3 Basic regulations
3.1 Civil engineering
3.1.1 Before the foundation construction of the steam turbine generator set, the drawings shall be inspected according to DL/T 5434 "Code for Supervision of Electric Power Construction Projects".
3.1.2 During the foundation construction, the installation professional should do the following cooperative work.
1 When preparing for construction, check the elevation, centerline, center line, etc. of the reserved holes, embedded parts, the base of the turbine generator set and the foundation of main auxiliary equipment, etc.
Important geometric dimensions such as anchor bolt hole positions;
2 Participate in the intermediate inspection before the foundation is poured;
3 The foundation of lifting facilities, anchorage points and the reinforcement plan for the building structure for lifting equipment shall be carried out by the construction, supervision, and

3.1.3 The civil works delivered for installation shall meet the following conditions.

6 The pipe trenches, pump pits, drainage ditches and water collection wells in the workshop are clean and the drainage is unblocked;
7 Reliable fire fighting facilities;
8 The reference points and reference lines on the building and foundation are clearly and complete;
9 The preloading of the elastic foundation vibration isolator is completed, and the preloading and installation records are complete.
3.2 Equipment and system installation
3.2.1 After the equipment arrives at the site, relevant units such as construction, manufacturing, supervision, general contracting, construction, and equipment storage shall jointly open the box for inspection and record

3.2.2 When the equipment is unpacked for inspection, the packing list, instructions, quality certification documents, drawings and other technical documents should be complete.
3.2.3 Hoisting and handling of equipment shall meet the following requirements.
1 Check the weight and dimensions of the equipment before handling large equipment;
2 Verify the overall dimensions of the transportation vehicle, the load-bearing capacity and traffic capacity of the road surface, bridge, etc. that the equipment passes through during transportation;
3 Bind the slings and add cushions according to the markings on the box and equipment;
4 For equipment with poor rigidity, anti-deformation measures should be taken;

3.2.4 The equipment unpacking inspection shall meet the following requirements.
1 The unpacking inspection should not damage or damage the equipment and parts;
2 Before the equipment anticorrosive coating is cleaned, it must not rotate or slide. After cleaning and inspection, the original anticorrosive coating should be used for anticorrosion treatment;
3 Rotating equipment with special requirements such as adding lubricant should not be turned when unpacking and checking;
4 The equipment should be closed again when it is not installed temporarily after unpacking and inspection; effective protective measures should be taken for the boxes placed in the open;
5 The accessories and special tools of the packing equipment should be kept in complete sets.
3.2.5 The storage before installation of the equipment shall comply with the provisions of DL/T 855 "Regulations for the Maintenance and Storage of Thermal Power Equipment for Electric Power Infrastructure".
3.2.6 Equipment custodians should be familiar with equipment custody regulations and special custody requirements for main equipment of steam turbine generators, and check the storage according to regulations and requirements
Circumstances, keep the equipment in good condition and keep records.
3.2.7 Equipment and equipment should be stored in zones and categories, clearly marked, and should meet the following requirements.
1 The storage area should have obvious boundaries and fire-fighting passages, and have reliable fire-fighting facilities and lighting;
2 The storage location of large equipment should be reasonably arranged according to the requirements of the construction organization design;
3 The equipment should be supported firmly and reliably, the drainage of the storage site should be unblocked, and measures such as anti-collision, anti-freezing, moisture-proof, dust-proof and anti-dumping should be taken.

4 The storage location and shelves should have sufficient carrying capacity;
5 Anti-corrosion measures should be taken in coastal salt spray areas and corrosive environments;

8 For equipment protected by nitrogen filling, the nitrogen pressure and equipment sealing conditions should be regularly checked and recorded. When the pressure is lower than 3.5kPa, nitrogen should be added;
9 Moisture-proof measures should be taken for storage of gas and oil filter elements.
3.2.8 The materials should have quality certification documents, and re-inspection should be made when the quality of the materials is questioned during the verification.
3.2.9 The finished or semi-finished products processed and prepared by outsourcing and on-site shall be inspected and qualified according to the relevant provisions of this section.
3.2.10 The equipment installed in place should adopt finished product protection measures; the equipment after trial operation should be formulated and maintained according to the technical requirements of the manufacturer

3.2.11 Before the equipment is installed, technical documents such as professional construction organization design, construction plan, operation instructions and special measures for green construction have been approved.
3.2.12 Before construction, professional and technical personnel shall make technical clarifications to construction personnel.
3.2.13 The construction site of the steam turbine generator set shall meet the following conditions.
1 The site for temporarily placing equipment and materials should meet the corresponding load requirements;
2 The ambient temperature of the construction site should be above 5℃;
3 Water, electricity, compressed air and other power can meet the construction needs, and the lighting should be sufficient;
4 Infrastructure construction sites and production operation areas should have isolation facilities and be clearly marked;
5 Lifting equipment should meet the conditions for use;
6 The installation of safety facilities shall comply with the provisions of DL 5009.1 "Code of Work Safety for Electric Power Construction, Part of Thermal Power Plants".
The installation, storage and use of flammable and explosive materials shall comply with the requirements of DL 5027 "Typical Fire Protection Regulations for Electrical Equipment";
7 There are transportation channels leading to the equipment storage yard, combination yard and installation yard.
3.2.14 The protection of buildings shall meet the following requirements.
1 Do not change or damage the structure of the building at will;
2 It is strictly forbidden to weld and cut at will on the metal structure of the building;
3 Do not hammer or open holes on the concrete structure of the building at will, and do not weld or cut the concrete protective layer on the steel bars.
3.2.15 Before the equipment is installed, if any damage or quality defect is found, the relevant units shall be notified in time for joint inspection, confirmation and handling.
3.2.16 The equipment parts and fasteners shall be installed in accordance with DL/T 438 "Metal Technology Supervision Regulations for Thermal Power Plants" and DL/T 439 "Firepower
Spectroscopy, non-destructive testing, metallography, hardness and other inspections shall be carried out according to the requirements of "Technical Guidelines for High Temperature Fasteners in Power Plants", and the inspection results shall conform to the manufacturer's technology

3.2.17 The cleaning of equipment and components shall meet the following requirements.
1 The inside of equipment and parts should be cleaned up and sealed in time;
2 Shovel and file should not be used to remove rust on the precision machined surface of the equipment, and flames should not be used to remove oil;
3 The parts purged with steam should be removed in time;
4 Do not damage the surface of the journal and bearing bush when cleaning;
5 The cleaned up equipment and parts should be stored separately to prevent secondary pollution.
3.2.18 The disassembly of steam turbine generator set equipment shall meet the following requirements.
1 The disassembly, measurement and inspection of equipment shall meet the technical requirements of the manufacturer;
2 When disassembling the equipment part cover, please make a mark, use special tools, and do not forcibly disassemble and assemble;
3 The dismantled precision parts should be placed in the special parts box separately, and the parts should not be piled up and kept properly.
3.2.19 The construction of concealed works shall meet the following requirements.
1 The personnel who enter the hidden area, clean and inspect the inside of the equipment should wear special work clothes without buttons, and the soles of the shoes should be clean without nails;
2 Before concealment, a special person should be designated to check to confirm that the concealment conditions are met and apply for a visa;
3 Temporary enclosed facilities for equipment and pipelines should be obvious, firm and reliable;
4 Welding, opening or unsealing should not be performed on the equipment or pipeline that has been finally closed.
3.3 Conditions before trial run
3.3.1 Before the trial operation of the steam turbine generator set, the following conditions should be met on site.
1 The site of the plant is level and the road is unblocked;
2 Temporary construction facilities within the scope of trial operation have been removed and cleaned up, the trenches and hole covers on site are complete, and temporary holes should be equipped with guardrails
Or cover, stairs, passages, railings and guards of the platform should be installed;
3 The fire-fighting equipment is equipped to meet the requirements of trial operation, the fire-fighting system has the conditions for commissioning, and the accident oil drainage system has the conditions for use;
4 The construction of all floors within the trial operation range of the unit is completed;
5 The water and sewage for life are unblocked, and the sanitary facilities can be used normally;
6 The drainage system and industrial wastewater treatment system of the workshop and factory area should be put into use normally;
7 The lighting system should be put into use normally, and the emergency lighting system should be complete, reliable and in a standby state;
8 The indoor temperature should be above 5℃ during trial operation;
9 After the communication equipment is installed, it should be put into use normally;
10 The air-conditioning system related to the trial operation should be put into use normally.
3.3.2 The following conditions shall be met before the trial operation of the steam turbine generator set.
1 The equipment and system have been installed and passed the inspection and acceptance, and the installation technical records are complete;
2 The insulation work of the equipment and pipelines is completed, and the pipeline supports and hangers are adjusted;
3 The secondary grouting layer reaches the design strength;
4 The water level gauge and oil level gauge are clearly marked and displayed correctly;
5 The rotating machinery has been lubricated and greased according to the manufacturer's technical requirements, and the oil level is normal;
6 The industrial water system has the conditions for commissioning and is flushed clean;
7 The valves should be checked and adjusted one by one, with flexible opening and closing (stop), accurate opening and no jams during the full stroke;
8 The containers within the scope of trial operation have been cleaned and flushed according to the manufacturer's technical requirements and design requirements;
9 The test equipment and system have been listed and clearly marked, the meter indication is correct and within the validity period of the verification;
10 The start-up steam source should be sufficient and stable, and the temperature and pressure should be able to meet the requirements of steam consumption parameters such as shaft seal steam, steam-driven feed water pump, and deaerator;
11 The ventilation and air-conditioning devices of the automatic control part and precision parts should be put into use.
