1 Scope

1.1 This standard specifies the requirements for materials, design, manufacturing, test methods, inspection rules, sign and marking, exit-factory documents, storage and transportation of tube trailers. 1.2 This standard applies to tube trailers in which the following large-volume steel seamless gas cylinders (hereinafter referred to as gas cylinders) are permanently connected to the shaped chassis or semi-trailer running mechanism. a) The operating environment temperature is -40 °C ~ 60 °C; b) The nominal working pressure of the gas cylinder is 10 MPa ~ 30 MPa; the nominal working pressure of the gas cylinder filled with oxygen is not more than 20 MPa; c) The nominal water volume of a single gas cylinder is 1000 L ~ 4200 L; d) The filling medium is natural gas, hydrogen, oxygen, air, nitrogen, argon, helium, neon, krypton and other compressed gases. 1.3 Compressed natural gas hydraulic tube trailers shall also comply with the provisions of Appendix A. 1.4 This standard does not apply to the following tube trailers. a) Filled with liquefied gas, dissolved gas, extremely toxic media; b) The gas cylinder is a filament-wound gas cylinder.

3 Terms and definitions

The terms and definitions as defined in GB/T 3730.2, GB/T 13005, GB/T 33145, TSG R0005, TSG R0006, as well as the following terms and definitions, apply to this document. 3.1 Tube trailer A road transport vehicle, which consists of a gas cylinder permanently connected to a semi-trailer running mechanism or shaped chassis, through a supporting end plate or frame. 3.2 Hydraulic tube trailer A road transport vehicle, that uses hydraulic pressurization to discharge the natural gas in the cylinder, at a constant pressure not lower than the nominal working pressure of the cylinder.

4 Qualifications and responsibilities

4.1 Qualifications 4.1.1 In addition to complying with this standard, the design, manufacturing, inspection, acceptance of tube trailers shall also comply with relevant laws, regulations, and safety technical specifications promulgated by the state. 4.2 Responsibilities 4.2.1 Design client The design client shall propose design conditions to the design organization in a formal written form. The design conditions shall at least include the following contents. 4.2.2 Design organization 4.2.2.1 The design organization shall be responsible for the design quality of the tube trailer. 4.2.2.2 The use management of special design seals shall meet the requirements of TSG R0005. 4.2.3.7 The manufacturer shall accept the supervision and inspection of the tube trailer manufacturing process by the special equipment inspection and testing authority; obtain its special equipment supervision and inspection certificate. 4.2.3.8 Tube trailers shall pass type tests and related tests by testing institutions confirmed or approved by the automotive industry authority of the State Council according to model type; obtain corresponding certification documents. 4.2.3.9 The manufacturer shall keep at least the following technical documents for reference, during the design service life of each tube trailer it manufactures.

5 Materials

5.1 General requirements 5.1.1 The selection of materials shall consider their mechanical properties, bending properties, physical properties, process properties. The materials in contact with the filling medium shall be compatible. 5.1.6 When the tube trailer manufacturer obtains materials from non-material manufacturers, it shall obtain the original material quality certificate provided by the material manufacturer, OR a copy stamped with the official seal of the material business organization and the signature (seal) of the person in charge. 5.2 Gas cylinder 5.2.1 Cylinder body 5.2.2 End plug 5.2.2.1 The end plug shall be forged. The forgings selected from 30CrMo and 35CrMo shall comply with the provisions of NB/T 47008-2017; their level shall not be lower than level III. The forgings selected from austenitic stainless steels such as S30403, S30408, S31603, S31608 shall comply with the provisions of NB/T 47010-2017; their level shall not be lower than level III. 5.3 Pipeline 5.3.1 Loading & unloading pipelines 5.3.1.1 Pipes shall be made of austenitic stainless steel seamless steel pipes, such as S30403, S30408, S31603, S31608, etc. They shall comply with the provisions of GB/T 14976.The hydrogen filling medium shall use austenitic stainless steel seamless steel pipes, such as S31603 and S31608. 5.3.4 Pneumatic pipeline Pneumatic pipelines shall be made of non-metallic materials, that meet the usage requirements. Their nominal pressure shall not be less than 0.8 MPa and comply with the requirements of the corresponding standards. The selection of metal materials shall comply with the provisions of 5.3.3. 5.4 Frame 5.4.1 The materials used for main stress-bearing components, such as corner columns, end beams, side beams shall have good weldability, sufficient strength, toughness. 5.5 Support end plates and connectors 5.5.1 The materials used for supporting end plates and connectors shall have sufficient strength, stiffness, toughness. 5.7 Welding materials 5.7.1 The selection of welding materials shall consider the matching of the mechanical properties of the welded joint and the base metal; the tensile properties of the weld metal shall meet the lower limit specified by the base metal standard. 5.7.2 The welding materials used for pressure components shall comply with the provisions of NB/T 47018.1 ~ NB/T 47018.4. 5.9 Others 5.9.1 Outsourced parts shall comply with the provisions of corresponding national standards or industry standards; have quality certification documents or product certificates. 5.9.2 The type-finalized chassis shall be a type-finalized product, which is recognized by the automotive industry authority of the State Council. Meanwhile it shall have corresponding technical information and quality certification documents. When choosing an imported chassis, it shall comply with relevant national provisions and have corresponding technical information and quality certification documents. 5.9.3 The running mechanism of the semi-trailer shall comply with the provisions of GB/T 23336.It shall have corresponding technical documents and quality certification documents.

6 Design

6.1 General requirements 6.1.1 In addition to complying with the requirements of this standard, the design of tube trailers shall also comply with relevant laws and regulations, safety technical specifications, national standards, industry standards. 6.1.6 The braking device and braking performance of tube trailers shall comply with the provisions of GB 7258, GB 12676, GB/T 23336.The semi-trailer shall adopt a dual- pipe braking system. 6.1.9 The operating compartment of the tube trailer shall have sufficient operating space and shall be firmly connected. Its setting shall meet the vehicle usage requirements. 6.1.16 The axles and suspension devices of semi-trailers shall comply with the provisions of GB/T 23336. 6.1.17 The layout of the semi-trailer support device shall not affect the steering of the towing vehicle. The semi-trailer support device shall comply with the provisions of QC/T 310; its ground clearance when driving shall not be less than 320 mm. 6.2 Design documents 6.2.1 Tube trailer design documents include at least risk assessment report, design instructions, design calculations, design drawings, manufacturing technical conditions, product instructions, identification documents of gas cylinder design document, etc. The approval and signing of design documents shall comply with the provisions of TSG R0005. 6.2.2 The risk assessment report includes the main failure modes and risk control, at each stage of design, manufacturing, inspection, testing, use. Its basic content shall comply with the provisions of Appendix B. 6.2.3 The design instruction shall include at least the following contents. 6.2.4 The design calculation document shall at least include the following contents.

7 Safety accessories, instruments, loading & unloading accessories

7.1 General requirements 7.1.1 In addition to complying with the provisions of this standard, the settings of safety accessories, instruments, loading & unloading accessories shall also meet the requirements of the design documents. 7.1.7 Pipeline safety valves and pressure gauges shall be calibrated and verified before installation. They can be installed only after they pass the test. 7.1.8 Safety accessories, instruments, loading & unloading accessories shall be reasonably arranged, to facilitate observation and operation. 7.2 Gas cylinder overpressure relief device 7.2.1 The type of overpressure relief device for each gas cylinder shall be determined, based on factors such as the failure mode of the tube trailer, medium hazard characteristics, technical characteristics of the overpressure relief device. When a gas cylinder may encounter a jet fire or a gas cylinder encounters a fire at a temperature far below the nominal working pressure, the designer shall describe the safety protection measures in the design document. 7.2.6 The design bursting temperature of the bursting disc is 60 °C. The design bursting pressure of the bursting disc is the hydraulic pressure test pressure of the gas cylinder. 7.2.7 The series combination device of bursting disc and fusible alloy plug shall ensure safety under operating conditions and shall comply with the following requirements. 7.2.9 The discharge pipe of the overpressure relief device shall comply with the following requirements. 7.3 Pipeline safety valve 7.3.1 When required by the design client, the installation of safety valves in loading & unloading pipelines shall comply with the following requirements. a) Choose a full-open spring safety valve; b) The safety valve shall be installed on the collective pipeline between the valve at the root of the gas cylinder and the main control valve, which is close to the main control valve. 7.3.2 The set pressure of the safety valve shall be 1.05 ~ 1.1 times the design pressure of the pipeline. The discharge capacity shall not be less than the safety discharge capacity requirements of the pipeline. The safe discharge capacity of the pipeline shall be calculated according to formula (1).

8 Manufacturing

8.1 General requirements 8.1.1 Tube trailers shall be manufactured and inspected, in accordance with the design documents approved by the prescribed procedures and the requirements of this standard. 8.1.2 The type-finalized chassis or semi-trailer running mechanism, safety accessories, instruments, loading & unloading accessories, other purchased parts shall comply with the provisions of national standards, industry standards, design documents; they can only be used after passing the inspection. 8.1.10 The working status of the connecting pipes, accessories, gas cylinder connection surfaces, valves, etc. of the tube trailer shall be flexible and reliable. 8.1.11 The frame welding parts of tube trailers shall comply with the provisions of JB/T 5943. 8.1.12 The components of the tube trailer shall be installed firmly and reliably; the outer surface shall be smooth and beautiful, without defects such as crushing, cracks, welding slag or paint peeling. 8.2 Tube truck 8.2.1 The type-finalized chassis shall be inspected when entering factory; the inspection items shall at least include the following. 8.3 Semi-trailer 8.3.1 The running mechanism of the semi-trailer shall be inspected when entering the factory; the inspection items shall at least include the following. 8.4 Gas cylinder 8.4.1 The items and criteria for gas cylinder manufacturing and qualification acceptance shall comply with the provisions of GB/T 33145 and related gas cylinder standards; it shall comply with the provisions of the design drawings and relevant technical documents. 8.4.2 The length difference between the gas cylinders, which are used in the same tube trailer, shall not be greater than 15 mm. 8.4.3 The mechanical properties of gas cylinders after heat treatment shall comply with the requirements in Table 2.

9 Test methods

9.1 Pressure resistance test of loading & unloading pipeline 9.1.1 Basic requirements 9.1.1.1 Before the pressure resistance test, all connecting parts of the loading & unloading pipelines shall be fully assembled and properly tightened. 9.1.2.4 The hydraulic test is deemed to be qualified, if there is no leakage, no visible deformation, no abnormal noise during the test. 9.1.3 Air pressure test 9.1.3.1 During the air pressure test, the manufacturer shall formulate a special emergency plan for the air pressure test and send personnel to conduct on-site supervision. 9.1.3.2 First, slowly increase the pressure to 10% of the specified test pressure; maintain the pressure for a long enough time; conduct an initial inspection of all welding and connection parts. 9.2 Leakage test 9.2.1 After the loading & unloading pipeline has passed the pressure test, meanwhile the vehicle assembly and safety accessories, instruments, loading & unloading accessories are fully installed, the vehicle leakage test can be conducted. 9.2.2 The leakage test generally adopts the air tightness test and meets the following requirements. 9.4 Road driving and braking performance inspection Tube trailers shall be inspected for road driving and braking performance. Check whether the connection between the gas cylinder and the support end plate and the connecting parts are deformed or loose; whether the accessories are firmly fixed. All facilities shall be safe and reliable. If the driving can be ensured after eliminating the fault, the road driving and braking performance inspection can continue. Otherwise, it shall be returned to the factory for maintenance and re-inspection. 9.5 Type test and mandatory testing The tube trailer's type test shall be carried out, in accordance with the provisions of QC/T 252. 6 Design

6.1 General requirements 6.1.1 In addition to complying with the requirements of this standard, the design of tube trailers shall also comply with relevant laws and regulations, safety technical specifications, national standards, industry standards. 6.1.6 The braking device and braking performance of tube trailers shall comply with the provisions of GB 7258, GB 12676, GB/T 23336.The semi-trailer shall adopt a dual- pipe braking system. 6.1.9 The operating compartment of the tube trailer shall have sufficient operating space and shall be firmly connected. 8 Manufacturing
