This standard replaces SN/T 1491-2004 “Requirements of the isolation facilities for imported cattle and sheep (or goats)”. As compared with SN/T 1491-2004, the main technical differences of this standard are as follows. - REVISE the site selection conditions for the designated quarantine facilities; - DETAIL the functional zoning of designated quarantine facilities construction; - ADD the “biosafety guarding system” and the “emergency response system”. This standard applies to the construction of the designated quarantine facilities for imported cattle and sheep (or goats). 2 Normative references The following documents are essential to the application of this document. GB 16548 Biosafety specific action on sick animal and animal product disposal NY/T 1168 Technical requirement for non - Hazardous treatment of animal manure People's Republic of China Imported Quarantine Animal Diseases List (Joint Announcement No.2013 by Ministry of Agriculture and Administration of Quality Supervision, Inspection and Quarantine) 3 Site selection 3.1 Environmental requirements 3.1.1 The designated quarantine facility shall be located at a national open port, adjacent to a port terminal or an international airport, at a distance of less than 200 km from the port of entry, AND shall have convenient transportation and port conditions for loading and unloading of animals. 4 Facility requirements 4.1 Fence and access 4.1.1 Zoning Designated quarantine facilities shall be reasonably arranged, divided into living office area and quarantine area. The quarantine area shall include quarantine and feeding areas, quarantine areas of sick animals, sick and dead animals and livestock and poultry innocent treatment area, excrement sewage treatment area, forage storage area, and quarantine area staff living area; the functional areas are relatively independent and reasonably arranged, with clear identifications; AND there shall be fence and disinfection access between the designated quarantine facility and the different areas within the facility. 4.1.2 Fence 4.1.2.1 Outer fence. There shall be a solid fence not less than 2 m height around the designated quarantine facilities for effective isolation from the outside world. 4.1.2.2 Inner fences. There shall be solid fence of not less than 1.65 m height between different areas in the designated quarantine facilities. 4.1.3 Access routes 4.1.3.1 There shall be separate access routes for the entrance of personnel, animals and vehicles to the quarantine facility, and disinfection facilities shall be provided at the entrances and exits of the quarantine facility. 4.1.3.2 The access routes for the designated quarantine facilities shall be provided with disinfection tank for animals and vehicles. The width of the disinfection tank shall be the same width as the door, not less than 4 m in length and not less than 0.3 m in depth. Personnel access routes shall be provided with hand-washing disinfection facilities, disinfection pool or disinfection pad. 4.1.4 Shower room, locker Personnel entering and exiting the designated quarantine facilities shall be provided with shower rooms and lockers, wherein special purposes overalls, shoes and hats are provided. Shower room shall be able to meet the requirements of bathing of the access personnel. The shower room and the locker shall have heating equipment. Locker is equipped with UV light or other disinfection facilities. 4.4.4 Living area garbage disposal During the period of quarantine of imported animals, domestic garbage shall be piled up in a centralized manner. After the quarantine animals are released, they can be transported out of the designated quarantine facility only after being disinfected. 4.4.5 Lookout tower It may set lookout towers within the living area to observe the quarantine area. 5 Other supporting facilities 5.1 It is equipped with heating and cooling equipment. 5.2 The facility shall be equipped with firefighting equipment. 5.3 It is equipped with backup power generation equipment. 5.4 The facility shall be equipped with mobile disinfection equipment. 5.5 It is equipped with the necessary transportation tools. 5.6 It may be equipped with video surveillance equipment. 6 Rules and regulations The designated quarantine facility shall establish the following rules and regulations. - Perfect epidemic prevention and disinfection system - Entry and exit registration and management system for personnel, vehicles and articles; - The system of physical examination and quarantine knowledge training for quarantine staff - Feeding management system; - Quarantine facility daily supervision system; - Fire prevention, security and other security systems and measures; - Biosafety guard system; ......
