When a quality problem is found during the equipment manufacturing process, the manufacturing supervision engineer should immediately contact the manufacturing unit to solve the problem.

7.20 The manufacturing supervision engineer shall follow up and feedback the handling of equipment manufacturing quality problems in a timely manner, and implement closed-loop management on the handling of quality problems.
7.21 The resident manufacturing supervision engineer shall record the on-site manufacturing supervision work in a timely manner and fill in the manufacturing supervision log.
7.22 The manufacturing supervision unit shall promptly report the equipment supervision work to the manufacturing supervision client, and submit it to the manufacturing supervision client according to the provisions of the manufacturing supervision service contract

8 Supervision documents
8.1 The manufacturing supervision unit shall formulate procedures for the sorting and filing of manufacturing supervision documents and materials, and designate a special person to collect and sort relevant manufacturing supervision according to the work progress
