Foreword
This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This standard replaces SN/T 3244-2012 "Inspection Regulations for Import and Export Fire Products".
Compared with SN/T 3244-2012, the main technical changes of this standard are as follows except for editorial changes.
-Modified the standard name "Portable Fire Extinguisher in Inspection Regulations for Imported Fire Products";
- Deleted the introduction;
-Delete the part of the standard that involves exports;
--Modified the inspection and supervision model (see 5);
--Modified the inspection items, contents and methods corresponding to the inspection supervision model (see Table 2 and Table 4).
This standard was proposed and managed by the General Administration of Customs of the People's Republic of China.

1 Scope
This standard specifies the inspection requirements, inspection modes and qualification determination of imported portable fire extinguishers.
This standard applies to the inspection of imported portable fire extinguishers with HS code 842410.

3 Terms and definitions
The following terms and definitions defined in GB 4351.1 apply to this document.
3.1
Mode of sampling inspection
According to the compulsory requirements of the national technical regulations, the conformity assessment activities of sampling, inspection and inspection of imported goods are implemented batch by batch or batch by batch.

Mode of compliance verification
According to the mandatory requirements of the national technical specifications, verify that the documents, certificates and technical documents are consistent with the product, and can be selected if necessary.

4 General requirements
4.1 Safety requirements
The safety requirements of imported portable fire extinguishers shall meet GB 4351.1-2005, GB 4351.2-2005, GB/T 4351.3-2005

4.2 Performance and structural requirements
The performance and structure requirements of imported portable fire extinguishers should meet the requirements of GB 4351.1-2005 and GB 4351.2-2005.
4.3 Environmental protection requirements
Imported portable fire extinguishers should meet the requirements of the "Environmental Protection Law of the People's Republic of China" and other national laws and regulations.
5 Inspection
5.1 Selection of inspection supervision mode
The inspection and supervision mode of imported portable fire extinguishers shall be based on relevant national regulations and the compliance verification mode and sampling shall be selected according to the specific circumstances.

5.2 Inspection method
5.2.1 Compliance verification mode.
The lottery rate of the conformity verification model should not be less than 5%.
The sample size of the compliance verification mode is shown in Table 1.When the sample size is larger than the batch, the batch will be fully verified.
Verify whether the goods are consistent with the declared materials, and conduct unpacking inspections on appearance, main components, etc., according to technical specifications if necessary

2 Inspection of main components

5.2.2 Sampling inspection mode.
The lot sampling rate of the sampling inspection mode should not be less than 5%.
The sample size of the sampling inspection mode is shown in Table 3.When the sample size is larger than the batch, the batch is fully inspected.

6 Result judgment
After inspection, if all the inspected items are qualified, the sample to be randomly inspected is determined to be qualified; there is 1 or more unqualified items in the inspected items
If the sample is unqualified.
If the inspected samples are qualified, the batch of products is determined to be qualified; if the inspected samples are unqualified, the batch of products is determined to be unqualified.
7 Disposal of unqualified
Imported portable fire extinguishers that are unqualified after inspection are allowed to be re-provided after technical treatment and rectification, subject to laws and regulations.
Submit for inspection once.
Imported portable fire extinguishers that are still unqualified after re-inspection shall be disposed of in accordance with relevant regulations.
