1 Scope of application
This standard specifies the discharge of non-ferrous metals (recycled copper, recycled aluminum, recycled lead and regenerated zinc, the same below)
Filing license application and basic information reporting requirements, licensing emission limit determination, actual emissions accounting, compliance judgment
Environmental management requirements such as self-monitoring, environmental management ledger and discharge permit execution report, etc.
Technical requirements for pollution prevention and control of raw materials for non-ferrous metals.
This standard is applicable to guide the recyclable non-ferrous metal pollutant discharge unit to fill in the "Sewage Permit Application Form" and the discharge of pollutants in the country.
The certifiable management information platform fills in relevant application information and is applicable to guide the issuing authority to review and determine the recycled non-ferrous metal sewage bill.

3 Terms and definitions
The following terms and definitions apply to this standard.
3.1 Recycling non-ferrous metal pollutant emission unit
It refers to the production of non-ferrous metals and their alloys by using waste non-ferrous metals, copper-containing sludge, and zinc-containing steelmaking fumes as main raw materials.

4 Reporting requirements for basic situation of sewage disposal units
4.1 General principles
