1 General Provisions

1.0.1 This code is formulated with a view to correctly implementing the principles and policies of the national capital construction in the design of hydrogen station and hydrogen supply station, ensuring safety production, energy conservation, environmental protection, meeting production requirements, and achieving advanced technology and economy and rationality. 1.0.2 This code is applicable to the design of newly-built, renovated or extended hydrogen station and hydrogen supply station and of hydrogen pipeline in plant area and shop. 1.0.3 The production fire hazard category of hydrogen station and hydrogen supply station shall be Category "A". The explosion hazard grade of room or area with explosion hazard in hydrogen station and hydrogen supply station shall be divided into Zone 1 or Zone 2, and shall meet the requirements of Appendix A of this code. 1.0.4 The design of hydrogen station, hydrogen supply station and hydrogen pipeline shall not only comply with this code, but also those in the current relevant ones of the nation.

2 Terms

2.0.1 Hydrogen station General term of process facilities, filling facilities, compression and storage facilities, auxiliary facilities and buildings and structures or locations required by hydrogen production through relevant process (for example, pressure swing adsorption by using water electrolysis, natural reformed gas, methanol reformed gas, coke oven gas, water gas, etc. as virgin gas). 2.0.2 Hydrogen supply station General term of buildings and structures, hydrogen gas receivers or locations, supplying hydrogen through bottles or/and pipelines, excluding hydrogen generation equipment. 2.0.3 Hydrogen gas receiver General term of containers with constant pressure and variable volume (wet storage holders) and with variable pressure and constant volume, for storing hydrogen. 2.0.4 Open flame site Fixed site with exposed flame or red heat surface indoors and outdoors. 2.0.5 Sparking site Chimney with spotting fire or such fixed site as outdoor grinding wheel, electric welding and gas welding (cutting).

3 General Layout

3.0.1 The layout of hydrogen station, hydrogen supply station and hydrogen gas receiver shall be determined in accordance with the following requirements through comprehensive comparison. 3.0.2 The fire separation between hydrogen station, hydrogen supply station, hydrogen gas receiver and buildings and structures shall not be less than those specified in Table 3.0.2. 3.0.3 The fire separation between hydrogen station, hydrogen supply station, hydrogen gas receiver and railway and road shall not be less than those specified in Table 3.0.3. 3.0.4 The fire separation between hydrogen gas receiver and receiver area shall meet the following requirements. 3.0.5 When hydrogen station is required to be arranged adjacently with other shop in L-shaped, П-shaped or Ш-shaped, it shall meet the following requirements.

4 Process System

4.0.1 The type of hydrogen production system in the hydrogen station shall be determined in accordance with the following factors. 4.0.2 The system of hydrogen gas produced by electrolysising water shall be equipped with the following devices. 4.0.3 The oxygen gas produced through the system of hydrogen gas produced by electrolysising water may be recycled or directly exhausted to atmosphere as required, and shall meet the following requirements. 4.0.4 The arrangement of the hydrogen purification system by pressure swing adsorption shall be determined according to the following factors. 4.0.5 The hydrogen purification system by pressure swing adsorption shall be arranged with the following devices. 4.0.9 Hydrogen station and hydrogen supply station shall adopt gaseous storage hydrogen gas in general, mainly including high, middle and low pressure hydrogen gas receiver and metal hydride hydrogen storage device, and shall generally meet the following requirements. 4.0.10 The arrangement of hydrogen gas receiver safety facilities of hydrogen station and hydrogen supply station shall meet the following requirements.

5 Equipment Selection

5.0.1 The design capacity of the hydrogen station should be determined in accordance with the following factors according to hydrogen gas purpose and use characteristics. 5.0.2 The model, capacity and quantity of the installation of hydrogen gas produced by electro1ysising water shall be determined according to the following factors through technical and economical comparison. 5.0.3 Such auxiliary equipment for raw material water preparation and alkaline solution preparation required by the installation of hydrogen gas produced by electrolysising water should be selected according to the following requirements. 5.0.4 The absorber set capacity and absorber quantity of the hydrogen purification system by pressure swing adsorption shall be determined according to the following factors through technical and economical comparison. 5.0.8 The selection and quantity of hydrogen gas compressors shall be determined according to gas inlet pressure, exhaust pressure, hydrogen gas purity and the maximum hourly hydrogen gas consumption of the user or the use characteristics of the user. The hydrogen gas compressors should not be less than 2 sets. Standby reciprocating hydrogen gas compressor with continuous operation shall be arranged. 5.0.9 The model and discharge capacity of the compressor for hydrogen gas filling shall be determined according to filling station or filling vessel specification, quantity, filling time, gas inlet pressure, exhaust pressure, etc. Standby hydrogen gas compressor for filling may not be arranged. 5.0.10 For purified hydrogen gas bottling, diaphragm compressor shall be adopted, and empty cylinder treatment system should be arranged, including cylinder vacuum pumping equipment and cylinder heating equipment.

6 Process Layout

6.0.1 When equipments such as hydrogen production device and hydrogen storage device in the hydrogen station are arranged outdoors, the buildings and structures and outdoor equipments in the hydrogen station may be regarded as a set of process device. Device inside is required to be separated as equipment area, building area, etc. 6.0.2 The fire separation of the plane layout of the equipments and buildings in the process devices of the hydrogen station shall not be less than those specified in Table 6.0.2. 6.0.3 The road used as fire lane in the process device of the hydrogen station shall meet the following requirements. 6.0.4 When arranging rooms with different fire hazard categories in the same building, their separation walls shall be fire walls. 6.0.5 Rooms with explosion hazard in the hydrogen station shall be concentrated arranged. The room with explosion hazard shall not directly connect to the room without explosion hazard. If required, they shall be connected with corridor or arranged with double-foyer. 6.0.6 Arrangement of electric control disks and instrument control disks in hydrogen production room, hydrogen purification room and hydrogen gas compressor room shall meet the following requirements. 6.0.7 When filling hydrogen and oxygen at the same time in the hydrogen station, the arrangement of bottling room, etc. shall meet the following requirements. 6.0.8 When the hydrogen solid cylinders are not more than 60, solid cylinder, empty cylinder and hydrogen filler or hydrogen busbar may be arranged in the same room, however, solid cylinders must be stored separate from empty cylinders. 6.0.12 The clear spacing between hydrogen gas compressors should not be less than 1.5m and the clear spacing between the hydrogen gas compressor and wall should not be less than 1.0m. When the specified clear spacing is unable to allow drawing out of components, then the clear spacing shall be 0.5m longer than the component to be drawn out. The clear spacing between hydrogen gas compressor and its auxiliary facilities may be determined according to technical requirements. 6.0.15 The coupling or the belt transmission part between the hydrogen gas compressor and motor shall take safety protection measures. When belt transmission is adopted, measures to conduct static out shall be taken. 6.0.16 The hydrogen gas receiver shall not be arranged in plant. In cold zone, the bottom of the wet hydrogen gas receiver and that of the constant volume gas receiver containing wet hydrogen shall take antifreezing measures.

7 Building Structure

7.0.1 The fire resistance grades of the hydrogen station and the hydrogen supply station shall not be less than Grade II and the building should be of single layer. 7.0.2 The room with explosion hazard should adopt framework or bent structure bearing load with reinforced column. When steel column is adopted for bearing, the steel column shall be installed with fireproofing protection whose fire endurance shall not be less than 2.0h. 7.0.3 The room with explosion hazard in the hydrogen station and the hydrogen supply station shall be arranged with pressure relief facilities in accordance with the specifications of the current national standard GBJ 16 "Code of Design on Building Fire Protection and Prevention". 7.0.4 The arrangement of the pressure relief facilities in the rooms with explosion hazard in the hydrogen station and the hydrogen supply station shall meet the following requirements. 7.0.5 The safety exits and entrances of the room with explosion hazard shall not be less than 2, in which one shall directly lead to outside. However, the room with not more than 100m2 area may be only arranged with one exit and entrance that directly lead to outside. 7.0.6 The room with explosion hazard shall be separated from the room without explosion hazard with non-inflammable explosion-proof protection wall whose fire endurance is not less than 3.0h. When double-foyer is arranged for connection, the fire endurance of door shall not be less than 1.2h. 7.0.7 All the doors and windows of the room with explosion hazard shall be outward open and should adopt material that would not generate sparks in impaction. 7.0.8 Hydrogen gas bottling room, empty cylinder room, solid cylinder room and hydrogen gas manifolds room shall be installed with cylinder loading platform of a width not less than 2m and its height shall be determined in accordance with the height of the vehicle transporting cylinders and should be 0.6~1.2m higher than the outdoor terrace. The cylinder loading platform shall be equipped with an awning wider than the platform. The awning and its propping material shall be non-inflammable component. 7.0.9 Protection wall of a height not less than 2m shall be arranged in the hydrogen gas bottling room. 7.0.10 The upper parts of the room with explosion hazard shall be draughty. The inner surface of ceiling shall be flat and smooth without dead angle. 7.0.11 When the plant span of hydrogen production room, hydrogen gas compressor room, hydrogen purification room, hydrogen gas bottling room, etc. is larger than 9.0m, skylight should be set. The skylight and the vent hole shall be installed at the uppermost. 7.0.12 The height of the bottom chord of roof truss of the hydrogen production room shall meet the requirements of equipment installation and heat extraction and shall not be less than 5.0m.

8 Electrical and Instrument Control

8.0.1 Power supply of the hydrogen station and the hydrogen supply station shall be classified according to the load specified in the current national standard GB 50052 "Code for Design of Electric Power Supply Systems". It should be Class III load except the one would cause relatively large loss when hydrogen supply is interrupted. 8.0.2 The room with explosion hazard or electrical facilities inside the area shall meet the specifications of the current national standard GB 50058 "Electrical Installations Design Code for Explosive Atmospheres and Fire Hazard". 8.0.3 Electrical facilities selection in the environment with explosion hazard shall not be lower than the grade and the classification of hydrogen explosive mixture (II CT1). The electrical design and electrical equipments, line to ground of the environment with explosion hazard shall be performed in accordance with the specifications of the current national standard GB 50058 "Electrical Installations Design Code for Explosive Atmospheres and Fire Hazard". 8.0.6 The room with explosion hazard shall be provided with hydrogen leakage detecting and warning device and shall be interlocked with corresponding emergency exhaust fan. When the hydrogen concentration in air reaching 0.4% (volume ratio), the emergency exhaust fan shall be capable of opening automatically. 8.0.7 The hydrogen station shall be arranged with the following analytical instruments in accordance with the requirements of the hydrogen production system. 8.0.8 The hydrogen station and the hydrogen supply station shall be arranged with the following metering instruments as required. 8.0.9 When the installation of hydrogen gas produced by electrolysising water is adopted in the hydrogen station, the arrangement of direct current power supply of the water electrolyzer shall meet the following requirements. 8.0.13 The hydrogen station and the hydrogen supply station shall be provided with the following main temperature inspection items. 8.0.14 The hydrogen station and the hydrogen supply station shall be provided with automatic control system; it may be arranged as in unattended state if necessary.

9 Lightning Protection and Earthing

9.0.1 For the purpose of lightning protection, the hydrogen station and the hydrogen supply station shall be arranged with lightning protection and earthing facilities in accordance with the requirements of the current national standards GB 50057 "Design Code for Protection of Structures against Lightning" and GB 50058 "Electrical Installations Design Code for Explosive Atmospheres and Fire Hazard". 9.0.2 Lightning protection classification of the hydrogen station and the hydrogen supply station shall not be less than Category II lightning protection building. Its lightning protection facilities shall have direct lightning flash protection, lightning protection electric induction and lightning protection electric wave irruption. The lightning receptor for direct lightning flash protection shall make all the protected objects projecting out of the roof (such as buildings, structures, ventilating hood, hydrogen vent pipe, etc. in the hydrogen station) in the protection scope. 9.0.5 The outdoor overhead laying hydrogen gas pipeline shall be connected with the earthing device of lightning protection electric induction. The pipeline within 100m from the building shall be earthed every other 25m and its impulse earthing resistance shall not be larger than 20Ω. The buried hydrogen gas pipeline shall also be connected with the earthing device of lightning protection electric induction at the place pass in and out the building. ......
