1 Scope
This document establishes the early-warning process, early-warning initiation
conditions, early-warning analysis, early-warning issuance and response in the
management of motor vehicle products recall.
This document applies to issuing risk early-warnings in the management of
motor vehicle products recall.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
Risk early-warning
The behavior of issuing warning information to the public to minimize the risk of
dangerous events or dangerous situations that may exist in motor vehicle
products.
3.2
Rules of early-warning
Rules and guidelines to be followed when issuing warning information.
3.3
Rate of early-warning
The warning rate which is divided according to the urgency, development trend
and degree of possible harm of the abnormal state or dangerous situation of
motor vehicle products.

Index of early-warning
Influencing factors to be considered for classifying rate of early-warning.

Society tolerance
The degree of tolerance of society at different times, different geographical
environments, and different industrial development conditions to dangerous
events or dangerous situations, etc. of motor vehicle products.

The judgment made by people about unfavorable outcomes that are
probabilistically translated into signs or symbols.

The early-warning process includes two parts: early-warning analysis and early-
warning issuance; as shown in Figure 1.
