1 Scope
This part of SN/T 3981 stipulates the basic requirements, procedures, content, methods and results of the quality conformity evaluation of import and export double palace silk
Judgment and reporting methods.
This part is applicable to the quality compliance evaluation of the regulatory and non-regulatory requirements of import and export of double palace silk.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
Douppion silk
A filament with a unique style is mechanically reeled with double palace cocoons as raw materials, according to certain silk-making technology and quality requirements.

3.2
Mandatory requirements
The requirements specified in relevant laws, regulations, decrees, regulations, official gazettes, and mandatory standards.

4 Quality requirements for conformity evaluation

4.2 Quality requirements for export double palace silk
The export of double palace silk involving safety, hygiene, environmental protection, fraud prevention and other items should meet the legal requirements of the importing country (region); my country and
If the importing country (region) signs an intergovernmental agreement, it shall meet the requirements of the intergovernmental agreement signed between my country and the importing country (region);
If the entry country (region) does not have mandatory technical specifications and has not signed an intergovernmental agreement, it shall comply with the mandatory requirements of my country's technical specifications.
Refer to Appendix A for the technical regulations and inspection standards of double palace silk in the main importing countries.
The non-statutory requirements for export of double palace silk shall comply with the requirements stipulated in the export contract and technical documents; if there is no requirement in the contract and technical documents,

5 Procedures for conformity evaluation
5.1 Sampling
The sampling method for the inspection of import and export double palace silk is in accordance with SN/T 3702.2, and the import and export of double palace silk is not subject to legal requirements.
The sampling method for testing shall be implemented in accordance with FZ/T 42005.
5.2 Inspection and testing
5.2.1 Inspection and testing of statutory requirements
5.2.1.1 Inspection and testing of legal requirements for imported double palace silk
When imported double palace silk needs to be inspected and tested in accordance with the requirements of my country’s laws and regulations, it shall be subject to the mandatory requirements of my country’s technical specifications.
Seek execution. Where my country signs an intergovernmental agreement with the exporting country (region), it shall follow the rules of the intergovernmental agreement signed between my country and the exporting country (region).
The inspection and testing shall be carried out according to the specified requirements.
5.2.1.2 Inspection and testing of legal requirements for export of double palace silk
The export of double palace silk involves inspection and testing of regulatory requirements such as safety, hygiene, environmental protection, and fraud prevention. According to different importing countries
(Region) legal requirements select corresponding inspection methods, determine inspection and testing items; my country and the importing country (region) signed a government agreement
If there is an agreement between my country and the importing country (region), inspection and testing shall be carried out in accordance with the requirements of the intergovernmental agreement signed between China and the importing country (region)
If there is no mandatory technical specification and no intergovernmental agreement has been signed, it shall be implemented in accordance with the mandatory requirements of my country's technical specifications.
5.2.2 Inspection and testing of non-regulatory requirements
5.2.2.1 Quality inspection
Import and export of double palace silk non-regulatory quality, if the contract and technical documents have stipulated requirements, in accordance with the stipulations of the contract and technical documents
Inspection and testing are required; if there is no requirement in the contract and technical documents, it shall be carried out in accordance with the requirements of the quality inspection items of FZ/T 42005

5.2.2.2 Weight inspection
Import and export double palace silk weight inspection, including. gross weight, net weight, moisture regain, metric and other items, the contract and technical documents have stipulated requirements

5.2.2.3 Packaging inspection

5.3.2.2 Packaging Judgment
The packaging quality of import and export double palace silk shall be judged in accordance with the provisions of 5.2.2.3.
5.3.3 Comprehensive judgment of conformity evaluation results
Comprehensive judgment is made based on the inspection results of regulatory requirements and non-regulatory requirements. All items are in compliance with the regulations.
If any one of them fails to meet the specified requirements, the whole batch will be deemed unqualified.
6 Compliance evaluation report
Refer to Appendix B for the conformity evaluation report format given in this section. The conformity evaluation report shall at least include the following contents.
--Identification information of the quality evaluation object of import and export double palace silk;
--Sampling information;
--Inspection information of regulatory inspection items;
--Inspection information of non-regulatory inspection items;
--Results comprehensive evaluation information;
--Signatures of relevant personnel such as inspectors and reviewers;
--The date of the report.

The quarantine requirements of import and export double palace silk shall be quarantined in accordance with the relevant laws and regulations of my country and the importing country (region).
