For specific products, see Appendix A of this “Regulation”. 1.4 Type testing agency and type testing personnel 1.4.1 Type testing agency (1) The type testing agency shall obtain corresponding qualifications and engage in type testing within the approved scope; (2) The type testing agency shall establish a quality management system and maintain effective implementation; (3) After receiving the type test application (or contract), the type testing agency shall formulate a type test plan in a timely manner and notify the manufacturer to prepare for the type test; (4) The type testing agency shall provide the manufacturer with the type testing plan and the qualifications of the type testing personnel; (7) When new materials, new technologies, new processes used in manufacturing are inconsistent with safety technical specifications or there are no requirements that may have a significant impact on safety performance, review whether the technical review has been passed and the corresponding approval procedures have been performed. 2.5.3 Processing of review results When the design documents and manufacturing process documents comply with relevant safety technical specifications and the provisions of the based product standards, the technical documents will be reviewed and determined to be in compliance. When the technical document review fails to meet the requirements, the type testing agency shall issue a "Contact sheet for review of technical documents of pressure piping components" (see Appendix L, hereinafter referred to as "Contact sheet"), to the manufacturer, to put forward written rectification opinions, AND confirm the rectification actions of the manufacturer. 2.6 Sampling 2.6.1 Sampling method Sampling methods shall meet the following requirements: (1) Type test samples are selected by sampling personnel (type test personnel of the type testing agency) from the finished product warehouse of the manufacturer OR the products that have passed the exit-factory inspection and are waiting to be put into the warehouse at the end of the production line, using random sampling methods; (2) Sampling personnel shall be familiar with the structure and manufacturing process of the samples to be taken. There shall be no less than 2 sampling personnel; they shall be separated from the personnel responsible for inspection and testing (except for the items that can be inspected outside the sampling site, in accordance with the provisions in Appendix C to Appendix K of this “Regulation”); (3) Sampling personnel shall verify the production equipment and testing equipment of the main processes on site; confirm the consistency with the equipment list at the time of application; (4) When sampling, the sampling personnel shall review the technical documents, production records, inspection records and reports of the type test samples; sign and confirm the reviewed materials. 2.6.2 Sample sealing After sampling, the sample shall be sealed and meet the following requirements: (1) The sampling personnel shall fill in the "Special equipment type test sampling form" (see Appendix M, hereinafter referred to as the "Sampling form"). The sampling form shall be signed and chopped by both the sampling personnel and the manufacturer; (2) The sampling personnel shall seal the samples taken; if necessary, seal copies of design documents, manufacturing process documents, sample inspection data, etc., together with the samples; (3) When samples need to be sent, the date and location of sample delivery shall be indicated on the "Sampling form". 2.7 Inspection and testing of samples 2.7.1 Basic requirements The inspection and testing of samples shall meet the following requirements: (1) The type testing agency shall inspect and test the samples, in accordance with the type testing plan. Unless otherwise provided in Appendixes C to K of this “Regulation”, or unless special circumstances require the use of other professional testing equipment, THEN, the inspection and testing shall be carried out in the premises where the type testing agency conducts type inspection and testing. (2) The type testing agency can recognize the chemical composition and mechanical properties of the raw materials provided by the manufacturer, as well as the inspection and test results of non-destructive testing. When there is any doubt, it shall be inspected and tested. 2.7.2 Test equipment and locations Test equipment and locations shall meet the following requirements: (1) Type testing agency need to prepare verification or calibration procedures for inspection and testing equipment, to ensure that during the testing process, the instruments and devices used for type testing have been verified or calibrated and are within the validity period (2) Control the places that affect the quality of inspection and testing; formulate safety protection measures, to ensure that environmental conditions will not invalidate or adversely affect the test results; (3) Under special circumstances, when other professional test equipment is needed, type test personnel shall confirm the test equipment; confirm the test process and test data at the test site. 3 Supervision and administration 3.1 Certificate validity period The type test certificate is valid for 4 years. 3.2 Certificate extension 3.2.1 Certificate extension application Six months before the expiration of the type test certificate (and no more than 12 months), the manufacturer can apply for certificate extension to the prototype type testing agency, by submitting a self-declaration letter of commitment and other materials. The extension is valid for 4 years. The manufacturer shall not apply for type test certificate extension twice in a row. The self-declaration commitment letter of the manufacturer shall at least include its commitment to comply with laws and regulations related to special equipment; a description of compliance of resource conditions, production performance (the production performance of each product during the certification period is no less than 5 batches), product safety performance status with relevant regulations; the description of quality and safety consistency with the type test prototype (sample); a description of the continuous and effective implementation of the quality management system; a description of the absence of administrative penalties, liability accidents, equipment safety performance issues, unsolved quality complaints related to special equipment. The type testing agency shall complete the data review within 20 working days after receiving the application data. If the data does not meet the requirements, it shall notify the manufacturer in writing and explain the reasons. The certificate extension conclusion is that it does not meet the requirements. If the data meets the requirements, it shall formulate an on-site verification plan; notify the manufacturer in writing and conduct on-site verification in a timely manner. 3.2.2 On-site verification The type testing agency shall conduct on-site verification of the products, which are manufactured within the validity period of the manufacturer's certificate, as well as the technical documents and inspection data of products in manufacturing or in stock. If necessary, it may conduct product exit-factory inspection at the manufacturer's site. The main contents of the on-site verification are as follows: (1) Randomly check whether the product is covered by the type test certificate (2) Randomly check the compliance of the design, manufacturing process and other information of the product with the type test report sample: (3) Randomly check whether the main safety performance of the product is qualified. The type testing agency shall notify the manufacturer in writing of the on-site verification conclusions. 3.2.3 Approval of renewal of certificate If the on-site verification concludes that the certificate is in compliance, the certificate extension conclusion will be in compliance and a new type test certificate will be issued. The validity period will be calculated from the expiration date of the original certificate. If the on-site verification conclusion is non-compliance, the certificate extension conclusion is non-compliance; it shall report to the provincial and prefecture-level market regulatory authorities where the manufacturer is located in a timely manner. 3.3 Changes to type test certificates 3.3.1 Meaning of change Certificate change means that during the validity period of the certificate, one of the following situations occurs in the manufacturer: (1) Change of organization name; (2) Change of name of residence and manufacturing address (hereinafter collectively referred to as address name change). 3.3.2 Change application If a manufacturer changes its name or address, it shall submit a change application to the prototype testing agency, within 30 working days after obtaining a new business license from the market supervision and administration authority; meanwhile submit the following materials: (1) Application for change of special equipment type test certificate; (2) Prototype test certificate (original); (3) Business license before and after the change (when it cannot be verified online); (4) Other materials that need explanation. 3.3.3 Certificate changes The type testing agency shall make a decision on whether to approve the change within 20 working days from the date of receipt of the change application data. If the change is approved, a new type test certificate will be issued and the original type test certificate will be withdrawn. If the change is not approved, it shall notify the manufacturer in written and describe the reasons. Appendix C Type test items and their contents, methods and requirements of pressure piping C1 Seamless steel pipe C1.1 Type test items C1.1.1 Technical document review (1) Quality control of raw materials (pipe blanks), including manufacturing standards, manufacturing methods, acceptance requirements, etc.; (2) Process documents such as steel pipe forming and heat treatment; (3) Inspection and testing technology, including non-destructive testing, physical and chemical testing, process performance testing, hydraulic testing, etc. C1.1.2 Inspection and testing (1) Appearance and geometric dimensions; (2) Chemical composition; (3) Mechanical properties, including tensile test, normal temperature impact test, low temperature impact test (group IV materials in Table C-1), hardness test, etc.; (4) Steel pipe process performance tests, including flaring tests, flattening tests, bending tests, etc.; (5) Metallographic examination, including low-magnification structure, grain size, non-metallic inclusions, microstructure, etc.; (6) Intergranular corrosion of stainless steel and pitting corrosion of duplex stainless steel; (7) Non-destructive testing or hydraulic testing; (8) High-temperature tensile test, which has a temperature interval of 50 °C, within the use temperature range (up to 50 °C exceeding the maximum allowable operating temperature) (materials in groups II, III, V, VI in Table C-1), including tensile strength, yield strength, elongation after fracture, reduction of area; (9) Physical tests under simulated working conditions of threaded steel pipes for oil and gas use, including shackle installation and removal tests, tensile to failure tests, hydrostatic and internal pressure to failure tests, external pressure to failure tests, air tightness tests (where applicable). Note C-2: S and S* are respectively the nominal wall thickness of the sample and the nominal wall thickness of the products within the coverage range. The same below. C2.4 Test methods and acceptance requirements for main test items C2.4.1 Steel pipe's resistance to large deformation test C2.4.1.1 Longitudinal tensile test of steel pipe Conduct longitudinal tensile tests on the steel pipe, before and after artificial aging (heating temperature: 200 °C ± 5 °C; holding time: 5 min). Sampling and testing shall be carried out, in accordance with the provisions of GB/T 228.1 "Metallic materials - Tensile testing - Part 1: Method of test at room temperature". The test measurements include but are not limited to the longitudinal yield strength (Rt0.5), tensile strength (Rm), yield ratio (Rt0.5/Rm), stress ratio, uniform elongation (Agt), full tensile curve, etc., of the steel pipe. C2.4.1.2 Physical compression test of steel pipe The length of the steel pipe for compression test shall not be less than 2.0 times the nominal diameter; the two end faces of the pipe shall be parallel to each other and perpendicular to the axis of the pipe. Before the test, measure the outer diameter and wall thickness of the specimen; arrange strain gauges at specific positions (on steel pipe busbars separated by 90° or 120°, arrange strain gauges at equal intervals along the axial direction. The spacing shall be determined, based on the specific steel pipe size, which is generally 1/5 to 1/2 of the radius of the steel pipe. In areas where buckling may occur where strain is concentrated, the density of the arrangement of strain gauges shall be appropriately increased). During the test, the loading rate of hydraulic compression load is controlled below 20 mPa/s or 20 mm/min. Collect load, strain, displacement throughout the process, to draw load-displacement and load-strain curves. The maximum compressive strain of the buckling part at the moment of buckling is not less than the design strain requirement. C2.4.1.3 Physical bending test of steel pipe The bending test is carried out, in accordance with the provisions of SY/T 7318.3 "Test methods for special performance of oil and gas pipelines - Part 3: Full-size bending test". The length of the specimen is not less than 6 times the nominal outer diameter of the steel pipe; both ends are welded to the test nipple and sealed. Before the test, measure the wall thickness and pipe diameter of the specimen. Arrange strain gauges at specific positions (on steel pipe busbars separated by 30° or 45°, arrange strain gauges at equal intervals along the axial direction. The spacing shall be determined, based on the specific steel pipe size, which is generally 1/5 to 1/2 of the radius of the steel pipe. The test is carried out in a special bending testing machine. Load, strain, displacement is collected throughout the test, to draw the load-displacement and load-strain curves. C2.4.1.4 Longitudinal tensile test of steel pipe's butt girth weld The length of the steel pipe for physical tensile test is not less than 2.0 times the nominal diameter; the two end faces of the pipe are parallel to each other and perpendicular to the axis of the pipe. The girth weld is placed in the middle of the specimen; defects of specific sizes can be prefabricated as needed. During the test, it shall apply the tensile loads controlled by internal pressure and displacement; it shall collect the data such as load, displacement, crack opening, etc. The far-end strain corresponding to the load drop, crack initiation, instability expansion, etc., can be used as the tensile strain capability of the girth welded joint, as needed. The strain obtained by the physical tensile test is not less than the design strain requirement, which is generally not less than 0.5%. C2.4.1.5 Wide plate tensile test of steel pipe's butt girth weld The wide plate tensile test is carried out, in accordance with the provisions of SY/T 7318.1 "Standard test method for special properties of line pipe - Part 1: Curved wide plate tensile testing". The width within the gauge length of the specimen shall not be less than 300 mm (in cases where the outer diameter is less than 800 mm, it may be specified separately), the length of the specimen shall not be less than 4 times the width. Placing the girth weld in the middle of the specimen can prefabricate defects of specific sizes as needed. During the test, it shall apply a displacement-controlled tensile load; collect the data such as load, displacement, crack opening. The far-end strain of the pipe corresponding to the load drop, crack initiation, instability expansion, etc. can be used as the tensile strain capability of the girth welded joint, as needed. The tensile strain, which is determined by the wide plate tensile test, is not less than the design strain requirement, which is generally not less than 0.5%. C2.4.2 Physical test under simulated working conditions Same as Article C1.4.2 of this “Regulation”. C3 Nonferrous metal pipe C3.1 Type test items C3.1.1 Technical document review (1) The process documents of forming, welding, heat treatment of non-ferrous metal pipe; (2) Inspection and testing processes, including non-destructive testing, physical and limit. b) Welded pipe Materials of the same base metal category in NB/T 47014 "Welding procedure qualification for pressure equipment" can cover each other. (3) Specification coverage a) Seamless pipe When 50 mm ≤ DN < 150 mm, 50 mm ≤ DN* < 150 mm; When DN ≥ 150 mm, 150 mm ≤ DN* < DN. b) Welded pipe Large wall thicknesses can cover small wall thicknesses. 0.5S/DN ≤ S*/DN* ≤ 3S/DN. C4 Ductile iron pipe C4.1 Type test items C4.1.1 Technical document review (1) Process documents for ductile iron pipe casting, heat treatment, coating, etc.; (2) Inspection and testing technology, including mechanical property testing, pressure testing, sealing testing, etc. C4.1.2 Inspection and testing (1) Appearance and geometric dimensions (including coating layer); (2) Tensile test; (3) Brinell hardness; (4) Metallographic examination (when applicable); (5) Pressure test; (6) Air tightness test; (7) Interface sealing test. For lined composite steel pipes manufactured using hydraulic composite technology, it may be exempted from the hydrostatic tests. C5.2 Sampling rules Same as item 2.4.3(2) of this “Regulation”. C5.3 Coverage range Coverage range shall meet the following conditions at the same time: (1) Manufacturing process coverage The manufacturing process of lined composite steel pipes includes hydraulic, deflagration, spinning and other mechanical composite processes; the manufacturing process of inner cladding composite steel pipes includes composite steel plate forming welding, base pipe inner surface surfacing, hot rolling, hot extrusion (including hot isostatic pressing), explosive compositing, powder metallurgy or other metallurgical composite processes. Different composite processes cannot cover each other. (2) Material coverage The lining and inner cladding materials include stainless steel, duplex stainless steel and nickel-based alloys. Duplex stainless steel can cover stainless steel; nickel-based alloy can cover stainless steel and duplex stainless steel. (3) Specification coverage When 50 mm ≤ DN < 300 mm, 50 mm ≤ DN* < 300 mm; When DN ≥ 300 mm, 300 mm ≤ DN* ≤ DN. ......

In principle, the safety performances of the imported pressure piping components shall not be less than the basic requirements on safety performances of the pressure piping components in China. This regulation excludes the type test of safety valves. 4 The pressure piping components type test shall be carried out by the Type Test Institutions that are authorized by the General Administration of Quality Supervision, Inspection and Quarantine. The Type Test Institution shall carry out the pressure piping components type test within its authorized scope. 5 After accepting the type test invitation of the pressure piping components manufacturing organization or its entrusted import commission agent, the pressure piping components type test institution shall develop the type test scheme according to those specified in the relevant appendix in this regulation, and also shall inform the specific testing time. 6 The manufacturing organization of pressure piping components ot its entrusted import commission agent shall provide the following data when applying for the type test to the Type Test Institution. (1) Name and address of the manufacturing organization (the import commission agent still shall provide its name and address); (2) Name, specification scope, technical parameter as well as the accepted standards of the products applying for type test; (3) Written statement on not reporting the same application to any other type test institutions in the past; ( 4) Other data including the design documents needed in the type test. 7 The pressure piping components type test includes the design examination (including the design documents and manufacture technological documents) and the specimen (test sample) inspection and test. The type test procedures include design review, extracting test specimens (test samples), inspection and test, management of test specimens, issuing type test report and type test certificate. See Appendix A for the elementary items and requirements of type test, and see Appendixes B~I for the the items, contents, methods and requirements of the type tests on typical products. Appendixes B~I in this regulation cover the basic requirements on the type test of of the typical products of pressure piping components, the Type Test Institution shall formulate detailed type test scheme aiming at specific product structures. 8 The pressure piping components meeting one of the following conditions shall be carried out with type test. (1) The manufacturing organization manufactures the typical pressure piping components specified in Appendixes B~I of this regulation for the first time or for addtional projects; (2) The manufacturing of pressure piping components is allowed to adopted type test method; (3) Requirement specified in the safety technique specifications. 9 The pressure piping components type test shall cover certain range of products in different test units. The test units shall be divided according to the process function, manufacture process, design method, structural style and failure mode of the pressure piping components, ans please see Appendiexes ~I for the range of products covered by the pressure piping components type test. 10 The Type Test Institution shall carry out inspection and test on the specimens (test samples) as required. The inspecters and testers shall be responsible for the correctness of the inspection and test results, anyone shall not fabricate or distort the inspection and test results. Except for those inspection and test that must be carried out at the sampling site or need special professional equipments, the test shall be carried out in the test and inspection sites of the Type Test Institution. 11 After completing the type test, the Type Test Institution shall summarize the data timely and issue the type test report and certificate (see Appendix J and Appendix K for specific formats and contents) to its client. If the products are rejected in the type test, the Type Test Institution still shall report the type test report to the examination and approval authority that authorizes the manufacturing of pressure piping components. The Type Test Institution shall keep the relevant original records of type test and the type test report for a long term. The Type Test Institution shall fill in the "Summary Statement of Pressure Piping Components Type Test" (see Appendix L) of the current year to the General Administration of Quality Supervision, Inspection and Quarantine at the end of one year annually. 12 The type test shall be carried out again when any one of the following conditions is met. Appendix A ELementary Items and Requirements of Pressure Piping Components Type Test Al Design review The design review includes the examinations on design documents and manufacture technological documents. As for the pipes, pipe fittings and potted components for the pressure pipes specified in the national standards, their design documents may not be examined. Al.1 Design document examination The broad contents and requirements of design document examination are as follows. (1) Whether the design documents such as design drawings and design calculation sheet are intact, whether the calculation methods adopted in the design are right, and whether the design data and their sources are approciate; (2) Whether the structure design that influences the safety performances of products meets those specified in the technical regulations and standards; (3) If necessary, the confirmatory calculation shall be conducted so as to determine whether the design of sampled products has any defects that may impact the safety performances. When the relevant safety technique specifications or standards cover no corresponding structural shapes or design calculation methods on the products produced by the manufacturing organization, the manufacturing organization shall provide the operating principle introductions of its products or explanations of design calculation method in its design calculation sheet that are submitted for examination.
