This document was drafted in accordance with the rules provided in GB/T 1.1-2020 Directives for Standardization - Part 1.Rules for the Structure and Drafting of Standardizing Documents. This document serves as a replacement for GB/T 31086-2014 Requirements and Ability Evaluation Indicator of Cold Chain Services for Logistics Enterprises. This document specifies the basic requirements, capability level classification, and evaluation indicators for the cold chain logistics service capabilities of logistics enterprises. This document applies to the evaluation of the cold chain logistics service capabilities of logistics enterprises.2 Normative References

The terms and definitions defined in GB/T 18354 and the following are applicable to this document. 3.1 cold chain A logistics technology and organizational system that maintains goods under the temperature environment required to preserve their quality throughout the process from production to consumption, based on their characteristics. [source. GB/T 18354-2021, 5.11, modified] 3.2 cold chain logistics services The process of implementing cold chain logistics activities to meet the demands of clients. NOTE. cold chain services offered by logistics companies are categorized into cold chain logistics transportation services (primarily providing transportation and delivery services), cold chain logistics warehousing services (primarily providing warehousing services), and comprehensive cold chain logistics services (providing multiple cold chain logistics services).4 Basic Requirements
4.1 Logistics enterprises shall establish and implement a cold chain service management system. 4.2 They shall formulate safety production management regulations, develop emergency plans and conduct regular drills. 4.3 The practitioners shall possess the knowledge and capabilities to provide cold chain logistics services to clients and receive regular training; those in certification-related positions shall hold the required certifications. 4.4 There shall be facilities and equipment that meet the clients’ requirements. The cold store design shall comply with the requirements of GB 50072, and the technical requirements for the main transport vehicles shall comply with the provisions of GB 29753, GB/T 5338.2, JT/T 1172.2 and TB/T 3562. 4.5 There shall be an information-based system for monitoring and querying the status of the cold chain logistics service process. 4.6 Corresponding services shall be provided to the clients in accordance with the cold chain logistics service contract, and the operation specifications and service quality shall meet the clients’ demands.5 Capability Level Classification
5.1 The cold chain service capability levels of logistics enterprises are classified into one-star to five-star, with five-star being the highest level. 5.2 Different capability levels of cold chain services provided by logistics enterprises shall meet the basic requirements of Chapter 4 and respectively meet the indicator requirements of the corresponding capability levels in Table 1, Table 2 and Table 3.6 Evaluation Indicators
