Safety technical specification for electric bicycle
1 Scope
This Standard specified the major technical requirements and corresponding test
methods for the complete bicycle safety, mechanical safety, electrical safety, fire
resistance property, radio disturbance characteristics and instructions for use of
electric bicycles.
This Standard applies to electric bicycles.

The dimensional limits on electric bicycle shall comply with the following requirements.
a) the complete bicycle height is less than or equal to 1,100 mm; the bicycle width
(except the handlebar and pedal parts) less than or equal to 450 mm; the center
distance between front and rear wheels less than or equal to 1,250 mm; the
saddle height greater than or equal to 635 mm;
b) the length of saddle is less than or equal to 350 mm;
c) the maximum width of the flat part of the clothes rack over the rear wheel is less
than or equal to 175 mm.
6.1.6 Construction
6.1.6.1 Pedal clearance
The pedal clearance of electric bicycle shall be as specified in 11.2 of GB 3565-2005.
6.1.6.2 Protrusion
The protrusion of electric bicycle shall be as specified in 4.2 of GB 3565-2005.
6.1.6.3 Collision prevention
The motionless parts of electric bicycle shall not collide with moving parts.
6.1.7 Speed prompt tone
Electric bicycle shall have a speed prompt tone, which shall comply with the following
requirements.
a) it will give a continuous prompt tone when the riding speed achieves 15 km/h;
b) the sound pressure range of prompt tone is 55 dB(A) ~ 62 dB(A).
NOTE. Bicycle bell tone is recommended to be used as the speed prompt tone. The cycle of a
single sound production can be 3 s; the time of a single sound production can be about 700 ms.
6.1.8 Water pouring and wading property
Carry out test in accordance with the water pouring and wading test method specified
in 7.2.8. After test, electric bicycle shall be capable of riding normally, all electrical
components function normally, and the insulation resistance shall be greater than or
equal to 1 MΩ.
6.2 Mechanical safety
6.2.1 Frame/front fork assembly
6.3.2.1 Braking power-off function
When electric bicycle of the electric drive mode, its electrical control system shall have
the function to power off the motor.
6.3.2.2 Overcurrent protection function
The electrical control system of electric bicycle shall have the overcurrent protection
function.
6.3.2.3 Anti-loss-of-control function
The electrical control system of electric bicycle shall have the anti-loss-of-control
function.
6.3.3 Motor rated continuous output power
The motor rated continuous output power of electric bicycle shall be less than or equal
to 400 W.
6.3.4 Chargers and storage batteries
6.3.4.1 Chargers
The chargers of electric bicycle shall comply with the following requirements.
a) under abnormal working conditions, the chargers have the protection function
and there is no damage in the chargers in case of any reverse or short-circuit of
their output wires;
b) the chargers have the anti-electric shock protection function, whose construction
and enclosure shall have sufficient protection for the easily accessible and live
parts, except the chargers whose peak AC voltage and DC voltage are less than
or equal to 42.4 V.
6.3.4.2 Maximum output voltage of storage batteries
The maximum output voltage of storage batteries of electric bicycles shall be less than
or equal to 60 V.
6.3.4.3 Tamper-proofing of storage batteries
The tamper-proofing of storage batteries of electric bicycle shall comply with the
following requirements.
a) storage batteries are fixed in the battery pack box. Storage batteries shall be well
matched with battery pack box. Battery pack boxes are well matched with the
mounting location of battery pack box to prevent alteration of battery capacity or
The radio disturbance characteristics shall be as specified in GB 14023.
6.7 Instructions for use
Each electric bicycle shall be accompanied by instructions for use in delivery and sales.
The compilation of the instructions for use shall be as specified in GB/T 5296.1, at least
including the safety-related content as follows.
a) it is indicated on the cover of the instructions for use that user shall not use
electric bicycle before reading the instructions for use carefully and knowing
about the properties of electric bicycle, and the instructions for use shall be kept
properly by user;
b) it prompts user to abide by the traffic laws and regulations and pay attention to
traffic safety, e.g..
1) it is forbidden for people under the age of 16 to ride an electric bicycle on road;
2) electric bicycle shall be ridden in the bicycle lane with the maximum speed not
exceeding 15 km/h. On a road without a bicycle lane, it shall be ridden on the
right side of the road;
3) it shall warn that electric bicycle shall not be borrowed to those who are unable
to ride to prevent hazards;
4) electric bicycle shall carry passengers or goods as provided by law;
5) it is suggested that a helmet should be worn during the ride;
6) during the ride on a rainy or snowy day, the braking distance will increase, so
the speed should be lowered for safety. During severe weather like storm, trip
should be avoided as much as possible.
c) it prompts user to pay attention to the use safety of electric bicycle, e.g..
1) electric bicycle should not be parked in building hallways, emergency
staircases, passageways or emergency exits;
2) electric bicycle should not be charged or parked in residential buildings. It shall
be kept away from combustibles during charging. The charging time should
not be too long;
3) the correct use and maintenance methods for storage batteries. Waste
storage batteries shall not be disassembled randomly, which shall be recycled
by a professional department;
4) the safe use methods and warnings of chargers. During the replacement of
7.2.1.1 Test conditions
The test conditions are as follows.
a) road test environment. temperature - 5°C ~ 35°C; air speed not greater than 3
m/s; test shall be carried out other than in the rainy or snowy weather;
b) test pavement. flat bituminous or concrete pavement, which shall be solid without
soft dust or gravel. The minimum frictional coefficient between dry pavement and
tires shall be 0.5;
c) speed measurement equipment. accuracy ± 2%, resolution 0.1 km/h;
d) the mass of the rider shall be 75 kg and add weight to 75 kg if less than 75 kg;
e) the test bicycle is a fully assembled electric bicycle;
f) the types shall be inflated to the maximum recommended pressure marked on
the cover tire, with the pressure deviation ± 10 kPa.
7.2.1.2 Test method
The test method is as follows.
a) on the test bicycle, mount a road tester to test speed and riding current;
b) electric drive speed limit testing. accelerate the test bicycle from rest, maintain
the speed regulation shifter at the maximum openness, accelerate the test
bicycle to the maximum speed and maintain it, pass through the 2 m testing
section, record the speed value passing through the testing section and take the
mean value;
c) electric aid speed limit testing. place the test bicycle driving wheel in contact with
the drum, and connect the circuits from the output end of batteries to the ampere
meter in series; use the electric aid function to regulate the driving wheel of the
test bicycle to 25 km/h; record the working current at this time to see whether it
is less than or equal to the current when there is no torque output on the driving
wheel.
7.2.1.3 Tamper-proofing
Tamper-proofing inspection can be carried out using the following method, but it is not
limited to the following method.
a) check all parts of the test bicycle whether there is any speed-limiting device with
which tampering can be done, e.g.. it is determined by insertion-withdrawal of
connectors, cutting off residual lines and using other methods;
area can be drawn with the four corners of the rectangle 3 m at least from the
outer contour (not including handlebar) of the test bicycle. Within the range,
there shall be no barrier which affect the reading of the sound level meter. The
distance from the sound level meter microphone to the road edge shall not be
less than 1 m;
2) during testing, there shall be no other people in the testing area except the
testing personnel and the rider. The locations of the testing personnel and the
rider shall not affect the reading of the instruments;
3) testing shall be carried out when there is no rain or snow and the air speed is
not greater than 3 m/s. During testing, exclude the effects of gusts on the
reading of the sound level meter;
4) during testing, the background noise (A weighted sound pressure level) shall
be at least 10 dB(A) lower than the sound pressure level of the prompt tone
of the test bicycle;
b) Test method.
1) acoustic measuring instrument. the measurement of sound pressure level
shall be carried out using the first accuracy class sound level meter;
2) place the test bicycle in the testing site to make the driving wheel apart from
the ground, and place respectively a sound level meter 2 m from the center
of the bicycle body and perpendicular to its body on both sides of it, at a height
of 1.2 m;
3) turn on the circuit and adjust the speed to prompt tone, read out the maximum
readings of the sound level meter respectively, and calculate the mean value
of the readings on both sides of the sound level meter (rounded off to the
integer).
7.2.8 Water pouring and wading property
7.2.8.1 Water pouring
Water pouring test shall be carried out as follows.
a) place the test bicycle vertical to the supporting surface with the driving wheel
apart from the ground, and turn on the circuit before test;
b) use the sprayer as specified in IPX3 of GB/T 4208-2017 to spray water (tap water)
to the test bicycle in an all-round way at the flow rate 10 L/min ± 0.5 L/min for 10
min.
After water pouring test, carry out the wading test within 5 min (see 7.2.8.2).
for test. If this will affect the normal process of test, the storage batteries can be
removed by adding weight accordingly at the corresponding location.
If the frame has a shock absorbing front fork, the front fork of the assembly shall be in
a free length under no load during test. If the shock absorbing spring can be locked,
then lock it in a length under no load. For the frame equipped with a rear shock
absorbing device, the shock absorbing device shall be fastened as if one rider of 75
kg in mass is sitting on the test bicycle. If the locking of the shock absorbing device is
not allowed, then a solid connection of the same size can be used to replace the spring
and shock absorber, and the connection methods for both ends shall be the same as
that for the spring and shock absorber.
7.3.2 Handlebar stand tube and seat post
7.3.2.1 Handlebar stand tube safety line
Observe to check whether the handlebar stand tube has a safety line mark or device
and measure the location of the safety line.
7.3.2.2 Bending strength of handlebar stand tube
Carry out test as specified in 26.1.2 of GB 3565-2005.
7.3.2.3 Seat post safety line
Observe to check whether the seat post has a safety line mark and measure the
location of the safety line.
7.3.3 Reflectors, lighting and honking devices
7.3.3.1 Reflectors
Observe to check whether reflectors are installed on the test bicycle as specified. The
optical requirements for reflectors shall be measured as specified in GB/T 31887.
7.3.3.2 Lighting
Observe to check whether front light and rear light are installed for the test bicycle. The
luminance value shall be tested as specified in GB/T 22791.
7.3.3.3 Honking device
Observe to check whether a honking device is installed on the test bicycle and check
whether the honking device is effective.
The requirements for sound level meter, measuring site, weather and background
noise are as in 7.2.7.2. Place the sound level meter microphone right ahead 2 m from
operation condition of the chargers, put the output wire of the chargers in a short
circuit before cancelling the short circuit after 15 s, and the chargers shall not be
damaged.
b) anti-electric shock protection.
1) use a gentle force to apply to the test probe of type B as specified in GB/T
16842-2016, place the utensil in any possible position, insert the probe to any
allowable depth through the openings, and rotate or bend the probe before,
during and after insertion into any position. If it is impossible to insert the probe
into an opening, then apply force to 20 N to the probe in the vertical direction;
if then the probe can insert into the opening, the test needs to be repeated
with the test probe in a certain angle. The test probe shall not be capable of
touching any live parts.
2) use a gentle force to apply to the test probe no. 13 as specified in GB/T 16842-
2016 pass through the openings of class II utensils or class II structures. The
test probe shall not be capable of touching any live parts.
7.4.4.2 Maximum output voltage of storage batteries
After the storage batteries are fully charged and place aside for 2 h, use a DC voltmeter
to measure the voltage.
7.4.4.3 Tamper-proofing of storage batteries
Observe to check the matching performance of storage batteries and check whether
extendable bicycle-mounted battery interfaces are reserved.
Use a length measuring tool to measure the maximum clearance between the storage
batteries and the wall of the battery pack box.
7.5 Fire resistance test
Carry out test as specified in GB/T 5169.11.
NOTE. The fire resistance test can be replaced with the burning category certification materials.
7.6 Fire retardation test
The solid non-metallic materials specified in 6.5 a) ~ d) shall be tested as specified in
GB/T 5169.16. Other decorative solid non-metallic materials except those specified in
6.5 a) ~ d) shall be tested as specified in Clause 4 of GB 8410-2006.
NOTE. The fire retardation test can be replaced with the burning category certification materials.
7.7 Radio disturbance characteristic test
