Foreword
This document was drafted in accordance with the rules given in GB/T 1.1-2020
"Directives for standardization - Part 1.Rules for the structure and drafting of
standardizing documents".
This document is Part 1 of GB 1499 "Steel for the reinforcement of concrete". The
following parts of GB 1499 have been released.
- Part 1.Hot rolled plain bars;
- Part 2.Hot rolled ribbed bars;
- Part 3.Welded fabric.
This document replaces GB/T 1499.1-2017 "Steel for the reinforcement of concrete --
Part 1.Hot rolled plain bars". Compared with GB/T 1499.1-2017, in addition to
structural adjustments and editing changes, the main technical changes are as follows.
- Delete the recommended reinforcement nominal diameter (see 6.1 of Edition 2017);
- Change the nominal diameter range (see 5.1 of this Edition; 6.1 of Edition 2017);
- Add the technical requirements of 25 mm specifications (see 5.1, Table 2, Table 3,
Table 4 of this Edition);
- Change the weight of the weight (see Table 4 of this Edition; Table 4 of Edition
2017);
- Add the sampling requirements of the size and surface quality (see Table 7 of this
Edition);
- Change the accuracy of the total weight of the weight deviation (see 7.4.1 of this
Edition; 8.4.1 of Edition 2017);
- Change the mixed batch requirements (see 8.3.2 of this Edition; 9.3.2 of Edition
2017);
- Change the re-inspection provisions of the weight deviation (see 8.3.5 of this
Edition; 9.3.5 of Edition 2017);
- Change the provisions of the packaging, mark and quality certificate (see Chapter
9 of this Edition; Chapter 10 of Edition 2017).

- It was published in 1991 as GB 13013-1991;
- When the third revision in 2008, the requirements of GB 1499-1979 and GB 13013-
1991 were uniformly merged and merged;
- The fourth revision was in 2017, published as GB/T 1499.1-2017;
- This is the fifth revision, revised as a mandatory national standard.
Introduction
GB 1499 aims to standardize the classification, order content, technical requirements,
quality inspection, testing methods, inspection rules, etc. of reinforced concrete. It
consists of 3 parts.
- Part 1.Hot rolled plain bars. The purpose is to specify the technical and quality
requirements of hot rolled plain bars for the reinforcement of concrete.
- Part 2.Hot rolled ribbed bars. The purpose is to specify the technical and quality
requirements of hot rolled ribbed bars for the reinforcement of concrete.
- Part 3.Welded fabric. The purpose is to specify the technical and quality
requirements of the welded fabric for the reinforcement of concrete.

1 Scope
This document specifies the designation, size, shape, weight and allowable deviation,
smelting and performance, test methods, inspection rules, packaging, marks and quality
certificates for the hot rolled plain bars the reinforcement of concrete (hereinafter
referred to as steel bars).
This document is applicable to hot rolled straight strips or coils of reinforced concrete.
This document is not applicable to regenerative steel bars for reinforcement made of
finished steel.
2 Normative references

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1 hot rolled plain bars
The finished bars that after the hot rolling form, the cross -section is usually round,
smooth surface.
3.2 characteristic value
In the unlimited inspection, the division value corresponding to the probability of a
certain regulation.
4 Designation
4.1 The yield strength feature value of the bar is 300.
4.2 See Table 1 for the composition and meaning of bar designation.
5 Size, shape, weight and allowable deviation
5.1 Nominal diameter range
The nominal diameter of the steel bar is 6 mm ~ 25 mm.
5.2 Nominal cross-sectional area and theoretical unit weight
The nominal cross-sectional area and theoretical unit weight of steel bar shall meet the
requirements of Table 2.
5.3 Section shape and allowable size deviation of steel bar
5.4 Delivery type and allowable deviation
5.4.1 Straight steel bars shall be delivered according to the specified length. The
delivery length shall be specified. The allowable deviation for length is mm.
5.4.2 Steel bars not exceeding 16 mm are allowed to be delivered in coils. When
delivering, the head and tail shall be cut. The weight of each coil shall not be less than
500 kg. The weight of each plate shall not be less than 1000 kg.
5.5 Bending degree and ends
5.5.1 The bending degree of straight steel bars shall not affect normal use. The curvature
per meter shall not exceed 4 mm. The total curvature shall not exceed 0.4% of the total
length of the steel bar.
5.5.2 The end of the steel bar shall be cut straight. Local deformation shall not affect
use.
5.6 Weight and allowable deviation
5.6.2 The allowable deviation between the actual weight and theoretical weight of steel
bars shall comply with the provisions of Table 4.
6 Smelting and performance
6.1 Smelting method
Steel shall be smelted using a converter or electric arc furnace.
6.2 Chemical composition
6.2.1 The chemical composition of steel bars (melting analysis) shall comply with the
provisions of Table 5.
6.2.2 The allowable deviation of the chemical composition of finished steel bars shall
comply with the provisions of GB/T 222.
6.3 Mechanical and process properties
6.3.1 The mechanical property characteristic values of steel bars, such as lower yield
strength ReL, tensile strength Rm, elongation at break A, and maximum total elongation
at break Agt, shall comply with the provisions of Table 6.The mechanical performance
characteristic values listed in Table 6 shall be used as the minimum guaranteed values
for delivery inspection.
6.4 Surface quality
6.4.1 Steel bars shall have no harmful surface defects.
6.4.2 When the weight, size, cross-sectional area, mechanical properties, and process
performance of the steel bars brushed by the wire brush meet the requirements of
Chapter 5 and 6.3, rust scale, uneven surface, or oxidized iron scale shall not be
considered as reasons for rejection.
6.4.3 When the steel bars with surface defects other than those specified in 6.4.2 do not
meet the mechanical or process performance requirements, the surface quality is judged
as unqualified.
7 Test methods
7.1 Inspection items
7.1.1 The inspection items, sampling quantity, sampling method, and testing method for
each batch of steel bars shall comply with the provisions of Table 7.
7.1.2 The chemical composition test of steel shall be conducted in accordance with
GB/T 4336, GB/T 20123, GB/T 20125 or general chemical analysis methods. The
arbitration shall be conducted using the methods of GB/T 223.5, GB/T 223.59, GB/T
223.63, GB/T 223.85, and GB/T 223.86.
7.2 Tensile, bending tests
7.2.1 The tensile and bending test specimens shall not be machined by turning.
7.2.2 The cross-sectional area used to calculate the strength of steel bars is the nominal
cross-sectional area listed in Table 2.
7.3 Size measurement
The measurement of steel bar diameter shall be accurate to 0.1 mm.
7.4 Measurement of weight deviation
7.4.1 When measuring the weight deviation of steel bars, specimens shall be taken from
different steel bars. The quantity is 5 pieces. The length of each specimen shall not be
less than 500 mm. The length shall be measured one by one, with an accuracy of 1 mm.
When measuring the total weight of the specimen, it shall be accurate to 1 g.
7.4.2 The deviation (%) between the actual weight and theoretical weight of steel bars
shall be calculated according to formula (1).
7.5 Numerical rounding and judgment
The rounding and judgment of the test results shall comply with the provisions of YB/T 081.
8 Inspection rules
8.1 Inspection classification
The inspection of steel bars is divided into characteristic value inspection and delivery
inspection.
8.2 Characteristic value inspection
8.2.1 Characteristic value inspection is applicable to the following situations.
8.2.2 Characteristic value inspection shall be conducted in accordance with the
provisions of Annex A.
8.3 Delivery inspection
8.3.1 Applicable situation
Delivery inspection is applicable to the inspection of steel bar acceptance batches.
8.3.2 Batching rules
8.3.2.1 Steel bars shall be inspected and accepted in batches. Each batch is composed
of steel bars of the same designation, furnace number, and specification.
8.3.3 Inspection items and sampling quantity
When the weight of each batch is not more than 60 t, samples shall be taken and
inspected according to the requirements in Table 7.
8.3.4 Inspection results
The inspection results of each inspection item of steel bars (including steel bars
straightened by coiling) shall comply with the relevant provisions of Chapter 5 and Chapter 6.
8.3.5 Re-inspection and judgement
The re-inspection and judgment of steel bars shall comply with the provisions of GB/T
17505.The weight deviation of steel bars shall not be resampled for re-inspection.
9 Packaging, marks and quality certificates
9.1 Allow the rolling of raised factory names and other surface markings on the surface of steel bars.
9.2 Barcodes and QR codes containing product information are allowed to be affixed
to the packaging, marks, and quality certificates of steel bars.
9.3 In addition to the above regulations, the packaging, marks, and quality certificate
of steel bars shall comply with the relevant provisions of GB/T 2101.
