For the purposes of this Document, the terms and definitions given in GB/T 43268 and the following apply. 3.1 Cold-chain Based on the characteristics of goods, logistics terminology and organizational systems refer to the temperature environment required to maintain the quality of goods throughout the process from production to consumption. It includes warehouse, refrigeration room, and power distribution room, etc. [SOURCE. GB/T 30134-2013, 3.1, modified] 3.3 Traceability system Based on traceability codes, document records, related hardware and software equipment, and communication networks, this system integrates modern information management and enables the acquisition of relevant data during the product traceability process. GB/T 38155-2019, 2.6] 3.4 Traceable unit The individual products, products from the same batch, or products of the same category that requires to record, identify and trace the relevant information of their history, application or location. 4.1 The traceability system should be uniformly planned, scientifically managed, and have clearly defined functions to achieve interconnectivity among cold chain traceability systems. 4.2 The traceability system should be constructed using a standardized approach to achieve a unified data format. 4.3 The traceability system should cover all categories of imported cold chain food actually circulating in the province to achieve the integrity of collected data. 4.4 The traceability system should ensure that uploaded data is consistent with actual documents to achieve the usability and accuracy of traceability data. 4.5 The traceability system should establish a unified security, operation and maintenance mechanism to achieve the security and reliability of the traceability system.5 Traceability System Composition
5.1 Overview The traceability system of the imported cold chain food includes a national platform, provincial platforms, and enterprise systems, as shown in Figure 1. The national platform connects to each provincial platform, aggregating and analyzing cold chain traceability data from each provincial platform. The provincial platforms manage the operating entities and cold store within the province, upload cold chain traceability data to the national platform, and connect to various enterprise traceability systems. The enterprise system includes the traceability participant enterprise system in each link of the imported cold chain food circulation, and uploads cold chain traceability data to the provincial platform. d) Data statistical analysis function. Provides statistical analysis of data such as enterprise entities, inbound/outbound and inventory data, and cross-provincial data confirmation, etc. 5.4 Enterprise systems The enterprise systems should include traceability participant enterprise systems in the following key links, such as domestic customs clearance, domestic production and processing, market circulation, end consumption, cold storage, and cold chain transportation/distribution, etc.; specifically as follows. a) Enterprise system functions for the domestic customs clearance link include, but are not limited to. supplier management, importer management, imported food management, entry management, and quality management, etc.; b) Enterprise system functions for the domestic production and processing link include, but are not limited to. raw material management, production site management, production planning management, packaging management, and personnel management, etc.; c) Enterprise system functions for the market circulation link include, but are not limited to. transaction management, trading partner management, logistics management, and transaction personnel management, etc.; d) Enterprise system functions for the end consumption link include, but are not limited to. order management, order inquiry, order traceability, and after-sales management, etc.; e) Enterprise system functions for the cold store storage link include, but are not limited to. inbound management, inventory management, outbound management, environmental monitoring management, and personnel management, etc.; f) Enterprise system functions for the cold chain transportation/distribution link include, but are not limited to. vehicle management, route management, environmental monitoring management, and personnel management.6 Data Upload Methods for Traceability Systems
6.1 Provincial platforms should preferably use application programming interfaces (APIs) to upload data to the national platform. Uploaded data includes, but is not limited to. entry goods inspection and quarantine certificate information, cross-provincial circulation data, basic enterprise information, and basic cold store information, etc. 6.2 Enterprise systems should preferably use web-based data entry or APIs to upload data to the provincial platform.
