Baby carriers
1 Scope
This standard specifies the requirements, inspection methods, instructions for
use, inspection rules, as well as the technical features such as packaging,
transportation and storage of baby carriers.
This standard is applicable to the carrier products which are used for baby
(aged for 4 months and above) whose head has a certain upright support force
and can be attached vertically to the trunk of an adult body.

4.3.6 Dynamic load bearing
When tested according to 5.3.5, all the length-adjustable parts of the carriers
for fixing baby and restraining adults, such as shoulder straps, waist belts, etc.,
shall have a maximum slip not more than 20 mm after 90 vibrations. After 1000
vibrations, the carriers shall not have such issues as broken or peeled-off fixing
parts, joint separation, etc., which may affect the safety of baby and young
children.
4.4 Overall burning performance of carrier
The overall burning performance of the carrier is tested according to 5.4. The
flame spread rate shall be less than or equal to 30 mm/s. When the flame
spread rate is less than 10 mm/s, it means that the carrier can be used normally;
when the flame spread rate is between 10 mm/s and 30 mm/s, it shall provide
warning on the carrier or its packaging that “Warning. Keep away from fire”;
when the flame spread rate is greater than 30 mm/s, the burning performance
of the carrier is unqualified and it is prohibited for use.
4.5 Inspection of needle
The carrier needs to be subjected to the needle-inspection procedures before
exit-factory. It is not allowed to leave sharp objects such as metal needles on
the product.
5 Test methods
5.1 Appearance quality
Appearance inspection is generally performed in artificial lighting, the
illumination is not less than 600 lx. Where conditions permit, it may also be
illuminated by north sky light.
5.2 Materials
5.2.1 Textile fabrics
5.2.1.1 For the textile fabric on the carrier, its formaldehyde content, pH, odor,
decomposable carcinogenic aromatic amine dye, color fastness are tested
according to the provisions on baby products in GB/T 21294-2014.
5.2.1.2 For the carriers which have coatings and the paint-printed fabrics, the
contents of total lead and total cadmium in the heavy metal are tested according
to the provisions of GB/T 30157, the content of migratory elements shall be
tested according to the provisions of GB 6675.4-2014, the phthalate content is
tested according to the provisions of GB/T 20388.
Fix the parts in a reasonable test position. Use the torque test fixture to
clamp the tested item. Use a torque meter or a torque wrench to clockwise
apply a torque of 0.45 N • m ± 0.02 N • mm to.
1) The torque which does not reach requirements, but the tested item has
turned 180° from the original position;
2) The torque which has reached the requirements.
Apply the maximum turning or the maximum required torque within 5 s.
Hold for 10 s. Remove the torque, to let the tested part return back to the
relaxed state. Repeat the above test process counterclockwise.
b) Test method of tensile force
The tensile test shall be done on the same part which has been subjected
to torque test.
The use of test-specific fixtures shall not affect the complete structure of
the parts. The loading device shall be a dynamometer which has an
accuracy of ±2 N or other suitable measuring instrument. Use a suitable
fixture to secure the part in a suitable position.
Within 5 s, parallel to the main axis of the tested part, uniformly apply a
force of 90 N ± 2 N, hold for 10 s.
Remove the tension fixture. Install another clamp suitable for the vertical
main axis test to apply the tensile load.
Within 5 s, perpendicular to the main axis of the tested part, uniformly
apply a force of 90 N ± 2 N. Hold for 10 s.
5.3.4 Restraint system for fixing baby and accessory systems for
restraining adults
Place the specimen flatly on the test bench. Use a steel ruler which has an
indexing value of 0.5 mm to make measurement. Align the “0” point of the ruler
to the edge of the belt and make it be perpendicular to the edge. Read out the
width, accurate to 0.5 mm. Make three measurements for each of lap belt,
shoulder strap, waist belt of the specimen. Take the arithmetic mean as the
width of this part.
5.3.5 Dynamic load test
Perform the dynamic load test for baby carrier. The steps are as follows.
a) Install the carrier onto a test torso, as shown in Figure 2.

within 5 min after removal from the pretreatment environment.
b) Test flame
The test flame shall be supplied by a burner which complies with the
requirements of GB/T 5456. The burner uses suitable butane or propane
gas. Place the burner vertically. The flame height from the burner’s nozzle
to the top of the flame shall be 20 mm ± 2 mm.
c) Test of carrier
The carrier shall be fully assembled in the simulated state of the test during
test. The carrier is vertically placed through the should strap which
restrains adult. Before the test, the burner shall be preheated for 2 min.
Place the burner vertically. The distance from the burner’s nozzle to the
carrier is 5 mm ± 2 mm. Use the test flame of 20 mm ± 2 mm height to
contact the bottom edge of the carrier for 5 s.
After removing the flame, determine the time required for the flame to
spread over the surface of the carrier from the point of contact to the length
of damage of the burning zone.
5.5 Inspection of needle
The detection of broken needle residues on the carrier shall be tested according
to the provisions of GB/T 24121.
6 Instructions for use
6.1 Basic content
The carrier product, packaging, label, or instruction for use shall be marked of
the following information.
- The name of product;
- The name and address of the manufacturer;
- The implemented product standard number;
- The main raw materials of the carrier;
- Safety category (shall comply with the provisions of GB 31701);
- The range of weight of baby which can be withstood by the carrier;
- Safety warning;
a) The instructions for the correct installation and adjustment of the carrier
based on the size of the baby;
b) The instructions for attaching the carrier to an adult;
c) If applicable, the instructions for using the head support member;
d) If applicable, the instructions for multiple functions of the front wearing,
back wearing, inclined wearing of the carrier corresponding to the facing
direction of baby.
7 Inspection rules
7.1 Group-batch
The products of the same type and the same specification which are
manufactured by the use of the same type of raw materials and the same
production process form an inspection batch.
7.2 Sampling provisions
The sampling quantity for the inspection of appearance quality is based on the
batch number of the product.
Sampling inspection for 10 products out of less than 500 (including 500)
products.
Sampling inspection for 20 products of 500 ~ 1000 (including 1000) products.
Sampling inspection for 30 products of more than 1000 products.
The sampling quantity for the inspection of other performances shall be at least
2 based on items.
7.3 Qualification judgment
7.3.1 Judgement of single piece (sample)
If the appearance quality has not more than 3 defects, the product is judged as
qualified. If the product has a defect that affects the function of use, the product
is judged as unqualified.
If one or more of the other performances are unqualified, the product is judged
as unqualified.
