1 Scope of application
Applicable to M-type vehicles, N-type vehicles and O-type trailers (including

2 Terms and definitions

2.1 Complete vehicle. A vehicle that has the intended function without any manufacturing.
2.2 Non-integrated vehicles. vehicles that require further manufacturing to have the intended function.
2.3 Multi-stage manufacturing of vehicles. Through multi-stage manufacturing, vehicles with the intended use function.
2.4 Basic vehicle. The complete vehicle used in the conversion and the second-class chassis.
2.5 Parts. The smallest independent unit that constitutes an assembly, system, or vehicle. Such as the lens in the rearview mirror assembly.
2.6 Assembly. an assembly composed of parts with a certain function. It can be independent, it can be a vehicle,

3 Standards for certification
The standard of certification and its serial number and article number are shown in Annex 1.
Manufacturers should fully implement the relevant laws promulgated by the state on the safety, environmental protection, energy saving, and theft prevention of automobile and trailer products
The mandatory requirements of laws, regulations and related standards, and meet the requirements.
In principle, the standards for certification testing should be implemented in the latest version issued by the national standardization administrative department.
When the standards based on certification and testing are updated, the corresponding technical and technical experts group (TC11) of the CNCA shall issue corresponding

4 Authentication mode
4.1 Basic mode
The basic certification mode is. initial factory inspection for type testing (enterprise quality assurance capability and product consistency inspection)

The basic certification model is based on the premise of production enterprises' integrity and self-discipline, effective management, and stable production.

4.2 Bicycle authentication mode

5 Division of certification units
Vehicle products are divided according to vehicle model series or unit. See Appendix 3 for the basis of division. Certification client according to model

The products applied for the bicycle certification mode are not divided into units, and the model and specific vehicle identification code are used as units

6 Certification commission
6.1 Proposal and acceptance of certification entrustment
The certification client shall submit the certification request to CC AP in an appropriate manner according to the CC AP certification process and requirements.
And be responsible for the authenticity and legality of the submitted certification application materials. The certification client should be able to undertake the recall, three guarantees, etc.
Quality and legal responsibility. The producers (manufacturers) and production enterprises of the entrusted certification of automobile and trailer products should be able to function normally
Production, and comply with national laws and regulations and relevant industrial policy requirements.
CC AP will conduct a complete and normative review of the certification commission materials submitted by the certification client, such as the review process
Found that there are problems, CC AP acceptance personnel will communicate with the certification client, requiring the certification client to
Resubmit after replenishing the materials. If the data review is qualified and accepted, CC AP will issue an acceptance notice to the certification client

One of the following situations will not be accepted.
(1) Does not comply with national industrial policies;
(2) In the certification materials of the certification client, producer (manufacturer), and production enterprise, the business scope is not
Coverage of certified products; lack of legal certification materials;
(3) Producers (manufacturers) of overseas modified vehicles (except parallel imported vehicles) fail to provide original vehicles as required
Type manufacturer (manufacturer) or production enterprise authorized modification documents, relevant certification documents of market supervision department;
(4) Included in the relevant list of subjects with serious credit failure in national credit information.
(5) Cases that cannot be accepted as required by other laws and regulations.
6.2 Application information
The certification client shall provide the required information to CC AP in accordance with the requirements of Annex 4 "Requirement for Certification", and the production consistency
The control plan execution report shall be submitted 2 months before the annual supervision and inspection.
CC AP is responsible for reviewing, managing, storing, and keeping related materials confidential, and notifying the certification client of the results of the data review.
6.3 Implementation arrangements
The normal certification process is.
(1) Commissioning, data review and acceptance of certification;
(2) Divide certification product units and prepare certification schemes;
(3) Signing and charging of certification contracts;
(4) Product type test;
(5) Initial factory inspection;
(6) Comprehensive evaluation and approval of the results of type tests and factory inspections;
(7) Issue a certification certificate;
(8) Post-certification supervision.
The abnormal certification process is as follows. if the type test is not conducted according to the normal certification process and the type test report is provided directly,
It is required that the test results of all test items all meet the requirements of the certification basis and the type test sample consistency review
After that, the type test result can be judged to be qualified; if the factory test is not completed for the type test of the certified product, the certification

7 Certification implementation
7.1 Type test
7.1.1 Type test plan
After accepting the certification entrustment and reviewing the materials, CC AP combines the certification client's application for certification of the type and use of the vehicle
Development, applicable standards and determination of the same type, etc., formulate a type test plan, and notify the certification client, the certification client
Comments can be given on the test plan. If the laboratory has any objection to the test plan, it shall explain the situation to CC AP.
The type test program includes type test items, sample requirements and quantities, and laboratories that undertake type tests. type
The type test shall be undertaken by a laboratory designated by the CNCA. The certification client may choose among the laboratories designated by the CNCA.
After the laboratory is selected, in principle no further adjustments will be made.
For certification clients of Class A and B companies, CC AP is evaluating the capabilities of certification clients and the overall risk of certified products
Under the premise of the client, according to the client’s wishes, it can start to intervene and implement product certification at the conceptual design stage of the product.
According to the design process, trial production and test capabilities of the enterprise, formulate an exclusive certification scheme to enable the product certification process and product design

7.1.2 Type test sample requirements
Normally, the certification client prepares samples according to the requirements of the type test plan and sends them to the designated laboratory. when necessary,
According to the actual and classified management situation of the production enterprise, CC AP adopts on-site sampling in accordance with the requirements of the type test plan
Obtain samples and send them to the designated laboratory.
The selection of samples is based on whether the test items of the model series are the same type, and can be determined to be the same type
A sample can be selected for the project; items that cannot be determined as the same type should be selected separately, and all test items should be integrated.
For the test samples corresponding to the project, determine the total number of samples and requirements. See Annex 5 for the number of samples and requirements.
If the components or systems used in the newly applied for certification products are unchanged in their structure, testing standards, and testing items

During sampling inspection or testing on the production site or market, the certification client, producer (manufacturer), and production enterprise shall

The certification client shall ensure that the samples provided by it can be produced normally and are consistent with the actual products produced. experiment

7.1.3 Type test items and requirements
According to the provisions of the implementation rules, CC AP and the laboratory combine the certification client to apply for the certification of the type and use of the vehicle

7.1.4 Implementation of type test
In principle, the CC AP confirms that the application materials submitted by the certification client are complete and develops a test plan

The laboratory types the samples within the specified time according to the national mandatory product certification and the relevant requirements of CC AP

7.1.4.1 If the production enterprise has "Compulsory Product Certification Implementation Rules, production enterprise testing resources and other certification results

7.1.4.2 For qualified enterprises, during the type test, some projects may be carried out by means of design appraisal.
CC AP works with certification clients and laboratories to jointly develop plans, and adopts methods such as review and verification in the product design stage

7.1.4.3 For the same type of product produced in different production sites under the same manufacturer, ensure the consistency of production
