1 Scope
This Part of GB 6675 specifies the basic safety requirements and their implementation
and supervision, legal responsibilities, etc. for toys. The basic safety requirements
include the mechanical and physical properties, flammability properties, chemical
properties, electrical properties, hygienic requirements, radiance properties and
labelling requirements.
This Part applies to toys intended for use by children under 14 years of age. It also
applies to products intended for use by children under 14 years of age which are not
specially designed for play but have the function for play.
This Standard applies to toys intended for sales and use within the territory of China
(including trial and complimentary toys).
This Part does not apply to the toys as follows.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1 toy
all products and materials which are designed or intended for use by children under
14 years of age in play
3.2 aquatic toy
article, whether inflatable or not, intended to bear the mass of a child and used as an
instrument of play in shallow water
3.3 electric toys
toys for which at least one function requires use of electricity
3.4 functional product
product, appliance or installation intended for adults or one article which performs and
is used in the same way as, and is possibly a scale model of, a certain product,
appliance or installation
3.5 functional toy
toy which performs and is used in the same way as, and is often a scale model of, a certain
product, appliance or installation intended for adults
EXAMPLE. Stove with heating properties.
3.6 design speed
representative potential operating speed which is determined by the design of toys
4 General
The purpose of this Part is to standardize and assure the quality of toy products, protect
life and health of children to the maximum extent and safeguard the benefits of users
and consumer. The toys on the market shall meet the requirements of this Part within
the foreseeable normal service life.
5 Technical requirements
5.1 Mechanical and physical properties
5.1.1 Toys, toy components and fasteners fixing toys shall have sufficient mechanical
strength. If applicable, they shall have sufficient stability to bear the stress they may
be subjected to in use, to prevent injury hazards caused by breaking and deformation
of toys.
5.1.2 The design and manufacture of accessible edges, protrusions, ropes, electric
wires and fasteners on toys shall minimize the injury hazards caused in contact with
them.
5.1.3 The design and structure of toys shall prevent the hazards to human body
because of the movement of toy components or minimize the hazards.
5.1.4 The design and manufacture of toys shall ensure.
and throat or blockage of the entrance of lower respiratory tract.
5.1.5 The design and manufacture of aquatic toys shall give consideration to the
recommend use modes of toys as much as possible, trying to minimize the hazards
caused by toys’ loss of buoyancy and children’s loss of support.
5.1.6 Toys, which form a closed space for entrants after they enter, shall be provided
with an exit which entrants can easily open from inside.
5.1.7 For toys which can make users move, their design and manufacture shall
ensure a braking system is equipped, if possible, which is suitable for such toys and
matches with the kinetic energy of toys. The system shall be easily operable for users
and shall not be project or cause personal injuries of users or a third person.
The maximum design speed of riding toys powered by electricity shall be subjected to
a limitation to minimize the injury risks.
5.1.8 The particularity of toys shall be considered in the form and structure of
projectile toys and the kinetic energy of projectile objects fired for this design purpose.
They will not cause personal injuries of users and a third person.
5.1.9 It shall be ensured.
5.1.12 The design and manufacture of imitation firearm toys shall ensure.
5.2 Flammability
5.2.1 Toys shall not constitute a hazardous combustion element in the environment
for children. The materials of toys shall comply with one or more items as follows.
5.2.2 If toys contain hazardous substances or preparations specified by the State
because of functions, especially the materials and installations used for chemical
experiments, model assemblies, plastic/ceramics mould pressing, glazing,
photographing or similar activities. They shall not become flammable substances
because of the loss of volatile non-combustible ingredients.
5.2.3 Except the percussion caps of toys, toys shall not be explosives themselves,
or contain explosive substances or ingredients which may cause injuries to children
themselves or a third person.
5.2.4 Toys, particularly chemical game toys, shall not contain the following
substances.
5.3 Chemical properties
5.3.1 The exposed chemical substances of toy products after normal use and abuse
test shall not cause negative effects on the health of human body.
5.3.4 The possible routes of exposure considered for toy products shall include such
routes as swallowing, licking, sucking and long-term skin exposure. The toy materials
and components, to which children are not exposed to through the above-listed routes
of exposure after the normal use or reasonably foreseeable abuse test of toy products,
shall be exempted from the requirements of 5.3.3.
5.4 Electrical properties
5.4.1 The rated power supply voltage of toys shall not exceed 24 V DC or that of an
equivalent AC current. The voltage difference between any two accessible components
inside toys shall not exceed 24 V DC or that of an equivalent AC current. The voltage
difference between any two conductors inside toys shall not exceed 24 V DC or that of
an equivalent current, unless products will not cause harmful electric shock or any risk
even if they are damaged.
5.5 Hygienic requirements
5.5.1 The design and manufacture of toys shall meet the hygienic and cleanliness
requirements to avoid any risk of infection, pathopoiesia and contamination.
5.5.2 The design and manufacture of toys for children under 36 months of age shall
ensure that they can be cleaned. Textile toys can be washed, except the internal
mechanism contained will be damaged after washing. Toys will still comply with the
requirements of this Part after they are washed in accordance with their characteristics
and the washing instructions of the manufacturer.
5.5.3 The materials of the toys and their components and their package in direct
contact with foods shall comply with the national hygienic requirements for food contact
materials.
5.6 Radiation properties
5.6.1 Ionizing radiation (i.e. radioactivity)
The design and manufacture of toys shall avoid the generation of ionizing radiation injuries.
5.6.2 Optical radiation
The design and manufacture of toys shall avoid the generation of optical radiation injuries.
5.7 Markings of toys
5.7.1 Instructions for use of toys
The applicable age markings of toys shall be as specified in GB/T 28022.
The instructions for use of toys shall be as specified in the compulsory clauses of GB 5296.1 and GB 5296.5.
5.7.2 Warnings of toys
Warnings of toys shall include.
6 Implementation and supervision
6.1 Production, distribution and import
In accordance with the relevant provisions of the Standardization Law of the People's
Republic of China and the Regulations for the Implementation of the Standardization
Law of the People's Republic of China, the organizations and individuals involving in
the research, production and distribution of toys shall implement this Part. Production,
distribution and import of products, which do not comply with this Part, are prohibited.
6.3 Supervision and inspection
In accordance with the relevant provisions of the Product Quality Law of the People's
Republic of China, China implements a supervision and inspection system with the
random inspection as the main method for the quality of toys (products).
6.4 Safety certification
The safety certification involved in this Part shall be implemented in accordance with
national laws, regulations and provisions. China implements the National Compulsory
Certification (CCC) for baby carriages, plastic toys, electric toys, metal toys, projectile
toys and baby dolls.
6.5 Recall
For unreasonably hazardous toys which are identical and endanger the health and
safety of children, they shall be implemented as required by the Administrative
Provisions on the Recall of Children’s Toys.
7 Legal responsibilities
In case of any violation of the provisions of this Part, penalties will be imposed in
accordance with the provisions of the relevant laws and regulations, such as the
Standardization Law of the People's Republic of China, the Product Quality Law of the
People's Republic of China and the Regulations for the Regulations of the People's
Republic of China on Certification and Accreditation.
8 Others
This Part shall be interpreted by the Standardization Administration of the People’s
Republic of China (the State Administration of Standardization).
