1 Scope
This standard specifies the certification requirements for the energy management system of construction industry construction enterprises (hereinafter referred to as "enterprises").

3 Terms and definitions
The terms and definitions defined in GB/T 2589, GB 17167, GB/T 23331-2012, JGJ46 apply to this standard.
4 Construction industry construction enterprise energy management system requirements
4.1 General requirements
4.1.1 The enterprise shall meet the requirements of 4.1 of GB/T 23331-2012.
4.1.2 When applying for energy management system certification, an enterprise shall have the following basic conditions.
a) Proof of legal status, such as a unified social credit code certificate, corporate qualifications, etc.;
b) The main energy-using equipment and processes involved in the construction process of the project shall meet the national, industrial and local laws and regulations and industrial policies.

c) The equipment and management of energy measuring instruments shall comply with the provisions of GB 17167.
4.1.3 The enterprise shall define the scope and boundaries of the energy management system based on management responsibilities and physical areas, including office space and various engineering projects.
