1 Scope
This standard specifies the general requirements for security and protection
system of electric vehicle charging/battery swap infrastructure in urban public
facilities, as well as the relevant requirements for the management and
maintenance of charging stations, battery swap stations, dispersal charging
facilities.
This standard is applicable to the construction of security and protection
systems such as video security monitoring, intrusion alarm, access control for
the newly built, reconstructed, expanded electric vehicle charging/battery swap
infrastructure in urban public facilities.

Supervisory and control center
The central control unit of the security system, wherein the security
management system receives and processes the alarm information and
status information sent by each subsystem, meanwhile sends the processed
alarm information and monitoring instructions to the alarm receiving center
and related subsystems respectively.
4 General requirements
4.1 Basic requirements
4.1.1 The security and protection system should be synchronously designed
and constructed but independently accepted with the charging and swap
facilities.
4.1.2 Electric vehicle charging and swap facilities shall be equipped with
security and protection system according to the specific requirements of
charging station, battery swap station, dispersal charging facilities.
4.1.3 The design of security and protection system shall follow the principles of
security, stability, expandability, advanced technology, economical rationality,
practicality and reliability, fully consider the characteristics of the charging and
swap facilities and the importance of the protective objects, adopt
corresponding protective measures, to build security and protection system.
4.1.4 The security technical indicators of the equipment and materials used in
the security and protection system shall comply with the security performance
requirements stipulated in GB 16796 and related product standards.
4.1.5 The security and protection system includes video security monitoring
system, intrusion alarm system, access control system, which meets the
relevant requirements of GB 50348.
4.1.6 The security and protection system shall realize the unified management
of the video security monitoring system, the intrusion alarm system, the access
control system. Each system shall be able to achieve linkage and operate
independently. Failure of one system shall not affect the normal operation of
other systems.
4.1.7 The security and protection system shall select the system and equipment
with open communication protocol and interface, have good compatibility, can
be integrated with the higher-level management organization, to realize remote
centralized monitoring and management.
4.1.8 The security and protection system shall accept the time calibration of the
security monitoring system, the access control system, and so on.
4.2.2.4 The intrusion alarm system shall be capable of arming/disarming in
zones or independently.
4.2.2.5 The alarm signal sent shall be transmitted to the monitoring center. The
alarm response time of the system shall not exceed 2 s.
4.2.2.6 The sound and light alarm shall be installed in a conspicuous place.
When the intrusion detector is triggered, the sound and light alarm shall issue
sound and light alarm. The indoor alarm sound pressure shall not be less than
80 dB, the outdoor alarm sound pressure shall not be less than 100 dB. The
duration shall not be less than 2 min.
4.2.2.7 It shall be able to print alarm reports (including when, where, etc. the
alarm occurred as well as the alarm type).
4.2.2.8 The emergency alarm device shall be concealed, easy to operate and
clearly marked.
4.2.2.9 The system arming, disarming, alarming, and fault light information shall
be stored for not less than 30 days and can be transferred to other storage
media and output for printing.
4.2.3 Access control system
4.2.3.1 Conditional charging/battery swap facilities may be installed with access
control systems, which shall comply with the relevant requirements of GB
50396.
4.2.3.2 The access control system includes functions such as storage,
automatic acquisition, uninterrupted shooting, visual recognition, capture,
access control identification, anti-smashing induction, voice broadcast.
4.2.3.3 The access control system is capable of storing at least 30 days of
vehicle information records. When the maximum storage capacity is exceeded,
it automatically overwrites vehicle information and pictures.
4.2.3.4 The access control system can accurately capture and record the traffic
information of the passing vehicle. The recorded vehicle information includes
information such as date, time (accurate to second), location, direction, license
plate, color, etc. in addition to image information.
5 Charging station
5.1 Protection objects
7 Dispersal charging facilities
7.1 Video surveillance, intrusion alarm, access control of dispersal charging
facilities shall make full use of the existing security and protection system in the
area.
7.2 The video security monitoring system shall cover the relevant areas of the
dispersal charging facilities. The protection requirements should refer to the
requirements of 5.2.2.1, 5.2.2.2, 5.2.2.4.
7.3 Dispersal charging facilities should be equipped with an intrusion alarm
system, to provide an alarm message for the intrusion of power distribution
facilities and charging facilities.
7.4 Dispersal charging facilities which may be equipped with other security and
protection devices shall be installed according to their own needs.
8 Management and maintenance requirements
8.1 Personnel requirements
8.1.1 The security and protection system shall be equipped with appropriate
management and maintenance personnel.
8.1.2 Management and maintenance personnel shall have the corresponding
qualifications and be proficient in the knowledge and skills of the operation and
maintenance of the security and protection system.
8.1.3 Management and maintenance personnel shall be qualified after training.
8.2 System requirements
8.2.1 It shall clearly define a responsible person, establish and improve a
security protection system such as safe operation procedures, daily inspections,
special inspections.
8.2.2 It shall establish the emergency response plans for emergencies.
8.3 Operation/maintenance requirements
8.3.1 The system shall be inspected, overhauled, maintained, and serviced
regularly to maintain a good operating state of the system and make relevant
records.
8.3.2 It shall disclose the key security protection systems, operating procedures,
related operational regulations.
