Foreword
All technical contents in this Standard are compulsory.
This Standard is implemented from June 1, 2016, and the transitional period will last
for 2 years. Namely, the products produced before June 1, 2016 and meeting the
requirements in relevant standards are permitted to be sold on the market until May
31, 2018.
This Standard was drafted according to the rules given in GB/T 1.1-2009.
This Standard was proposed by China National Textile and Apparel Council.
This Standard shall be under the jurisdiction of National Technical Committee on
Textile of Standardization Administration of China (SAC/TC 209) and National
Technical Committee on Clothes of Standardization Administration of China (SAC/TC
219).

Safety Technical Code for Infants and
Children Textile Products
1 Scope
This Standard specifies the safety technical requirements, test methods and
inspection rules for infants and children textile products.
This Standard is applicable to the infants and children textile products sold in China.
Note. Those products such as fabric plush toys, fabric handicraft, single-use sanitary products,
bags, suitcases, handbags, knapsacks, umbrellas, carpets and professional sport-wear are
not covered by this Standard.

3 Terms and Definitions
For the purpose of this document, the following terms and definitions apply.
3.1 Textile products
The products with natural fiber and chemical fiber as principal raw materials and made
by spinning, weaving, dying and other processing techniques or then be sewed and
composited, etc., such as yarn, fabric and their finished products.

3.2 Textile products for infants
The textile products for children at the age of 36 months or below to wear or use.

Note. Generally the textile products worn or used by infants of 100cm or below in height may
serve as the textile products for infants.
3.3 Textile products for children
The textile products for children at the age of over 3 years old and under 14 years old
to wear or use.
3.4 Textile products with direct contact to skin
The textile products that most part of the products directly contacts to skin when worn
or used.
3.5 Textile products without direct contact to skin
The textile products that do not directly contract to skin or only a small part directly
contracts to skin when worn or used.

3.6 Attached components
The components for connecting, decorating and labeling, etc. in textile products.
4 Requirements
4.1 General rules
4.1.1 Safety technical requirements of infants and children textile products are
classified into class A, Class B and class C.
4.1.2 The textile products for infants shall comply with the requirements of Class A;
the textile products for children with direct contact to skin shall at least meet the
requirements of Class B; the textile products for children without direct contact to skin
shall at least meet the requirements of Class C.
4.1.3 Infants and children textile products shall meet the requirements of GB 18401
and the final products shall also meet the requirements of 4.2 ~ 4.5.
4.1.4 The textile products for infants shall indicate the serial number of this Standard
and "products for infants" in instruction. The textile products for children shall indicate
the serial number of this Standard and the coincidental class of safety technical
requirements (e.g. GB 31701 Class A, GB 31701 Class B or GB 31701 Class C) in
instructions. One class shall be indicated for each product.
4.2 Requirements for textile
Fabrics, linings and fabrics for attached components of infants and children textile
products shall meet the requirements of corresponding safety technical classes in GB
18401 and Table 1.
4.3 Requirements for filler
Fiber and down and feather fillers adopted in infants and children textile products shall
meet the requirements of the corresponding safety technical classes in GB 18401;
down and feather fillers shall meet the requirements of microbe technology indexes in
GB/T 17685.
4.4 Requirements for attached components
4.5 Other requirements
4.5.1 Cultrate matters like metal needle shall not be used in the packaging of infants
and children textile products.
4.5.2 Cultrate matters like metal needle shall not be left over in the packaging of
infants and children textile products.
4.5.3 The permanent label sewed in the formfitting clothing for infants shall be
placed at the position which does not directly contact skin.
5 Test methods
5.1 The colour fastness to wet crocking is determined according to GB/T 3920.
5.2 The total lead and total cadmium in heavy metal are determined according to
GB/T 30157.
5.3 The phthalates content is determined according to GB/T 20388.
5.4 The combustion performance is determined according to GB/T 14644.
5.5 The stretching resistance of attached components is determined according to Appendix A.
5.6 The keenness of the sharp points and edges of attached components is
measured according to GB/T 31702.
5.7 The length of drawstrings, cords and rope loops are measured with steel ruler or
steel tape when stretching in natural state, record to 1mm.
6 Inspection Rules
6.1 Randomly take representative samples from each batch of products according to
variety; take one sample from each variety according to different colours; the size and
quantity of sample shall conform to the test requirements.
6.2 Place the extracted sample in seal without any treatment.
6.4 Batch sample evaluation. if all the extracted samples are qualified, this batch of
products is judged as conforming to this Standard. If unqualified sample exists, the
products of this class or colour represented by this sample are judged as unqualified.
Appendix A (Normative)
Test Methods for the Stretching Resistance of Attached
A.1 Principle
Hold the attached components and main body with upper and lower clamps, stretch to
the fixed load for a certain duration, and measure whether the attached components
are separated from main body or become loose.
For the attached components with the maximum size ≤ 3 mm, or cannot be held (the
attached components are deformed or damaged at holding), the change of the
components after washing is measured.
A.2 Equipment
A.2.1 Gripper. be able to hold all kinds of attached components.
A.2.2 Stretching tester. shall be able to stretch at fixed load, with the precision of ±1 N.
A.2.3 Washing machine. meet the requirements of Type-A washing machine in GB/T 8629.
A.3 Sample
Humidify the product to balance in standard atmosphere, where the temperature is
20Ԩ±2Ԩ and the relative humidity is 65%±4%, and test under this temperature and
humidity.
A.4 Procedures
A.4.1 Stretching resistance test
A.4.1.1 Choose proper gripper and install on the stretching tester; choose and set
the stretch fixed load value as 70N or 50N according to the attached component size
and requirements in Table 2.
