Control
1 Scope
This document provides the principles of safety risk control of intelligent consumer products
and establishes the general process of safety risk control of intelligent consumer products,
including setting plans, classified control, tracing risks and tracking feedback.
This document is applicable to risk control activities for intelligent consumer products.
2 Normative References
The contents of the following documents constitute indispensable clauses of this document
through the normative references in the text. In terms of references with a specified date, only
versions with a specified date are applicable to this document. In terms of references without a
specified date, the latest version (including all the modifications) is applicable to this document.

3 Terms and Definitions
The following terms and definitions are applicable to this document.
3.1 intelligence
A capability that possesses characteristics of human or human-like intelligence.
NOTE: the characteristics of human or human-like intelligence are manifested in the fact that in
the process of achieving a certain goal, one will always go through one or multiple
perception, decision-making, and execution processes or process cycles, and through
continuous learning, improve its ability to achieve the goal and the efficiency and
effectiveness of achieving the goal; this document believes that in embodying the
characteristics of human or human-like intelligence, perception, decision-making,
execution, as well as the various abilities learnt and the processes of learning are
indispensable.

3.2 consumer product
A product designed and produced primarily for, but not limited to, personal use, including
product components, parts, accessories, instructions and packaging.

3.3 risk control
The behavior of implementing risk management decisions.
NOTE: risk control may include monitoring, re-assessment and implementation of decisions.

4 General Principles
4.1 Comprehensiveness
Throughout the entire life cycle of intelligent consumer products, including design, production,
packaging, storage, transportation, use, recycling and disposal, etc., risk control measures are
adopted.
4.2 Validity
Comprehensively consider the coordination of various components and life cycle stages of
intelligent consumer products to ensure that risk control measures can effectively reduce risks
to an acceptable range.
4.3 Continuity
In accordance with emerging hazards (sources), dynamically adjust risk control measures to
ensure the continuity of risk control and promptly respond to new risks that may arise.
4.4 Traceability
Record information related to risk control measures at each stage of the consumer product life
cycle to facilitate subsequent traceability and analysis.
5 General Process
The general process of risk control includes steps like setting plans, classified control, tracing
risks and tracking feedback. The specific process is shown in Figure 1.
7 Classified Control
7.1 Physical and Chemical Hazards (sources)
In accordance with GB/T 39013-2020 and GB/T 39112-2020, carry out risk control of physical
and chemical hazards (sources) in intelligent consumer products.
7.2 Information Hazards (sources)
Information hazard (source) risk control shall be based on risk assessment results and safety
strategies, and corresponding control measures shall be taken to control the risks within an
acceptable range. The risk control measures for typical information hazards (sources) are shown
in Appendix A.
7.3 Ethical Hazards (sources)
Ethical hazard (source) risk control shall be based on the relevant requirements of current laws,
regulations, standards and specifications, and be consistent with the socialist core values of the
current society. The risk control measures for typical ethical hazards (sources) are shown in
Appendix A.
8 Tracing Risks
8.1 Determine Risk Control Points
Based on the hazard (source) list, determine the hazards (sources) that cause risks,
systematically analyze the characteristics of each stage of the life cycle of intelligent consumer
products, analyze the laws of risk generation and evolution, and determine the risk control
points.
8.2 Prepare Hazard (source) Management Documents
Establish a hazard (source) distribution table for the entire life cycle of intelligent consumer
products, and through product tree, fault tree and other methods, compile the hazard (source)
distribution into identifiable and reusable management documents to make risk control more
efficient and scientific.
9 Tracking Feedback
9.1 Record Results
Record the risk control status and control process, develop a risk control table, record and
compare the status before control and the effect test after control, and make follow-up
arrangements.
