Foreword
This Standard replaces GB/T 9174-1988 "General Specification for Transport Packages
of General Cargo"
Compared with GB/T 9174-1988, the main changes in this Standard are as follows.
— Cancel "Product transport packages shall meet each technical requirement specified
in this Standard" (1.1 of the 1998 edition);
— Cancel "Cargo transport packages shall be inspected, supervised and proposed of
evaluation of test results by national authorized quality inspection department, and the
certificate policy shall be gradually carried out"(Chapter 2 of the 1988 edition);
— Add Chapter "Normative references";
— Add dimension requirements of cylindrical and bag type and transport packages
dimension and mass limited range (3.9, 3.10, 3.11 of this edition);
— Chance Table 1 into provisions, and make corresponding modifications;
— Modify partial measurement units;
— Add "Package with its mass below 140kg shall be convenient for manual work;
case-cargo with its mass within 140kg~1,500kg shall be convenient for forklift work and the
center-of-gravity position of the cargo shall be marked out on package; case-cargo with its
mass more than 1,500kg shall be convenient for crane work and the center-of-gravity position
and the hoisting position of the cargo shall be marked out" (3.13 of this edition);
— Modify the performance test (Chapter 6 of this edition).

General Specification for
Transport Packages of General Cargo
1 Scope
This Standard specifies the general requirements, types, technical requirements, and
performance test for identification and inspection of transport packages of general cargo
(hereinafter referred to as transport packages).
This Standard is applicable to transport packages of general cargo transported by railway,
road, water transport, aviation. Excluding transport packages of dangerous cargo and live
perishable cargo.
2 Normative References
The following documents contain provisions which, through reference in this Standard,
become provisions of this Standard. For dated reference, subsequent amendments (excluding
the correction) or revisions of these publications do not apply to this Standard. However,
parties who enter into agreement based on this Standard are encouraged to investigate the
possibility of applying the most recent editions of the standards indicated below. For undated
references, the latest edition of the reference document is applicable to this Standard.

3 General Provisions
3.1 The main objective of transport packages is for the purpose of transport storage. It shall
be provided with such functions that guaranteeing cargo transport safety, convenient for
loading-unloading storage and transport, and accelerating handover check.
3.2 Transport packages shall meet the scientific, firm, economic and beautiful requirements.
3.3 At normal process of circulation, the transport packages shall ensure that it is capable of
resisting and defending environment conditions effects with no breakage, damage etc.
phenomena, and delivering the cargo to the destination safely and rapidly in intact state.
3.7 After filled with cargo, the transport packages shall be firmly sealed. For small light
cargo which is easy to be lost, strengthening with adhesive tape sealing, nailing or complete
bonding plus adhesive tape sealing shall be adopted. Adopt steel strip and plastic strapping
strip etc. to make bundling strengthening in types such as two strips, three strips, cross,
double cross, well-shaped, and double well-shaped according to the requirements of product
name, volume, character, mass, length and transport mode of the cargo. The strapping tape
shall be overlapped firmly with appropriate degree of tightness, smooth without torsion, and it
shall not be less than 2 strips.
3.8 The bottom surface dimension of all kinds of square transport packages shall meet the
requirements of GB/T 4892.
3.9 The dimension of all kinds of cylinder transport packages shall meet the requirements of
GB/T 13201.
3.10 The dimensions of all kinds of bag transport packages shall meet the requirements of
GB/T 13757.
3.11 The dimension limited range and the weight limited range of the transport packages
shall meet the requirements of GB/T 16471.
4 Types of Transport Packages
4.1 Box type
Box packages shall be vertical hexahedron with certain rigidity, and it is cuboid in
general. In accordance with material, it may also be classified as wooden box, gap wooden
box, corrugated case, calcium plastic box, plywood box, bamboo veneer box, fiberboard case,
shaving board box, magnesite concrete box etc.
4.2 Barrel type
Barrel packages shall be cylindrical barrel, square barrel and pipa barrel in general. In
accordance with material, it may also be classified as metal bucket, cask, aluminum barrel,
cardboard barrel, veneer barrel, fiberboard barrel, plastic bucket etc.
4.3 Bag type
Bag package shall be folding flexible packing container with one end opens. In
accordance with material, it may also be classified as gunnysack, multiwall paper sack, cloth
bag, knitting bag, laminated bag etc.
4.4 Wrapping type
Wrapping package is to cover the cargo with one layer or multi-layer of flexible material
and clench, and fix it with all kinds of strapping tapes. In accordance with wrapping material,
it may also be classified as cloth wrapping, gunnysack wrapping, mat wrapping, plastic
knitted cloth wrapping, paper wrapping etc.
4.7 Jar type
Jar package shall be packing container with narrow opening and large stomach; it is
usually in the forms of small screw mouth, with or without ear (handle), wide opening,
without screw mouth.
4.8 Partial packing and binding type
Partial packing and binding type is partial packing of winding, bundling, binding etc.
5 Technical Requirements
5.1 Box type
5.1.1 Wooden box
5.1.2 Corrugated box
5.1.2.1 Ordinary corrugated box
According to the contents, mass and purpose, it shall meet the requirements of GB/T
6543.
5.1.2.2 Heavy corrugated box
5.1.2.3 Calp box
According to the contents, mass and purpose, it shall meet the requirements of GB/T
6980.
5.2 Barrel type
5.2.1 Steel barrel
According to the contents, mass and purpose, it shall meet the requirements of GB/T 325,
GB 13252 and GB/T 17343.
5.2.2 Veneer (fiberboard) barrel
5.2.2.1 The veneers for barrel fabrication use shall not be less than 3 layers and the barrel
bottom and barrel cap shall adopt five layers of veneers without any degumming and bubbling.
The fiberboard shall be provided with good water resistance performance.
5.2.3 Cardboard barrel
5.2.3.1 The cardboard barrel is made of multiwall Kraft by sticking and pressing; its surface
layer shall be coated with protective layer of water resistance performance.
5.2.3.2 The barrel cap or barrel bottom may adopt identical material or five layers of
veneers; the barrel bottom and barrel body shall be combined with steel strip by hemming
compressing.
5.2.3.3 Sealing. shall be firmly hooped and pinned with biting cap.
5.2.3.4 Loading and transporting of gelatinoid with cardboard barrel shall be provided with
lining bags and the bag opening shall be tied up. The volume of the lining bag shall be larger
than the external packing barrel.
5.2.4 Pipa form wooden barrel
5.2.4.1 The board thickness for barrel shall not be less than 20mm.
5.2.5 Rigid plastic barrel
5.2.5.1 It is required to be without crack, leakage and aging phenomenon. Its mold shall be
convenient for stacking, loading and unloading and carrying.
5.2.5.2 The sealing is required to be tighten up with double-layer barrel cap; the contents
shall not be leaked.
5.2.5.3 According to the contents, mass and purpose, it shall meet the requirements of GB/T
13508.
5.2.5.4 Drop test shall be carried out below -18ºC and the stacking test temperature shall be
above 40ºC for 28d. The cargo shall not be used until the test is qualified. Container-unit
transportation shall be used as much as possible.
5.3 Bag type
5.3.1 Gunny bag
5.3.1.1 The openings of all kinds of packaging bags shall be folded and densely seamed
with uniform stitch length. The contents shall not be exposed, scattered or leaked. Tying the
opening by hand is not permissible.
5.3.2 Cloth bag
5.3.2.1 Cloth for bag shall adopt ordinary cotton cloth, canvas or plastic fabric cloth; the
cloth shall be mono-block without any split and hole; used cloth shall not be used.
5.3.2.2 Stitch density of cloth bag hemming place is 4 stitches/10mm~6 stitches/10mm; the
bag body shall not exhibit any split thread and crack.
5.3.2.3 The cloth bag opening shall be folding seamed with 5mm~8mm width of each side;
the bag opening shall be without any deckle-edge and split thread; tying the opening or
leaving the opening open is not permissible.
5.3.2.4 If the cargo is easy to be scattered and leaked such as particle cargo, it shall be
loaded and transported with tough and resilient stout lining bag; they shall be tightly sealed
before sacking in the cloth bag.
5.3.3 Paper bag
5.3.4 Knitting bags
5.3.4.1 Knitting bags shall adopt flat filament with smooth and neat appearance without
obvious burrs.
5.3.4.2 Before cutting the fabric bag into parts, hot melting and burning incision shall be
adopted so as to ensure that the cut place is molten adhered without raw edges.
5.3.4.3 The hemming and seaming of the bags usually adopt industrial or civil sewing
machine to suture; the distances from the suture to the side and the bottom shall be
8mm~12mm, and the folding of the bag opening without side shall not be larger than 10mm.
5.3.4.4 According to the contents, mass and purpose, it shall meet the requirements of GB/T
8946 and GB/T 8947.
5.3.4.5 Lining bags are required for loading and transporting powder and granular cargo.
5.3.5 Laminated bag
5.3.5.1 Laminated bag is the bag by hot pressing and combining paper, coating film,
polypropylene fabric cloth as a whole, and then cutting, compressing and sewing.
5.3.5.2 The bag shall be tailored by hot melting incision so as to ensure that the cut place is
molten adhered without raw edges.
6 Performance Test
6.1 Test purpose
To simulate or repeat all kinds of hazards which might be encountered by transport
packages in process of circulation and their capability to resist these hazards, or to perform
arbitration if accident happens.
6.2 Determination of test items
Performance test for cargo transport packages usually consists of stacking test and
vertical impact drop test.
6.3 Selection of test strength value
Select test strength value according to GB/T 4857 in accordance with transport modes
and circulation time etc. The strength value specified in test is the minimum requirement for
checking cargo transport packages strength.
6.4 Evaluation of test result
6.4.1 Evaluation principle of test results
After a series of tests, the transport packages shall ensure that its contents are intact and
the transport packages appearance shall be free from apparent defects and damages.
6.4.2 Evaluation of routine test result
6.4.2.1 Drop test
The package shall be free from any leakage and any damage that might affect
transportation safety; after dropping, the package without affecting its service and without
obvious damage shall be deemed as qualified.
