Foreword
All technical content of this Part is compulsory.
GB 6675 is a standard series relating to safety of toys, which comprises the parts as
follows.
-- Basic code (GB 6675.1);
-- General requirements, including but not limited to Mechanical and physical
properties (GB 6675.2), Flammability (GB 6675.3) and Migration of certain
elements (GB 6675.4);
-- particular requirements. This Part is the requirements for certain products.
This Part is Flammability (GB 6675.3) of the general requirements of the standard
series of safety of toys, which shall be used in combination with GB 6675.1, GB 6675.2,
GB 6675.4 and GB 19865 (only applicable to electric toys).
This Part was drafted in accordance with the rules given in GB/T 1.1-2009.
This Part replaces GB 6675-2003, National safety technical code for toys. Compared
with GB 6675-2003 and Annex B, the major changes of this Part are as follows.
-- 5 definitions are added in Clause 3, including “molten drips, flammable gases,
flammable liquids, highly flammable liquids and highly flammable solids”;
-- 2 technical requirements are added, i.e. the technical requirements for “full or
partial molded head masks” and “flowing elements of toys to be worn on the head”;
-- it changes part of the content of “soft-filled toys”, i.e. different test methods are
specified in accordance with the dimensions of soft-filled toys;
-- the informative annex B to this Part was drafted by referencing EN 1103, Textiles
– Fabrics for apparel – Detailed procedure to determine the burning behavior and
ISO 6941, Textile fabrics – Burning behavior – Measurement of flame spread
properties of vertically oriented specimens, providing a reference test method for
the surface flash of piled fabrics.
This Part was redrafted, modifying and adopting ISO 8124-2.2007, Safety of toys –
Part 2. Flammability. The technical differences between this Part and ISO 8124-2.2007,
and their reasons are as follows.
-- with respect to normative references, this Standard gives some adjustments
having technical differences, in order to adapt to the technical conditions of China.
The adjustments which are collectively reflected in Clause 2, are as follows.
use the modified and adopted international standard GB 6675.2-2014 to
replace ISO 8124-1.2000, ISO 8124-1/Amd.1 and ISO 8124-1/Amd.2;
use the equivalently adopted international standard GB 6753.4-1998 to
replace ISO 2431.1993.
-- a reference test method is added. See Annex B.
This Part was proposed by China Light Industry Council.
This Part shall be under the jurisdiction of National Technical Committee 253 on Toys

Safety of toys – Part 3. Flammability
1 Scope
This Part of GB 6675 specifies the categories of flammable materials that are
prohibited in all toys, and requirements concerning flammability of certain toys when
they are subjected to a minor source of ignition.
The test methods described in Clause 5 are used for the purposes of determining the
flammability of toys under the particular test conditions specified. The test results thus
obtained cannot be considered as providing an overall indication of the potential fire
hazard of toys or materials when subjected to other sources of ignition.
This Part includes general requirements relating to all toys and specific requirements
and methods of test relating to the following toys, which are considered as being those
presenting the greatest hazard.
‐‐ toys to be worn on the head. beards, moustaches, wigs, etc., made from hair, pile
or material with similar features; molded and fabric masks; hoods, head-dresses,
etc.; flowing elements of toys to be worn on the head, but excluding paper novelty
hats of the type usually supplied in party crackers;
‐‐ toy disguise costumes and toys intended to be worn by a child in a play;
‐‐ toys intended to be entered by a child;
‐‐ soft-filled toys (animals and dolls, etc.) with a piled surface or textile surface.
NOTE 1. Additional requirements for flammability of electric toys are specified in GB 19865,
Electric toys – Safety.
NOTE 2. There are very few accident data concerning the hazards associated with the
flammability of toys.
NOTE 3. For the background and rationale of this Part see Annex A.
