Safety Specification for Operation of Methanol Fuel for
Vehicles
1 Scope
This Document specifies the basic requirements, loading and unloading, blending, storage,
transportation, filling, emergency management, etc. of the safety specification for operation of
methanol fuel for vehicles.
This Document applies to the safe operation for blending centers, storage depots and filling
stations of methanol fuel for vehicles.

through reference in this Document. For the dated documents, only the versions with the dates
indicated are applicable to this Document; for the undated documents, only the latest version
(including all the amendments) is applicable to this Document.

4.1.2 The workplace shall establish and improve safety production rules and regulations and
post operating procedures; carry out safety evaluation and safety standardization work;
establish a post safety responsibility system for all employees; and establish a dual-control
mechanism for risk assessment and hidden danger investigation.
4.1.3 Operators shall be qualified after safety production education and on-the-job training.
Special operations personnel shall undergo professional training and hold valid qualification
certificates.
4.1.4 Personnel in the workplace shall wear anti-static overalls, shoes, caps and gloves when
on duty. Clothes, caps or the like shall not be put on or off in the workplace.
4.1.5 During the operation of methanol fuel for vehicles, operators shall pay attention to
protection and avoid fuel contact with mouth, eyes, skin, etc.
4.1.6 Mobile phones and fire shall not be carried in the workplace; smoking and open flames
shall be prohibited.
4.1.7 After the end of each operation, the face and hands shall be washed in time. When
methanol fuel for vehicles splashes on the skin or eyes, rinse with plenty of water and seek
medical advice in time if necessary.
4.1.8 Vehicle repair and car washing operations shall not be carried out in the workplace.
4.1.9 Metal objects shall not be thrown, dragged, rolled and struck in the workplace.
4.1.10 Operators shall use explosion-proof tools and explosion-proof electrical equipment in
the workplace.
4.1.11 The workplace shall be equipped with fire-fighting equipment and devices suitable for
methanol fuel for vehicles.
4.1.12 Near the manual fire alarm button and the manual starter of the fixed fire extinguishing
system, the sign of the manual starter shall be set.
4.1.13 The combustible gas concentration detection and alarm devices and emergency rescue
equipment installed in the blending center and storage depot of methanol fuel for vehicles shall
be regularly maintained to ensure that they are in good condition.
4.1.14 All lightning protection and anti-static facilities, electrical equipment, grounding
facilities, instruments and personal protective equipment must be regularly tested, inspected
and maintained; and files must be established.
4.1.15 The blending centers and storage depots of methanol fuel for vehicles shall be equipped
with two or more sets of heavy-duty protective clothing.
4.1.16 Operators shall operate and maintain equipment and facilities correctly in accordance
with equipment instructions and operating procedures to ensure that the equipment is in a safe
state. The oil and gas recovery system shall be in intact and effective; and be kept in normal
use.
4.1.17 The workplaces of methanol fuel for vehicles shall be provided with safety signs and
safety colors in accordance with the provisions of GB/T 2893.5, GB 2894, GB 13495.1, and
GB 15630.
4.2 Material requirements
4.2.1 The materials of storage depots and ancillary facilities of methanol fuel for vehicles shall
ensure its applicability to the methanol fuel for vehicles.
4.2.2 Metal materials should be carbon steel and stainless steel.
4.2.3 The elastomer material should be nitrile rubber, fluorosilicone rubber, neoprene rubber,
polysulfide rubber or Viton (a copolymer of vinylidene fluoride and fluorinated ethylene
propylene).
4.2.4 The polymer material should be acetal resin, nylon, polypropylene,
polytetrafluoroethylene or glass fiber reinforced plastic.
4.2.5 The stuffing used for sealing pump should be impregnated polytetrafluoroethylene
material.
4.2.6 The anti-corrosion paint in the storage tank shall adopt the paint resistant to the corrosion
of methanol fuel for vehicles.
4.2.7 Explosion-proof tools shall be used for inspection and maintenance in the workplace.
4.3 Leakage treatment
4.3.1 Eliminate all sources of ignition.
4.3.2 Immediately cut off the source of leakage.
4.3.3 Delineate the warning area according to the area affected by the flow and vapor diffusion
of methanol fuel for vehicles; and evacuate irrelevant personnel from the sidewind and upwind
to the safe area.
4.3.4 Emergency personnel shall wear positive pressure self-contained breathing apparatus,
wear anti-virus, anti-static clothing. All used equipment while working shall be grounded.
4.3.5 The leakage shall not be touched or spanned.
4.3.6 Prevent leakage from entering water bodies, sewers, basements or confined spaces.
4.3.7 Leakage collection. In case of a small amount of leakage, use sand or other non-

d) During operation, attention shall be paid to detecting the concentration of combustible
gas inside and outside the storage tank; and necessary safety protection measures shall
be taken;
e) The residue after tank cleaning shall be disposed of in accordance with relevant
regulations.
4.5.6 After the operation is completed, all used equipment and facilities shall be reset as
required; and the site shall be cleaned up.
4.6 Inspection and maintenance work
4.6.1 Work tickets for corresponding inspection and maintenance operations shall be handled
before operation.
4.6.2 Inspection and maintenance operations shall meet the requirements of GB 30871 and AQ
3018.
4.7 Power supply and power generation operations
4.7.1 The basic requirements for power supply and power generation shall be implemented in
accordance with the provisions of GB/T 13869.
4.7.2 The work ticket system shall be implemented for electrical maintenance and temporary
electricity use; and the responsibilities of the work ticket issuer, work leader, guardian, work
permitter, and operator shall be specified. Work shall be done only after the issuance and permit
procedures have been completed.
4.7.3 The substation and power distribution rooms shall formulate operating procedures and
patrol inspection systems.
4.7.4 Regardless of whether the transformer and power distribution equipment are live or not;
it is forbidden for one person to move away or pass over the barrier to work. If it is necessary
to remove the barrier, a guardian shall be present and meet the requirements for a safe distance
for equipment maintenance without power failure.
4.7.5 When taking switching operation of high-voltage equipment or large-capacity low-
voltage master panels and working near live equipment, two persons shall perform the operation.
4.7.6 Live work shall not be performed on electrical equipment and power supply lines. After
the power is cut off, the power switch shall be locked; the fuse shall be removed; and signs such
as "No switching on, people working" shall be hung up; no one shall take down the signboards
or send electricity before the work is completed and the approval is obtained. The person in
charge of the work shall hand over the maintenance situation to the on-duty personnel before
removing the signboard and sending electricity.
4.7.7 In the process of power generation and power supply, special personnel shall be assigned
to patrol and inspect.
4.7.8 When the outside power fails, disconnect the main switch of the external power in the
power distribution cabinet and the power switch of the equipment and lighting in the workplace
in time. Start the power generation equipment according to the power generation operation
provisions.
4.7.9 When an outside line power on, turn off the power switch of the equipment and lighting
in the workplace. Pay attention to the changes of the indicator light and voltmeter of the external
power supply. After confirming that the voltage is stable, restore the power supply according to
the operating procedures.
5 Loading and Unloading
5.1 Rain-shielding facilities shall be set up in the loading and unloading operation area of
methanol fuel for vehicles.
5.2 The unloading arm, unloading pump and delivery pipeline of methanol fuel for vehicles
shall be set up separately.
5.3 Quantitative payment system shall be adopted for the loading truck of methanol fuel for
vehicles.
5.4 Activities other than fuel loading and unloading shall not be carried out in the fuel loading
and unloading operation area.
5.5 Isolation warning signs shall be set up at the fuel loading and unloading operation site.
5.6 Methanol fuel workplaces for tanker entry and exit shall be guided, commanded, and
inspected qualification certificates by special personnel.
5.7 Before the tanker enters the loading and unloading site, the loading and unloading personnel
shall immediately check whether the safety facilities of the tanker are complete and effective;
and the exhaust pipe of the tanker shall be installed with a fire cover. After passing the
inspection, guide the tanker into the special loading and unloading area; stop and turn off the
engine and turn the head of the vehicle outward.
5.8 Before loading and unloading operations, the loading and unloading arm, pipelines, and
tankers shall be bridged and grounded; and check whether the grounding is effective. Filters
shall be grounded individually. During the loading and unloading process, special personnel
shall be on site to monitor; vehicles and non-working personnel shall not enter the loading and
unloading area; and loading and unloading personnel and tanker drivers shall not leave the site.
Drivers and escorts shall not get on the tanker without wearing anti-static overalls and shoes.
6 Blending
6.1 The blending of methanol fuel for vehicles shall be carried out in accordance with the
blending procedures.
6.2 When the methanol fuel for vehicles is blended by pipeline, the blending process shall be
continuous and stable.
6.3 The mixer of methanol fuel for vehicles shall take anti-static measures.
7 Storage
7.1 Blending center and storage depot of methanol fuel for vehicles
7.1.1 The blending center and storage depot of methanol fuel for vehicles shall carry out
identification of major hazard sources of hazardous chemicals in accordance with GB 18218;
and those that constitute major hazard sources shall be included in the management of major
hazard sources; and implement the safety guarantee responsibility system for the chief person
in charge, technical leader, and operation head.
7.1.2 The safety monitoring and early warning system of the blending center and storage depot
of methanol fuel for vehicles that constitute a major hazard source for hazardous chemicals
shall be implemented in accordance with the relevant requirements of AQ 3035.
7.1.3 Ancillary facilities such as manholes, metering holes and pipelines on storage tanks shall
adopt waterproof structures.
7.1.4 The breathing valve of the storage tank shall be equipped with a desiccant device, and it
shall be installed in a position that is easy to disassemble. The desiccant shall be checked and
replaced regularly.
7.1.5 Storage tanks of methanol fuel for vehicles shall be dedicated to the tank and cannot be
mixed.
7.1.6 When the ambient temperature is higher than 35°C, cooling measures shall be taken for
the ground storage tanks.
7.1.7 The inner wall of the storage tank shall be smooth; and there shall be no protruding objects
or ungrounded floating objects that are likely to cause discharge in the tank.
7.2 Filling station of methanol fuel for vehicles
7.2.1 Waterproof measures shall be taken for the operation well of the buried storage tank; and
the manhole of the storage tank and the first flange on the manhole shall be well sealed. The
floor of the tank area shall slope to the outside of the tank area and shall not be waterlogged.
7.2.2 Ancillary facilities such as manholes, metering holes, and quick unloading joints of
storage tanks shall adopt waterproof structures and be well sealed.
7.2.3 The ventilation pipe shall be equipped with a drying device, which shall be installed in a
position that is easy to disassemble and checked regularly; and the desiccant shall be restored
or replaced according to the situation.
7.2.4 For filling stations that carry out mobile phone scanning and other wireless payment
charging methods, their storage tanks and filling devices shall adopt barrier explosion-proof
technology, and the application of which shall meet the requirements of AQ/T 3001 and AQ/T
3002.
7.2.5 The fuel filling stations of methanol fuel for vehicles shall be provided with identification
marks. For the joint station of refined oil and methanol fuel for vehicles, in addition to the
identification marks, the operating wells, discharge ports, and filling machines of the storage
tanks of methanol fuel for vehicles shall be provided with separate identification marks.
8 Transportation
8.1 The transportation of methanol fuel for vehicles shall be dedicated to vehicles.
8.2 Make sure that there is no water and dirt in the storage tank before loading methanol fuel
for vehicles.
8.3 When the vehicle tanker is used to transport methanol fuel for vehicles, its sealing material
shall be suitable for methanol fuel for vehicles.
8.4 The car tanker shall be well sealed; the internal protrusions shall be eliminated; and the anti-
static inspection shall be done well.
9 Filling
9.1 The filling operation of methanol fuel for vehicles shall meet the requirements of AQ 3010.
9.2 The filling machine shall maintain good performance; the gas-liquid separator and filter
should maintain normal function; the exhaust pipe shall be unimpeded and undamaged; and the
pump safety valve shall maintain normal pressure.
9.3 Regularly check the connection between the metal shielding wire on the filling gun hose
and the machine body, and keep it with good grounding performance.
9.4 Before using the filling machine, the filling personnel shall check whether the filling
machine is running normally and whether there is any leakage; and shall keep the filling
machine clean.
