This standard was drafted in accordance with the rules given in GB/T 1.1-2009. This standard is a combined revision of QB/T 1975-2004 "Hair conditioner" and QB/T 2835-2006 "Leave on hair conditioner". The main changes are as follows. - ADD GB/T 22731 normative references - MODIFY the cited documents to be “Measures for the Supervision and Administration of Measurement of Quantitative Packaging Commodities - - State Administration of Quality Supervision, Inspection and Quarantine - - Order No.75” and “Hygienic specifications for cosmetics”; - ADD the product classification; - MODIFY the cold resistance temperature; - MODIFY the pH range of rinse-off hair conditioner; - MODIFY the pH test method of leave-on hair conditioner; - ADD the requirements for methanol in leave-on hair conditioner. This standard was proposed by the China National Light Industry Council. This standard shall be under the jurisdiction of the National Technical Committee for Standardization of Spices, Fragrances and Cosmetics (SAC/TC 257). Drafting organizations of this standard. This standard specifies the classification, requirements, test methods, inspection rules and signs, packaging, transportation, storage, shelf life of hair conditioner. This standard applies to emulsion or cream hair care products formulated with antistatic agents, softeners, various hair care agents, for the purposes of protecting hair, making hair shiny and easy to comb.2 Normative references

It can be divided into rinse-off hair conditioner and leave-on conditioner according to the formula composition and usage.4 Requirements
4.1 Raw materials The raw materials used shall meet the requirements of the “Hygienic specifications for cosmetics”. The fragrance used shall meet the requirements of GB/T 22731. 4.2 Sensory, physical-chemical and hygienic indicators Sensory, physical-chemical and hygienic indicators shall meet the requirements of Table 1. 4.3 Net content It shall comply with the provisions of the “Measures for the Supervision and Administration of Measurement of Quantitative Packaging Commodities -- State Administration of Quality Supervision, Inspection and Quarantine -- Order No.75".5 Test method
5.1 Sensory 5.1.1 Appearance Take sample and observe it visually at room temperature without exposure in direct sunlight. 5.2 Physical-chemical 5.2.1 pH It is determined according to the method of GB/T 13531.1 (dilution method). 5.2.2 Total solid content 5.2.2.2 Operation procedures Weigh 2 g of the sample in a flat-shaped weighing bottle which had been dried to constant weight (accurate to 0.0001 g). Dry it in a 105°C blast air oven for 3 h. Take it out. Put it into a dryer to cool it to room temperature. Use the analytical balance to weigh its mass (accurate to 0.0001 g). 5.2.2.3 Representation of results Total solid content X is calculated according to the formula (1). 5.2.3 Heat-resistance 5.2.3.1 Instruments 5.2.3.1.1 Constant temperature incubator. Temperature control accuracy is ±1°C. 5.2.3.1.2 Test tube with stopper. Φ 20 mm x 120 mm. 5.2.4 Cold-resistance 5.2.4.1 Instrument 5.2.4.1.1 Refrigerator. Temperature control accuracy is ± 2°C; 5.2.4.1.2 Test tube with stopper. Φ 20 mm x 120 mm. 5.3 Hygienic It is tested in accordance with the method as specified in “Hygienic specifications for cosmetics”. 5.4 Net content It is determined in accordance with the method as specified in JJF 1070. 5.5 Package appearance It is tested in accordance with the requirements of QB/T 1685.6 Inspection rules

7.1 Marking for sales package It is performed in accordance with GB 5296.3. 7.2 Packaging It is performed in accordance with QB/T 1685. 7.4 Storage It shall be stored in a warehouse that is ventilated and dry at a temperature not higher than 38°C and equipped with corresponding firefighting facilities. It shall be kept away from water source, fire, or heating source. 7.5 Shelf life Under the transportation and storage conditions in compliance with the requirements, if the product is packaged completely and unpacked, the shelf life shall be carried out according to the indications on the sales package.
