Periodic inspection and evaluation of steel gas cylinders for
the on-board storage of compressed natural gas as a fuel for
automotive vehicles
1 Scope
This document specifies the basic methods and technical requirements for the periodic
inspection and evaluation of steel gas cylinders for the on-board storage of compressed
natural gas as a fuel for automotive vehicles (hereinafter referred to as cylinders).
This document applies to seamless refillable cylinders which are fixed on the vehicle
as fuel tank, of which the nominal working pressure is 20 MPa and 25 MPa, the nominal
volume is 30 L ~ 300 L, the filling medium is compressed natural gas for vehicles in
accordance with GB 18047, and the working temperature is -40 ℃ ~ 65 ℃.

g) Hydrostatic test device by external method: used for hydrostatic test of the
cylinder;
h) Air tightness test device: used for air tightness test of the cylinder;
i) Residual gas treatment device: used for the treatment of the medium in the
cylinder;
j) Cleaning device: used to clean contaminants and corrosion products on the
inner and outer surfaces of the cylinder;
k) Thread gauges and taps: used for inspection and repair of threads on the
opening. Taps and gauges shall comply with the requirements of GB/T 10878
and GB/T 8336 respectively;
l) Copper hammer: weight about 250 g, used for acoustic inspection;
m) Magnetic particle testing device: used to detect cracks or crack-like defects of
the cylinder.
4.2 Periodic inspection cycle
4.2.1 The periodic inspection cycle of cylinders shall comply with the relevant
provisions of TSG 23.
4.2.2 During use, if any of the following situations occur, inspection shall be carried
out in advance:
a) A fire occurs in the vehicle;
b) The cylinder is severely corroded, damaged, impacted or collided;
c) An abnormal sound occurs;
d) Abnormal situations such as traffic accidents occur, or it is suspected that the
cylinder has been damaged and its safe use is affected;
e) The inspector believes that inspection shall be carried out in advance.
4.3 Periodic inspection items
The periodic inspection items of cylinders include: appearance inspection, acoustic
inspection, inspection of threads on the opening, internal inspection, non-destructive
testing, mass and volume measurement, hydrostatic test, cylinder valve inspection and
assembly, and air tightness test.
5 Inspection preparation
5.1 Record
5.1.1 Check and record the manufacturing mark and inspection mark of each cylinder.
The record shall at least include information such as manufacturer's license number or
unit code, cylinder manufacturing standards, cylinder number, manufacturing year and
month, nominal working pressure, hydraulic test pressure, designed wall thickness,
nominal volume, presence or absence of the "TAXI" mark, manufacturer and model of
the cylinder valve and PRD end plug, the last inspection date (year, month), and name
or code of the inspection agency. For imported cylinders, the country of origin shall be
recorded.
5.1.2 Cylinders produced by units that have not obtained special equipment
manufacturing licenses, cylinders with unclear manufacturing marks or incomplete
items that cannot be verified, and cylinders that shall be scrapped according to the
special equipment safety technical specifications shall be deemed scrapped if they are
not inspected after recording.
5.1.3 Cylinders that have been in service for longer than their designed service life since
the date of manufacture shall be deemed scrapped if they are not inspected after
recording; cylinders, used in taxis, which have been in service for more than 8 years
shall be deemed scrapped if they are not inspected after recording.
5.2 Treatment of the medium in the cylinder
Appropriate methods shall be adopted to discharge and properly dispose the medium in
the cylinder under the conditions of safety, environmental protection and fire protection.
5.3 Cylinder valve disassembly and surface cleaning
5.3.1 After confirming that the pressure inside the cylinder is consistent with the
atmospheric pressure, remove the cylinder valve and PRD end plug.
5.3.2 Cylinders whose valves cannot be opened or removed shall be stored separately
from other cylinders to be inspected for proper handling.
5.3.3 Use appropriate methods that do not damage the cylinder body to remove
contaminants, corrosion products and other debris that may hinder the appearance
inspection on the inner and outer surfaces of the cylinder, as well as loose coatings on
the outer surface of the cylinder.
6.4.3 Cylinders with local corrosion on the cylinder body where the remaining wall
thickness is less than the designed wall thickness or the corrosion area is greater than
or equal to 25% of the outer surface shall be deemed scrapped.
6.4.4 Cylinders with severe corrosion and whose corrosion depth and scope cannot be
determined shall be deemed scrapped.
6.4.5 Grinding of corroded areas shall be carried out in accordance with 6.2.4.
6.5 Inspection and evaluation of cylinder deformation
Measure the roundness and straightness of the cylinder one by one. Cylinders with any
of the following conditions shall be deemed scrapped:
a) For the roundness of the cylinder, the difference between the maximum and
minimum outer diameters measured on the same section exceeds 2.0% of the
average diameter of the section;
b) The straightness of the cylinder exceeds 0.3% of its length.
7 Acoustic inspection and evaluation
7.1 Cylinders that pass the appearance inspection shall be subject to acoustic inspection
one by one.
7.2 When the cylinder is free of attachments or other factors that may hinder the
vibration of the cylinder body, use a copper hammer to tap the cylinder wall. If the
sound produced is clear and powerful, the echo is light and long and has a sense of
melody, this inspection is passed. Cylinders with muddy and low sound, heavy and
short echo, and accompanied by cracking sounds shall be deemed scrapped.
8 Inspection and evaluation of threads on the opening
8.1 Check the threads on the opening one by one, either visually or with the aid of a
low-power magnifying glass, for cracks, deformation, abrasion, corrosion or other
damage.
8.2 The threads on the opening shall not have crack defects, but slight damage that does
not affect the use is allowed, that is, a gap of no more than 2 teeth – the gap length does
not exceed 1/6 of the circumference, and the gap depth does not exceed 1/3 of the tooth
height – is allowed.
8.3 For mild corrosion, abrasion or other damage to taper threads on the opening, a tap
can be used for repairing, and, after repair, a gauge shall be used for checking. The
inspection result shall meet the requirements of GB/T 8335. Cylinders that still fail to
meet the inspection requirements after thread repair shall be deemed scrapped.
8.4 For mild corrosion, abrasion or other damage to the straight threads on the opening,
a tap that meets the corresponding standards may be used for repairing. After repair, the
cylinder shall be inspected using a gauge that meets the corresponding standard. If the
inspection result does not meet the requirements, the cylinder shall be deemed scrapped.
9 Internal inspection and evaluation
9.1 The interior of each cylinder shall be visually inspected. The inspection can be
carried out using an endoscope or other auxiliary equipment.
9.2 Cylinders with cracks, wrinkles, interlayers on the inner surface, or obvious grooves
or wrinkles on the bottom or shoulder shall be deemed scrapped.
Note: Stress corrosion cracks are prone to occur on the inner surface of the cylinder.
9.3 Cylinders with any corrosion defects on the inner surface shall be evaluated in
accordance with 6.4.
10 Non-destructive testing
10.1 Magnetic particle testing
The transition between the cylinder body and the cylinder bottom, as well as the contact
between the cylinder shoulder, the bottleneck, the cylinder fixing device and the
cylinder body shall be inspected by non-manual fluorescent magnetic particle testing
method (A1-30/100 standard test piece). The inspection method shall be implemented
in accordance with NB/T 47013.4, and there shall be no cracks or crack-like defects.
10.2 Ultrasonic testing
After the appearance inspection of the cylinder, any suspicious parts shall be tested by
ultrasonic testing method (with automatic recording). The testing method and result
evaluation shall be carried out in accordance with GB/T 17258.
11 Mass and volume determination
11.1 The mass (excluding detachable accessories) and volume of each cylinder shall be
measured. The mass and volume measurement results shall be rounded to one decimal
place. For the decimal values in the measurement results, all decimal places will be
rounded up for mass and all decimal places will be discarded for volume.
11.2 If the measured mass is less than the steel stamped mass on the cylinder during
manufacturing, and the difference between the steel stamped mass and the measured
mass is greater than 3% of the steel stamped mass, the minimum wall thickness of the
cylinder shall be measured, and cylinders with a minimum wall thickness less than the

14 Cylinder valve inspection and assembly
14.1 The cylinder valve and PRD end plug shall be inspected one by one; the cylinder
valve that exceeds the designed service life before the next inspection date of the
cylinder shall be replaced.
14.2 The cylinder valves and PRD end plugs that are damaged or cannot be guaranteed
to be used safely before the next inspection cycle shall be replaced with new ones. When
replacing, select products of the same manufacturing unit and model as the original
cylinder valve and PRD end plug; alternatively, consult the cylinder manufacturer to
select cylinder valves and PRD end plugs that have passed the type test and the type
test (fire test) of this model of cylinder.
14.3 The cylinder valve and PRD end plug shall be firmly assembled and the number
of effective threads and the sealing performance of the connection shall be ensured.
When assembling straight thread cylinder valves and PRD end plugs, new sealing rings
shall also be used.
14.4 Special tools such as torque wrench shall be used to assemble cylinder valves and
PRD end plugs. The tightening torque of PZ27.8 taper thread should be 200 N·m ~ 300
N·m; the tightening torque of M25×2.0-6H straight thread shall be 100 N·m ~ 130 N·m.
15 Air tightness test
15.1 After passing the hydrostatic test, each piece shall be subject to the air tightness
test in accordance with the provisions of GB/T 12137. The test pressure is the nominal
working pressure of the cylinder.
15.2 The air tightness test shall be carried out by immersion in water. The cylinder shall
be immersed in water and maintained under pressure for no less than 2 minutes, and
there shall be no leakage or pressure drop during the pressure-maintaining period.
15.3 During the test, if the cylinder valve, PRD end plug or test device leaks, the test
shall be stopped immediately and the test can be repeated after the cause is found and
eliminated.
15.4 Cylinders that leak under the test pressure shall be deemed scrapped.
15.5 After the test, the water on the outer surface of the cylinder shall be wiped off
immediately, and the cylinder shall be vacuumed or the air in the cylinder shall be
replaced with nitrogen.
