Notice on Publishing the National Standard of "Code for Design of
Electrical Measuring Device of Power System"
"Code for Design of Electrical Measuring Device of Power System" has been approved
as a national standard with a serial number of GB/T 50063-2008, and will be implemented
since November I, 2008. The original "Code for Design of Electrical Measuring Device of
Power System" GBJ 63-90 shall be abolished simultaneously.
Authorized by the Standard Rating Institute of the Ministry of Housing and Urban-Rural
Development, this Code is published and distributed by China Planning Press.

Foreword
According to the requirements of Document Jianbiao [2002] No. 85 issued by the
Ministry of Housing and Urban-Rural Development of the People 's Republic of China-
"Notice on Printing the Development and Revision Plan of National Engineering
Construction Standard in 200 I ~2002", this Code was revised based on the original national
standard "Code for Design of Electrical Measuring Device of Power System" GBJ 63-90 by
Southwest Power Design Institute of China Power Engineering Consulting Group Corporation
and together with the relevant organizations.
In the revision procedure, the code revision team carried out an extensive investigation,
conscientiously summed up the experience since the implementation of the original Code,
extensively solicited the views of relevant organizations nationwide, and finally , finalized
after examination.
This Code comprises I 0 chapters and 3 Appendixes, and the main contents include.
general provisions, terminologies and symbols, electronic measuring device, energy metering,
electrical measuring of DC converter station, measuring of computer supervisory control
system, electrical measuring transducer, electric current and potential transformer for
measuring, measuring small wiring and installation of devices.
The main revisory contents of this Code were. adjusted the scope of application of this
Code; increased new requirements for electrical measuring and energy metering after
adopting computer supervisory control system and integrated plant; increased electrical
measuring content of static compensated series compensating gear; increased public grid
harmonic monitoring content; increased electrical measuring content of DC converter station.
Ministry of Housing and Urban-Rural Development of the People's Republic of China is
in charge of the administration of this Code, Standardization Center of China Electricity
Council is responsible for the current supervisory work, and the Southwest Power Design
Institute of China Power Engineering Consulting Group Corporation is in charge of the
explanation of the specific technical contents. All relevant organizations are kindly requested
to sum up and accumulate your experiences in actual practices during the process of
implementing this Code. The relevant opinions and advice, whenever necessary, can be
posted or passed on to Southwest Power Design Institute of China Power Engineering
Consulting Group Corporation (Address. No. 18 Dongfeng Road, Chengdu City, Sichuan
Province, 610021, China), so as to be used as a reference for future revision.

1 General Provisions
1.0.1 This Code is formulated with a view to go through with national technical and
economic policy in the electrical measuring and energy metering device design process, so as
to achieve the accuracy and reliability, state-of-art technology and economic feasibility.
1.0.2 This Code is applicable to the design of steam turbine generator and gas turbine plant
with new-build or extended unit capacity of 25MW or above, hydraulic power plant
(including pumped-storage power generation plant) with unit capacity of 200kW or above,
conventionally insular part of nuclear power station, substation (distribution station) with AC
nominal voltage of 1 OkV or above, DC converter station electrical measuring and energy
metering devices with DC nominal voltage of 1 OOkV or above.
1.0.3 The design of electrical measuring and energy metering device shall not only comply
with those specified in this Code, but shall also comply with relevant national current
standards and codes.
2 Terminologies and Symbols
2.1 Terminologies
2.1.1 Electrical measuring
Measuring the electrical real time parameters with electrical method.
2.1.2 Energy metering
Metering the energy parameters.
2.1.3 General electrical measuring meter
The meter for frequent measuring, optional measunng and record of electrical
operational parameters of power system circuit.
2.1.4 Pointer-type meter
Meter indicating the measured value according to the relationship between the pointer
and the marking scale.
2.1.5 Digital-type meter
Meter for direct indicating the measured value by figure on the monitor.
2.1.6 Energy meter
Instrument for metering the active (reactive) energy data.
2.1.7 Impulse energy meter
The combination of energy measuring parts and pulsing device.
2.1.8 Multifunction energy meter
The energy meter composed of measuring units and data processing units, in addition to
metering the one-way or two-way active (reactive) energy, it is also characterized by time-
divided and direction-divided functions, moreover, it can also show, store and output data.
2.1.9 Voltage loss time counter
The specific instrument for integrating and displaying the voltage circuit loss time of
energy meter.
2.1.10 Energy tariff point
Metering point for energy settlement between power generation enterprises and power
grid business enterprise.
2.1.11 Electrical measuring transducers
The equipments for converting the measured value to DC current, DC voltage or digital
signal.
2.1.12 Calibration value for transducers
The quantitative value is obtained by changing the nominal value of the transducer
through adjustment according to the specific requirements of the user.
2.1.13 Measuring instrument accuracy class
Measuring instrument and (or) accessories' class meeting certain metering requirements
for aiming at ensuring the allowable deviation and change amount within the specified limit.
2.1.14 Measuring instrument intrinsic error
The error of instruments and (or) accessories at reference condition.
2.1.15 Total measuring error
Refers to the resultant error resulted from the measuring instrument, mutual inductor and
the measuring secondary circuit.

Equipments for energy parameters metering at the energy tariff point, including various
energy meters, voltage for metering, current transformer and its secondary circ...
